About this file
This document is a site visit clarification memorandum for a weed abatement contract. The work involves quarterly cleaning services at a military installation, including weed removal, pressure washing, and vegetation management across multiple buildings and designated areas. Work must be performed during standard installation hours of 7:30 AM to 4:30 PM.
Key operational requirements include: contractors must provide their own lift with properly certified operators for power washing services, coordinate with the Mission Partner for escorts (or obtain DBIDS access to waive this requirement), and bring at least one portable water tank as backup since water hookups are available on-site. Leaf blowers are permitted but cannot be directed toward the flightline. Chemical weed inhibitor must be pre-approved through Desert Haven and applied by the contractor. Specific building restrictions apply—no pressure washing Building 1022A to prevent paint damage, and no weed abatement behind Buildings 1020 and 1022A. Detailed scope clarifications include removing weeds between the parking lot and front fence perimeter (including asphalt cracks), around the substation at Building 1040 (exterior only), in the "catch area" between marked features, along the perimeter in gravel and rocks, and inside fence lines in back building areas. Contractors should be aware that rattlesnakes may be present. Reference materials including photographs will be provided by end of business Monday, with the RFQ deadline potentially extended to accommodate this timeline.

Weed Abatement Site Visit Clarifications
• Contractors are required to bring their own lift to perform power washing services.
Any individual using a lift needs to have the proper certifications.
• No restriction for type of equipment that will be used – electrical or gas.
• Mission Partner will provide escorts for contractor personnel while services are being performed. This will need to be coordinated with the Mission Partner POC after award. If contractor acquires a DBIDS, no escorts are needed. This can be coordinated with Contracting/Mission Partner POC after award.
• No limit on vehicles that the contractor is allowed to bring to perform services. Lifts and vehicles with or without tools can be left overnight.
• For chemical weed inhibitor mentioned in Section 3.1.4 of the SOW, contractor will coordinate with Desert Haven (on base) to acquire weed inhibitor that is pre-approved for use on base. The contractor will be applying the weed inhibitor.
• Leaf blowers can be utilized, but they shall not blow towards the flightline.
• Pressure washing in front of Building 1020 includes the concrete walkway and entry way.
• Water hookups are available, but it is recommended to bring at least one portable water tank in case.
• Rattlesnakes may be present in the area. Please be aware of your surroundings.
• Dry brown bamboo needs to be removed (pictures will be supplied).
• No pressure washing Building 1022A to avoid possibly stripping the paint.
• Ground gutters need to be cleaned up.
• Weeds behind Building 1020 do not need to be handled.
• Weed abatement for Building 1022A includes from the fence line at the front of the building down to the corner of the building and in between. No weed abatement behind this building.
• Weeds between the parking lot and the front fence perimeter need to be removed.
This includes the weeds in the asphalt cracks.
• No weed whacking in the parking lot.
• Weeds inside substation in parking lot do not need to be removed.
• Weeds around the substation in front of Building 1040 need to be removed, but do not remove the weeds inside.
• Weeds in “catch area” between green box and yellow slow pedestrian need to be removed (pictures will be provided).
• Remove weeds in areas towards the front of Building 1020 and along building line.
• Green bush (pictures will be provided) by dry bamboo may also need removal. This will be confirmed with leadership.
• Weeds in gravel and rocks along the perimeter need to be removed (pictures will be provided).
• If you are inside the fence perimeter and facing the parking lot, the area to the right of the turnstile and green box (pictures will be provided) does not require weed abatement. This is a completely different building not addressed in the SOW. Weeds to the left of the turnstile along the machinery do need to be removed.
• Cleanings are quarterly.
• The scope of work is not limited to only the asphalt areas – it includes the surrounding areas where there is not any asphalt. See additional points above for specific areas to address/not address.
• Remove weeds inside fence line in the back areas of buildings
• Pictures will be provided by EOD Monday unless there are delays. RFQ deadline may be extended if needed to accommodate this timeline.
• Contractors are required to perform the work within the standard installation hours of 7:30 AM – 4:30 PM. Please plan on conducting the service during normal business hours.
