About this file
This is a Combined Synopsis/Solicitation and Request for Quote (RFQ) for Heavy Aircraft Simulator Services for the U.S. Air Force Test Pilot School.
The USAF Test Pilot School seeks Heavy Aircraft Simulator Services to support staff evaluation and qualitative evaluation flights under a one-year Firm Fixed Price (FFP) purchase order with a budget ceiling of $350,000. The primary requirement is for two full-motion, Level-D simulators located at the same facility to enable side-by-side aircraft comparison: a Boeing wide-body aircraft exceeding 300,000 lbs MTOW and an Airbus wide-body aircraft exceeding 300,000 lbs MTOW. The newest aircraft models are highly desired; if wide-body simulators exceeding 300,000 lbs MTOW are unavailable, narrow-body simulators may be substituted at contractor request. The simulators must support extensive maneuvers and evaluations including general flying and handling qualities, takeoff and landing performance under various conditions, flight control system evaluation, stall characteristics, envelope protection modes, warning systems, aircraft automation and flight management system operations, electronic checklists, and training in historical airline crashes and emergencies. This acquisition is set-aside for small business concerns under NAICS code 611512 (Flight Training) with a $34M size standard. Solicitation Number FA930426Q5002. Offers are due August 5, 2026 at 1:00 PM Pacific Daylight Time via email to carlos.barrera.8@us.af.mil and marc_anthony.venzon@us.af.mil with a maximum file size of 10MB. Award will be based on best value, with technical requirements weighted more heavily than price. Offerors must provide completed RFO 52.212-3 representations and certifications, SF1449 provisions, and specific contractor information including SAM UEI, TIN, CAGE Code, payment terms, warranty details, delivery lead time, and FOB destination.
