About this file
This is an Updated FAQ document clarifying requirements for a Blanket Purchase Agreement (BPA) related to RAM (Radioactive Assumed Material or similar equipment) relocation services. The contract vehicle is a firm-fixed-price BPA with a five-year ceiling of $300,000 total across the base year plus four option years, with a maximum of $40,000 per individual task order call. The award basis is Lowest Price Technically Acceptable (LPTA), and pricing should be submitted using hourly rates, with the specific quantity of labor hours specified on each BPA call by the end user.
The RAM relocation services involve floor-to-floor lateral moves requiring up to four workers performing eight-hour days for approximately four days per task order, with an estimated frequency of no more than five relocation events annually. The Government will provide advance notice of at least two weeks, with work performed during normal duty hours of 8:00 AM to 3:00 PM Pacific time, with no after-hours, weekend, or holiday work anticipated. Government-furnished equipment includes flatbed carts, cardboard dividers, and dumpsters; contractors must provide standard safety PPE overhead in their rates and address low-level industrial fall protection hazards in their Safety and Health Plan. The primary Service Contract Labor Standards classification is 23580 (Maintenance Trades Helper). Government escorts will be provided for all work periods. CMMC Level 1 (Self) certification is required, but a CMMC UID is not required with initial quotation; subcontractors performing purely physical labor without access to FCI or CUI are exempt from CMMC flowdown requirements. The incumbent contractor is performing the requirement under contract FA930222A0001. Site visits will not be accommodated for the reposted solicitation. The RAM material is standard, non-hazardous polyurethane foam presenting no toxic degradation risks.

10. Please confirm that CMMC Level 1 (Self) is required for this acquisition and whether the applicable CMMC UID(s) must be included with the initial quotation.
No, we do not require a CMMC UID with the initial quotation.
11. Workload. The SOW does not state hours, frequency, or volume. Can the Government provide the estimated annual labor hours or number of work days, typical crew size, and approximate quantity of RAM pieces and boxes to be moved per year? An estimate of no more than 5 times annually - Depending on the reconfiguration, ranging up to 4 workers at 8 hours each for approx. 4 days each TO
12. Tasking. How much advance notice will the 412 EWG representative typically provide for each relocation effort, and are work periods expected to be scheduled, on call, or both? A minimum 2 weeks’ notice
13. Hours of operation. What are the normal duty hours at Buildings 1030 and 1039? Is any after-hours or weekend work anticipated? 8am-3pm Pacific with no after-hours support anticipated
14. Not-to-exceed value. SOW 1.3 states a not-to-exceed amount of $300,000. Does this apply to the base year only, each period, or the total of the base plus all option periods? Entire Contract (Base plus Options)
15. Basis of award. Is the basis LPTA or Best Value? Please confirm the basis of award and what the Government requires in the quote beyond pricing (e.g., technical approach, past performance, page limits). LPTA
16. Escort. The SOW describes compound escort access. Will Government escorts be available for all work periods, and will escort availability affect scheduling? Escorts will be provided and will remain with the team for each TO duration
17. Equipment. Beyond flatbed push/pull carts, cardboard dividers, and dumpsters, will the Government furnish any other equipment such as hand trucks, pallet jacks, or a forklift for trailer unloading? The RAM relocation is primarily a floor-to-floor lateral move requiring no high-elevation work, but the contractor's Safety and Health Plan must address standard low-level industrial fall protection hazards such as loading trailer beds, utilizing stepladders for stacked RAM, and loading waste dumpsters.
18. Incumbent. Is this requirement currently performed under an existing contract? If so, please provide the contract number and incumbent name. Yes -
FA930222A0001
19. The SOW identifies a not-to-exceed amount of $300,000. Please clarify whether the $300,000 applies to the entire contract, including the base year and four option years, the base year only, or another period? Entire Contract (Base plus Options)
20. Is there an estimated workload that contractors should use when developing pricing?
1. For example, anticipated labor hours, approximate number of relocation requests/events, quantities of RAM typically moved, or historical workload information, if available. Depending on the reconfiguration, can range up to 4 workers at 8 hours each for approx. 4 days each TO
21. How often does the Government anticipate requesting RAM relocation services during each 12-month period? How much advance notice would the contractor receive before a relocation is required? An estimate of no more than 5 times annually with a minimum 2 weeks’ notice
22. Should contractors' price each CLIN to cover all RAM relocation services requested during that 12-month period regardless of the number of relocation events or labor hours required, since each CLIN covers a 12-month performance period at a Firm- Fixed Price? In the past, there was a set of labor costs assigned that we would calculate based on TO need
23. In addition to the flatbed carts identified in SOW 1.7 and the Government-provided dumpsters and cardboard referenced elsewhere in the SOW, will the Government provide any other transportation or material-handling equipment for the contractor's use? No, unless otherwise requested
24. The solicitation identifies CMMC Level 1 (Self) as the required CMMC level. For purposes of subcontractor flowdown, can the Government clarify whether a subcontractor performing only the physical RAM relocation work, without access to or processing, storing, or transmitting FCI or CUI on its information systems, would be subject to a CMMC requirement under this contract? A subcontractor performing purely physical labor (moving/packing RAM) that does not generate, receive, store, or process FCI on its information systems is not subject to CMMC Level 1 flowdown.
25. Could you please clarify which thresholds will govern calls under this BPA and confirm whether the $40,000 maximum per individual call and $300,000 five-year BPA ceiling are the applicable limitations offerors should use when developing their pricing?
1. The $40,000 maximum per individual call and $300,000 five-year BPA ceiling are the applicable limitations offerors should use when developing their pricing.
26. Could you please let me know whether a site visit can be accommodated under the reposted solicitation?
1. A site visit will not be accommodated for the reposted solicitation.
27. The FAQ notes that the requirement varies, ranging up to 4 workers for approximately 4 days per Task Order. Because a single flat rate across highly variable durations may introduce commercial risk, please clarify:
1. Tiered FFP Structure: Will the Government accept a firm-fixed-price schedule tiered by task order duration to accommodate these varied scopes (e.g., Tier 1: Small Move [1–2 Days] and Tier 2: Large Move [3–4 Days])? If not, does the Government require offerors to submit a single, flat firm-fixed-price per task order regardless of duration?
1. This will be a firm-fixed-price BPA. Please submit your quote using hourly rates. The specific quantity of labor hours will be specified on each BPA Call by the end user.
2. Material Degradation Risks: Does the old/damaged material present degradation risks such as fiber shedding, flaking, or delamination? If so, will a Price Realism evaluation be conducted to ensure all offerors have accounted for the necessary specialized safety overhead (e.g., respirators and particulate suits) within their proposed fixed task pricing?
1. The RAM is standard, non-hazardous polyurethane foam presenting no toxic degradation risks; request offerors include any standard safety PPE overhead within their proposed rates.
