About this file

This document is a Questions and Answers (Q&A) file for a Request for Information (RFI) regarding transformer disposal at Edwards Air Force Base. The RFI seeks capability statements from potential contractors to dispose of 37 transformers of varying sizes and kilovolt-ampere (KVA) ratings, ranging from 45 to 2000 KVA. Key requirements include OSHA testing of transformer oil to verify polychlorinated biphenyl (PCB) levels, with special hazardous material handling procedures for transformers exceeding maximum contaminant levels.

The associated federal contract opportunity is being managed by the Air Force Materiel Command Test Center, with a targeted NAICS code of 334416 and a small business size standard of 550 employees. Responses are due by July 10, 2025, and should be submitted via email to specified Air Force contracting personnel. Contractors are requested to provide capability statements, business size information, CAGE/DUNS codes, and experience with similar contracts. The government anticipates potentially awarding a firm-fixed price contract following this market research phase, with mandatory System for Award Management (SAM.gov) registration required for interested vendors.

Q&A Transformer Disposal

1) We are looking to dispose of about 5000 transformers, correct?

a. Approximately 37 transformers. Please see table below

2) Can we as a small company, and CAGE#,that does not usually deal in transformers, take a Subcontractor that has all credentials to perform the actual physical job?

a. To an extent. most Prime-contractors can use a Sub-contractor to perform the requirements of the contract

3) Response Due Date: Could you please confirm whether the response is due on July 4th or July 19th?

a. Extended to 10 JUL 2025

4) Pricing Requirement: Is pricing information required at this stage of the response, or will it be requested later in the process?

a. You can submit a quote with estimates or send capability statement showing you are capable of performing work

5) OSHA Testing: Could you elaborate on the OSHA testing requirements referenced in the bid documents?

a. All transformers oil must be tested before removal to ensure that the PCB level in each transformer does not exceed the MCL State (5 mg/L) Federal (50 mg/L). If the transformer does not exceed the MCL the transformer can be disposed of with no special requirements. If the transformer does exceed the MCL the oil has to be treated as a hazardous material and be disposed of in compliance with OSHA and State requirements.

6) Equipment Quantities and KVA Definitions: We would appreciate clarification on the quantities and definitions for each transformer and the KVA ratings.

a. Transformer count and size listed below.

7) De-energizing/Energizing Units: For safety and compliance reasons, please note that our company does not perform de-energizing or energizing of units. We will include this as a caveat in our response.

a. Each transformer will have already been de-energized and siting at an approved on base site waiting for disposal.
