About this file
This document is a Questions & Answers file for federal solicitation FA930426Q5002 regarding Heavy Simulators training services.
The solicitation involves heavy simulator training for Alpha and Bravo training windows, with training typically scheduled on weekends from February through April for Bravo groups and August through October for Alpha groups. The Government will provide 30 days' notice before confirming projected dates. Training will accommodate no more than 8 personnel per group with a maximum of 6 groups, and no more than 6 training events per year. Each training event includes a 4-hour simulator block that excludes pre- and post-briefing time, with additional nomenclature scheduling details provided in Performance Work Statement (PWS) Section 1.8.3. The contractor is required to provide an instructor pilot who must be present during all training events. The pricing structure includes three Contract Line Items (CLINs): two original CLINs plus a newly added CLIN 0003 for Instructor Pilot Support days. The Government will award based on best value, considering technical acceptability and price as evaluation factors. Test Management Project support hours have been removed from the requirement scope. The previous contract was FA9304-21-D-5000 awarded to T3I Solutions, LLC. PWS Section 1.9 contains updated required qualifications for contractor personnel performing this effort.
