Solicitation: FA940126B0001 – IT Infrastructure for Former DOE Buildings
Questions from the site visit:
1. Is Kirtland providing the PDU equipment for SOW 4.2.3.6?
1. PDU is to be provided by the contractor as a part of the contract execution.
2. SOW 4.2.3.3 Network Switch Equipment – does the Government want CDW Government (CDWG) to install these?
1. Equipment is to be purchased/provided by the contractor and delivered to building 1010. Configuration and installation are to be performed by the 377 MSG/SC themselves.
3. Please confirm if raceway/poles are communications only or if they must include power (if power is required, electrical scope needs clarification).
1. Power is not required for raceway/poles, only communications is required.
4. Please confirm if there are modular furniture standards or preferred manufacturers for raceway/poles.
1. Modular furniture standards are provided by Civil Engineering
2. CO Response: This can be determined post award.
5. Please confirm preferred cabinet type: - Wall-mounted locking cabinet, Freestanding locking cabinet and minimum size expectations (RU height / depth).
1. Cabinet type can be either wall-mounted or freestanding locking. Egress around the cabinet for items such as maintenance, electrical infrastructure distance standards, etc. are the main factors for sizing. The primary dimensions of concern is depth being 30 inches minimum and width of 24” minimum (wider for taller cabinets to allow vertical for patching). We would anticipate the following based on the building, but are open to other options with discussion:
1. 20380 – wall-mounted
2. 20386 – freestanding
3. 20388 - freestanding
4. 20389 – freestanding in existing, wall-mounted in new telecom rooms
5. 20391 - freestanding
6. 20392 - freestanding
7. 20393 - freestanding
6. Please confirm patch panel manufacturer preference (Panduit / Leviton / CommScope / etc.)
1. No preference to declare. Patch panels and cabling should be CAT 6 unshielded.
7. Please confirm each TR requires a PDU with minimum 20A capacity, minimum 10x NEMA L5-20R receptacles.
1. Confirm that each TR, with equipment cabinet, requires a PDU of those capabilities.
8. Please confirm power outlets/circuits will be available in each telecom room to support the rack PDU, or if electrical is required under this contract.
1. Existing outlets are present within each existing and planned new telecom room. Recommend that contractor confirm power outlets capabilities for supporting telecom equipment.
9. Please confirm the strand count required and pathway routing expectations.
BLDG 20391 Fiber Extension (Room 144 → Room 155)
1. All buildings are to receive 12-strands of fiber, and these 12-strands are to be extended to the telecom room should building entry be separate from the TR (ex: 20391)
10. Please confirm if any additional OSP handoff requirements apply in Room 144 or Room 155.
1. Only fiber optic cabling is to be handed off between Room 144 and Room 155.
11. Please confirm fiber termination preferences: Splice + pigtails to LC panels or Field-terminated LC connectors.
1. No preference for fiber termination. Require that test results align with acceptable standards after review from 377 MSG/SC upon completion.
12. Please confirm if contractor shall provide and install patch cords into patch panels, with switch ends left unconnected for government final patching.
1. Patch cables are to be provided for switch to patch panel connectivity.
Installation of the cables is to be performed by the government.
13. Please confirm patch cord quantity is 1 patch cord per port (unless stated otherwise). or needs to include standard 7ft field side patch cord.
1. Both patch cord per port and field side patch cord are required for buildings 20386 and 20389. All other buildings only require 1 patch cord per port for the purpose of network switch connectivity.
14. Please confirm standard patch cord length requirements (ex: 7ft / 10ft) or if lengths will vary by cabinet layout.
1. Lengths are requested to vary based on cabinet layout.
15. Please confirm existing grounding/bonding infrastructure available in telecom rooms (TMGB/TGB, bonding backbone, ground bars).
1. Existing telecom rooms contain existing grounding/bonding infrastructure.
New/relay telecom rooms (ex: 20391 and 20389) will require grounding/bonding for the equipment cabinets that are to be installed.
16. Please confirm contractor scope is procurement + shipping only and Government will perform installation into cabinets.
1. Contractor will procure, ship, and install the following equipment cabinet items:
1. Equipment cabinets
2. Fiber optic LIUs
3. Patch panels
2. Government will receive from the contractor the following items, and the government will install separate from the contract:
1. Network switches
17. Can you confirm whether open trenching is an acceptable method for conduit installation along the OSP routes, or if underground directional boring is required in all areas?
1. Either open trenching or directional boring are acceptable for conduit installation. Contractor will be required to acquire any permits required regardless of the method chosen.
18. If open trenching is permitted, Section 4.1.7 of the SOW states that disturbed areas must be restored to an “as found” condition or better, including the use of sod in common-use areas. For paved surfaces, could you please clarify:
1. The required depth or thickness of asphalt restoration; and
2. Whether asphalt restoration is limited to the width of the trench or if a wider patch beyond the cut is required.
3. CE Response: See SOW page 16-17 as this is mostly parking lot area.
The proposed pavement sections for the communications line trenching are:
Parking Lot: 4” asphalt over a 6” aggregate base course.
Roadway: 4” asphalt over a 6” aggregate base course.
A full-depth saw-cutting to create vertical, clean edges, followed by thorough cleaning and application of a tack coat to all sides for bonding.
The repair involves placing hot-mix asphalt (HMA) in lifts of 2 inches, with high-compaction techniques (95% minimum density).
Surface joints must be sealed with rubberized asphalt to prevent water infiltration and, for long-lasting results, to avoid premature patch failure.
Pavement design performed in accordance with UFC 3-250-01.
Compliance with Trench Backfill and Compaction in accordance with UFGS 31 00 00 Earthwork
Compliance with UFC 3-270-01 Asphalt and Concrete Pavement and Maintenance Repair
Compliance with Kirtland AFB Installation Facilities Standards (IFS)
Will need to get a Dig permit prior to start of work.
STRONGLY recommended Potholing all cable location.
19. Will a KMZ file be provided identifying the OSP routes and endpoints to assist offerors in estimating conduit and cable lengths and evaluating site conditions?
1. KMZ file is unavailable for providing.
20. Is armored or all-dielectric cable required?
1. Neither armored nor all-dielectric fiber optic cabling is required.
21. Which Telecom rooms need backboard?
1. Existing telecom room for 20386.
2. Both new/relay telecom rooms for building 20389.
3. New telecom room for building 20391.
4. Note: should space be required for mounting equipment in a room with an existing backboard, removal of old mounted equipment is permitted when discussed with the 377 MSG/SC.
22. How many vertical poles for cubicles are estimated to be needed?
1. An estimate of 10 vertical poles for cubicles.
23. How many power outlets need to be installed?
1. No power outlets are believed to be necessary, but we recommend contractor confirm capabilities of the existing outlets within the telecom rooms for supporting networking equipment.
24. Are there known soil, groundwater, or corrosion conditions that may affect underground construction?
1. None known to Base Comm, recommend input from environmental office if possible.
2. CO Response: Unknown. If this is a concern factor it in as risk when determining your bid amount.
25. 2.1 Requirements, States the primary ISP requirements for the buildings is to be planned in accordance with the Kirtland AFB Comm Division Specifications, can a copy be provided?
1. Copy of the Kirtland AFB Comm Division Standards has been attached to this response.
26. Does any duct bank under parking lots, and roads need to be concrete encased?
1. Duct banks under parking lots and roads will require concrete encasement.
27. Is there a specific brand or brands of fiber optic cable Kirtland AFB prefers?
1. No specific brand or brands of fiber optic cable is preferred.
28. Is there a specific brand or brands of PDU’s Kirtland AFB prefers?
1. No specific brand or brands of PDUs are preferred.
29. 4.1.1, The last Kirtland AFB Comm Division Specifications guide we reviewed only had a precast manhole as a guide, are we to provide manholes or can the government provide us with a handhole example?
1. No manholes/handholes are required from the contractor for installation.
Only 4” PVC conduit installation between existing/buildings. Attached is an example handhole datasheet for those installed recently.
30. 4.1.2.2, what about the new 4” PVC conduit runs that need to turn up on the outside of the building, what is the required radius for these 90-degree bends?
1. The SOW requirement 4.1.2.3 does not apply from a MH/HH to a pull-box on the side of a facility. Assuming there is a pull-box on the side of the facility.
31. 4.1.2.3, A 40’ radius is a very large bend, is this truly the requirement?
1. Yes, between underground MH’s/HH’s.
32. 4.1.2.4, will a 6” detectable warning marker tape be sufficient as a tracer wire in the comm trench? If not acceptable can a size and type of wire provided?
1. Kirtland AFB Comm Division Standards 7.3.2 - Schedule 40 or better polyvinyl chloride (PVC) conduit must be used. A #10 AWG copper tracer wire or tracer tape must be installed 6" above the duct bank to assist in future location efforts. WTracer wire must be secured inside each manhole and securely fastened at the Primary Telecommunications Room (PTR). If steel pipe conduit is used, boring procedures must be followed that ensures protection of existing resources
33. 4.1.3.2, is there a preferred or specified distribution panel?
1. There is no preferred or specified distribution panel.
34. 4.1.3.3, is there a preferred or specified lockable network cabinet?
1. There is no preferred or specified lockable network cabinet.
35. 5.1.1 will PDF test results be acceptable?
1. A PDF copy of the test results are acceptable.
36. 5.1.2 can a copy of a blank acceptance form be provided prior to bidding this
RFP?
1. AFTO 747 is the primary form of acceptance and has been attached to this response
37. 5.1.2 can we get an advance copy of the AFTO 747 be provided prior to bidding this RFP?

38. 4.1.7 Site Restoration/Debris Removal, “Common use areas shall be restored with Sod”. Where might this be?
1. Sod areas are not anticipated for this contract for site restoration/debris removal. Concrete, dirt, and rocks are the primary items expected for restoration.
39. 4.2.3 New Telecom Rooms for Buildings 20389, first floor is # 389-123. What room # is preferred for the 2nd floor?
1. Recommend CE’s input to confirm room # on 2nd floor’s central room
2. CO Response: This can be determined post award.
40. 4.2.3.3 Network Switch Equipment, there are (7) building but it only notes (5) sets. What is the required equipment for buildings 20386 and 20389?
1. Network switch equipment is intended for both buildings 20386 and 20389 with their ISP being removed/replaced. Other buildings are not being considered for switching equipment at this time.
41. 5.1.3 Final Invoice, “Milestone base billing will not be accepted”.
a. Are Milestones considered “Progress”?
b. Is this acceptable per the FARS?
c. Are progress billings not acceptable?
i. Recommend contracting office input for answers a through c.
ii. CO Response: Progress payments will be utilized and based on a percentage of the work completed.
42. Only three CLINs are listed, should there not be at least (8) CLINs?
1. Recommend contracting office input for answer.
2. CO Response: No. Only total bid amount will be evaluated at bid opening.
Individually priced CLINS will not be looked at.
43. Are the contractors allowed to use the on base landfill?
1. Coordination with CE/landfill/real property recommended to confirm if the base landfill can be utilized by the contractor.
2. CE Response: They must call the base landfill and speak with Devon Seiler at 505-846-0815.
44. SOW 4.1.2.3 Bends and Sealing states conduits between MH shall not exceed
90 degrees in bends. Please confirm 90 degrees is the max bends allowed between pull points and not 270 degree or 360 degrees.
1. 4.1.2.3 is not between pull points it is between MH/HH’s
45. 2. SOW drawings show multiple MH/HH marked as new. Please confirm if
MH/HH marked as “New” on the drawings are existing or to be installed as part of this project as new MH/HH were not mentioned on job walk.
1. No new manholes/handholes are required for installation as a part of this contract. Handholes with names starting “New” were marked as such due to their recent installation and lack of formal designation at this time.
46. 3. SOW 4.1.2.2 Conduit Installation states (4) buildings will require additional 4” conduits. During the site walk (3) buildings were noted to have new 4” conduit installed. Please confirm building counts and locations requiring new conduits from HH/MH to BLDG.
1. 4 buildings will require one 4” conduit each. One 4” conduit will be required between existing manholes:
From MH-DOE 3, one 4” conduit is to be installed to MH-DOE 2 From HH-DOE-NEW 6, one 4” conduit is to be installed to building 20380.
From HH-DOE-NEW 7, one 4” conduit is to be installed to building 20388.
From HH-DOE-NEW 8, one 4” conduit is to be installed to building 20392.
From MH-DOE 3, one 4” conduit is to be installed to building 20391. An option for installing one 4” conduit from MH-DOE 2 to building 20391 is present should MH-DOE 3 be deemed inefficient for the installation of the one 4” conduit.
47. 4. SOW 4.2.3.6 states to provide power for PDU’s. PDU’s shall have (10) 5-20R receptacles. SOW does not state quantity of PDU’s per BLDG or if KAFB will be installing UPS’ in each TR room. If UPS’ are to be installed please provide electrical requirements for UPS’.
1. A PDU is required for each telecommunications equipment cabinet that is to be installed. No UPS is to be installed for the buildings.
48. 2.1 Requirements, States the primary ISP requirements for the buildings is to be planned in accordance with the Kirtland AFB Comm Division Specifications, can a copy be provided?
1. Copy of the Kirtland AFB Comm Division Standards has been attached to this response.

1. Unknown what is being asked of this from a Base Comm perspective, recommend contracting office / financial office input.
2. CO Response: This has been provided from the beginning. See the attachments.
62. Section 4.2.6: The floor plans describe symbols for wall, cubicle, and commercial network locations, but do not identify classified locations. How many classified networks and/or outlets are required, and in which building(s)?
1. No classified networks are currently planned for the buildings requiring removal/replacement of their ISP (buildings 20386 and 20389), so no markings were given.
63. Do Buildings 20391, 20392, and 20393 receive any new outlets? If so, please confirm the type and quantity per building.
1. Buildings 20380, 20388, 20391, 20392, and 20393 are not requiring removal/replacement of their ISP as a part of this contract. These buildings are to receive OSP connectivity and housing at this time.
64. Can the government confirm if the existing 4” PCV conduit has pull ropes, and 3-cell innerduct from the DOE site to building 20449?
1. From building 20449 to MH-KEIN 3, it is believed that fabric multi-cell innerduct and pull ropes are present for cable running. Conduit interfacing with the handholes does not contain either innerduct or pull ropes.
Manholes marked “MH-DOE “are a mixture of pull ropes, plastic innerduct, and/or bare conduit. Recommend inclusion of pull ropes and 3-cell innerduct for the “MH-DOE “connections for the purpose of bids. Highly recommend manhole survey prior to execution to confirm.
65. Please confirm no new ISP in buildings, 20380, 20388, 20391, 20392 & 20293, no demolition, only new TR rooms, and power.
1. Confirm, no new ISP requirements for buildings 20380, 20388, 20391, 20392 & 20293. New TR rooms and power are the only requirements for these buildings.
66. If “Milestone base billing will not be accepted” will we be allowed to progress bill?
1. Recommend contracting office provide input for this question. Base
Comm is not certain of the contract’s specifics on billing.
2. CO Response: Progress payments will be utilized and based on a percentage of the work completed.
67. 4.1.1, states contractor is to provide mounting hardware, do the existing manholes and handholes have provisions for the required hardware?
1. 18 hole racks, ½” spring nuts and bolts, 7 ½” straight hooks, and grounding rods are present and were a part of the handholes package.
This hardware was not installed when the handholes were and installation will be required for this contract for the purpose of cable running.
Galvanized “C” channels present within handholes for the purpose of mounting the hardware.
