MEMORANDUM FOR ALL POTENTIAL OFFERORS

SUBJECT: Request for Proposal (RFP) FA9302-10-R-0005 Air Force Flight Test Center (AFFTC) Range Data Acquisition Transport System (RDATS) Program

1. The Government invites your company to submit a proposal for the subject acquisition. Edwards Range, 412 RANS is replacing their current Asynchronous Transfer Mode (ATM) multiplexers. The new multiplexers will be placed at Range customer sites and connect to Range core ATM backbone switch via an OC3 or OC12 optical (multimode or single mode fiber) connection. The new ATM Multiplexers must be able to transport optical, telemetry, TDM, Ethernet, and serial data. This requirement will enable the Range to replace approximately 100 ATM Multiplexers that are no longer sustainable. China Lake, Point Mugu, and Vandenberg Air Force Base will also utilize this contract for their replacements.

2. This is a lowest price technically acceptable IAW Federal Acquisition Regulation Supplement (FAR) 15.101-2, Lowest Price Technically Acceptable Source Selection Process. The Government intends to award one indefinite delivery/indefinite quantity (ID/IQ) firm fixed price contract as a result of this solicitation, to the offeror who is deemed responsible, whose proposal conforms to the solicitation requirements and is judged to represent the best value to the Government. The best value is represented by the technically acceptable proposal with the lowest evaluated price.

3. Proposals shall be submitted not later than 4:00 PM Pacific Time on 06 JULY 2010.

4. Please refer to all RFP documents, including attachments and exhibit, when executing a response to the RFP. Offerors should strictly adhere to page limits for the written proposals, as well as the instructions and evaluation information. Additionally, if RFP amendments are published, these amendments must be acknowledged within the proposal.

5.
