Summary: Questions and Answers for Storage Cabinet Contract FA930226Q0014

This is a Questions and Answers document for federal contract FA930226Q0014 regarding the design, installation, and configuration of a two-tier storage cabinet system with integrated mezzanine access. The project requires a complete turnkey solution including stationary cabinets on the first floor (bottom tier) and double-wide cabinets on the second floor (top tier), with a single stairway providing personnel access and hand-carried items to the upper level. The structure must be cabinet-supported, utilizing the storage cabinets themselves as primary structural support, and must be engineered and installed in strict accordance with manufacturer specifications and all applicable safety codes. All shelf cabinets must feature stationary/adjustable shelves without doors and shorter-height drawers configured from top to bottom. The maximum footprint is constrained to 40 feet wide by 5 feet deep, with a required 36-inch wall clearance plus drawer depth, and the layout specifies a back-to-back island configuration for the bottom tier with the stairway positioned on the East side.

The contractor bears full responsibility for the complete storage system installation, including both cabinetry and mezzanine/staircase fabrication. The system must safely support the full weight of upper-tier cabinets, their maximum rated contents, and all anticipated live loads (personnel) on the mezzanine deck. The base will be clear prior to mobilization. Daily work-site cleanup is mandatory with all debris and packaging removed at end of each workday; the contractor is responsible for waste management through either off-base removal using their own service or on-base disposal coordinated with JTorres (the base's contracted waste removal provider). All debris removal activities, including dumpster haul-off, must occur during standard project work hours (Monday-Friday, 0600-1800), with dumpster placement requiring prior approval from the Site POC (Primary Facility Manager). Delivery access is available via the warehouse loading dock and roll-up door; however, the roadway must remain clear. Meeting the full storage requirement as specified in the Statement of Work is the primary priority; if the configuration exceeds the available footprint, contractors must clearly note the discrepancy and provide actual dimensions required.

Questions and Answers Storage Cabinet – FA930226Q0014

1. Do you have a DWG CAD file or a PDF drawing available?

a. No, drawing of installation area is not available.

2. Are we planning for a single egress stair?

a. Yes

3. Will any gates be required (pallet drop, ladder access, etc.)?

a. The mezzanine access is primarily for personnel and hand-carried items via the integrated stairway. Therefore:

i. No pallet drop gates or ladder access gates are required.

ii. The stairway itself, along with its mandated safety railings at the top and bottom, will provide the sole controlled access point for personnel to the mezzanine.

4. Should we assume a 125 PSF deck load?

a. Our primary requirement is that the entire system must be engineered and installed in strict accordance with the manufacturer's specifications and all applicable safety codes to ensure a safe working environment.

The final design must be certified by the contractor to safely support the full weight of the upper-tier cabinets, their maximum rated contents, and all anticipated live loads (personnel) on the mezzanine deck.

5. Is the structure shelf-supported or free-standing?

a. The structure is intended to be cabinet-supported, meaning the integrated mezzanine should utilize the storage cabinets themselves as the primary structural support for the upper tier. This aligns with the specified 'stacked, two-tier' configuration and turnkey installation requirements.

6. Do we have soil and slab information, or should we assume a 6” slab?

a. Assume 6” slab

7. How many cabinets are required for each level?

a. Quantities are stated in the provided SOW.

8. Are any drawings available that you can share with us?

a. Available drawings have been shared.

9. Do you have a preference for where to locate the shelf cabinets? Do you want these on the floor level due to the possible heavy load?

a. Preference for all the shelf cabinets is to be on top of the cabinets.

10. Shelf cabinets should have one shelf. Do you want a roll-out shelf or a stationary/adjustable shelf?

Do you want these units open or with a door?

a. All shelf cabinets are to have stationary/adjustable shelf and without doors.

11. Do you want access to the back side of the Mini Mexx or is this against a wall? Is it your intention to work both sides of the mini-mezzanine? One or two levels?

a. It’s our intention to work both sides on ground level, single sided on upper level.

12. Do you have an overall preference for how you would like the cabinets laid out per your material storage plan

a. Double-Wide Cabinets on the second floor (Top) and Single wide cabinets on the first floor (Bottom). In addition, shorter height drawers on top, going from top to bottom.

13. Could you please provide clarification on how the cabinets are intended to be configured (drawer height distribution)?

a. Desired configuration for all cabinets is having shorter height drawers on top, going from top to bottom.

14. If there are any existing mezzanines, cabinets or industrial furniture or equipment that needs to be cleared out before installation of new products and if this is part of the scope of requirements. If yes, please let us know what that looks like.

a. Area will be clear prior to mobilization

15. Whether all debris and packaging generated during installation is to be removed daily by the contractor, or only upon completion

a. The work area shall be cleaned daily. All debris and packaging generated during installation must be removed from the immediate worksite at the end of each workday to ensure a safe and clean environment. To facilitate off-site removal, we can designate a space for a dumpster on-site. However, the contractor would be responsible for supplying and managing the dumpster for the duration of the project.

16. Whether there are any site-specific disposal requirements or approved waste locations the contractor must use

a. Off-Base Removal: The contractor may choose to remove all generated debris and packaging from the base using their own waste removal service. Any materials leaving the compound will be subject to standard security checks.

b. On-Base Disposal: For on-base waste removal and pickup services, the base has a contract with JTorres. If the contractor prefers to utilize this service, arrangements must be made directly with JTorres.

17. If there are any restrictions on dumpster placement, haul-off timing, or hours of debris removal

a. Dumpster placement must be coordinated with and approved by the Site POC (Primary

Facility Manager) to ensure it does not obstruct normal base operations. A suitable location will be mutually agreed upon before the dumpster is delivered.

b. Haul-Off Timing and Hours: All debris removal activities, including dumpster haul-off, must adhere to the standard project work hours already established: Monday through Friday, 0600 to 1800. No haul-off is permitted outside of these hours or on weekends/holidays.

18. Are there space limitations? Do we have drawings showing the layout for the mezzanine or catwalk? Additionally, do we have more information about the cabinets, such as their type, load capacity, and configuration?

a. No drawing is not available. The detailed requirements are outlined in the Statement of Work. To assist, here is a summary of where to find the information you requested:

• Space Limitations and Layout: Section 3.1 ('System Configuration and Constraints') details the space limitations, including the maximum footprint (40' W x 5' D), the required wall clearance (36" + drawer depth), the two-level height constraint, and the specific layout (back-to-back island for the bottom tier, stairway on the East side). While a formal drawing is not provided, this section gives a detailed textual description for your design proposal.

• Cabinet Information (Type, Load Capacity, Configuration): Section 3.2 ('Cabinet Requirements') provides a detailed table listing the required quantities, housing types (Stationary, Double-Wide), and internal configurations (number of drawers/shelves). It also specifies a 400 LB capacity for the shelf units and notes that all components must meet or exceed the quality and durability of the Vidmar brand, which sets the standard for load capacity and heavy-duty use.

19. The SOW describes a turnkey installation of the catwalk but also covers the cabinets. Typically, we fabricate the catwalk and mezzanine and limit our work to installing the supplied product. Is there another team responsible for installing the cabinets?

a. Project requires a turnkey storage system that includes staircase and catwalk for access to upper level.

20. Is there a floor plan or any specification details indicating dimensions, layout or drawer configurations.

a. No drawing is not available.

21. Do you want us to quote the full solution, and note how much space would be taken? Or, should we quote your solution within the confines of the space provided? Which is more important to your team? Regardless of the manufacturer for these cabinets, your requested configuration and the layout of space available does not add up.

a. Meeting the full storage requirement is the primary priority. Please quote the complete solution as specified in the Statement of Work. If this configuration exceeds the available footprint, please clearly note the discrepancy in your proposal and provide the actual dimensions (Width x Depth) the full solution requires.

22. Will a semi be able to deliver to the road next to this warehouse?

a. Warehouse has loading dock. Roadway needs to be kept clear.

23. Will the room's roll-up door be usable for our installers? Or, do they need to carry each cabinet through the 3'x7' man door?

a. Roll-Up door will be available for installer use.
