The contractor must provide a complete turnkey solution including all system components, labor, supervision, and materials for professional and safe installation. The system must be equivalent to or exceed Stanley Vidmar brand quality for industrial environments.

The storage system consists of approximately 72 heavy-duty, keyed-alike cabinets configured in a stacked two-tier layout within a physical space of 40 feet wide by 5 feet deep by 15 feet high. Cabinet specifications include 15 stationary cabinets with 7 drawers (bright blue), 15 with 9 drawers (bright blue), 9 with 6 drawers (bright blue), 1 double-wide with 9 drawers (bright blue), 26 stationary cabinets with 400-pound capacity shelves (bright blue), and 6 double-wide cabinets with 400-pound capacity shelves (dark blue). The proposal must include all necessary spacers, fillers, base covers, shims, and connecting hardware. Installation requires a fully integrated mezzanine with stairway, walkway access, and safety railings to the second tier. Pricing must be based on manufacturer-recommended anchoring procedures for stacked systems, with any costs exceeding standard methods itemized separately.

Contractor personnel must be U.S. Citizens and submit background information via the Outside Contractor Visitor Request Form prior to work commencement. Work occurs at Building 1884 (badging at Building 1855) Monday through Friday, 0600-1800, with no weekend or federal holiday work authorized. The site provides a loading dock and forklift but no restroom facilities. All contractor personnel require escorts within the compound, and personal electronic devices are prohibited. The contractor is responsible for daily site cleanliness, debris removal, OSHA compliance, mishap reporting to the Government Program Office, spill cleanup, recycling coordination, and Foreign Object Debris prevention. All personnel require base access credentials via Edwards AFB Form 496, criminal history background checks, Antiterrorism Awareness Level I training within 30 days of award, and OPSEC training within 90 days.
