Text version
1) In the ‘Instructions to Offerors’ para. 3, it states that “all technical submissions must be submitted on a separate document.” Please clarify whether a technical response is required in addition to the price quotations submitted on ‘Attachment 2 - Quote Sheet’. If a technical response is required, what should be included to be considered compliant. – If a capabilities statement was received, this is sufficient for the technical response. If a capabilities statement was not previously submitted, please submit one.
2) In the ‘Instructions to Offerors’ para. 3, specific instructions are provided for filling out the CLIN worksheet. With regards to breaking out the Transportation and Labor costs, does the Government want the labor cost for truck drivers included in the Transportation cost or the Labor costs? – The cost for the truck drivers should be included under the transportation cost.
3) For CLIN 0001, NMGRT is not listed as a sub line-item for TerraLOC – Product and S&H Cost. Was this a deliberate omission or is NMGRT required to be listed and calculated into the total for CLIN 0001, similar to the other CLINs? – NMGRT is only charged on services and not on products so it should only be added to the HLZ CLINs.
4) What is the NMGRT rate to be used to calculate the tax? 7.785%
5) How will the Government evaluate an offeror's "technical acceptability" pursuant to para. (a)(i) under Evaluation Criteria? – The only requirement listed under the technical acceptability is that it must be brand name TerraLoc product. That is the evaluation criteria under para. (a)(i).
6) There was no SF 1449 attached to the solicitation. Does the Government require an SF 1449 to be completed and submitted with the offeror’s quote response? Or should the offeror simply complete "Contractor Identification Information" on a single page per para. 4 of Instructions to Offerors? – Please complete the information on page two of the combined synopsis/solicitation and return it with the quote sheet which is attachment 2.
7) In reference to the SOW para. 1.2, the requirement states, "All HLZs will be partially graded before application." Can you provide more specifics and granularity as to what "partially graded" means? - "partially graded" refers to grading required to make the HLZs flat and free of debris prior to applying Terraloc.
8) In reference to the SOW para. 1.3 Scope, HLZ 37 states only "grade surface area to specifications."
The other HLZs (18 & 31) state "transport, apply and compact TerraLOC solution to graded area." Is the requirement different for HLZ 37? Can you clarify? – HLZ 37 should state the same as the other two HLZs.
9) In reference to the SOW para. 1.3 Period of Performance, it states that the "installation will be completed one (1) year after award." Is the intent to have the work done one (1) year after award or that the awarded contractor will have one (1) year to complete the work after award? - Intent is to have the awarded contractor complete the application WITHIN one (1) year after the contract has been awarded.
10) The SOW, para. 1.6.3 Hours of Operations, states “the contractor is responsible for conducting business between the hours of 0700-1600 Monday thru Friday.” Due to the location of the HLZs, will the contractor be allowed to work on the weekends? - Contractor will be allowed to work on weekends but government assistance will not be provided during weekend periods if needed.
