About this file

This document is a Questions and Answers (Q&A) Revision 1 for a mobile shield/protective structure with specific technical requirements. The project involves a mobile shield system with dimensions of 36" x 46" x 77", requiring a steel-based structure with a ballistic-rated panel and a non-retractable awning designed to protect personnel from natural elements. Key specifications include a transparent anti-ballistic panel with NIJ III protection level, side panels, and a front panel visible from standard waste height, with a maximum weight limit of 800 lbs. The system must have a panel that conceals personnel and weapons while allowing the sentry to look outward, and will utilize electrical plug-ins available on-site for heating and other power needs.

The solicitation includes specific design parameters such as allowing the wheel assembly to extend from the front of the structure and requiring a standard window configuration on side panels. The offer submission deadline was revised to August 27, 2025, at 10:00 AM PST, with questions and clarifications addressed prior to this date. The document provides detailed guidance for potential vendors on the technical and functional requirements of the mobile shield system, emphasizing protection, mobility, and operational flexibility.

Q&A (Revision 1)

1. Please include dimension labeling on measurements for panel and awning. (Depth, Length, Height)

36" x 46" x 77"

2. Does the awning need to be retractable, and is there a preferred material?

Awning does not need to be retractable. However, it should have the capability to be removed. It also needs to be ballistic rated as the mobile shield itself and the awning designed to protect personnel utilizing the mobile shield from the sun, rain and other natural elements.

3. Can aluminum be used for the base structure, or is steel preferred?

Steel is preferred.

4. Do you want the ballistic panel to be fully transparent? Or would you like to incorporate a 1-way film or non-transparent section to conceal personnel and weapons?

It should conceal personnel and weapons with the sentry having the capability to look through same outward.

5. Do you want sides on the structure or just a front facing window panel?

It needs to have sides.

6. Does the frame need to be flush to the front of the panel, or can the wheel assembly extend from the front of the structure?

Wheel assembly can extend from the front of the structure

7. We note that a space heater is required. Will electric or gas plug-ins be available on-site or will we need to provide the ability to add a generator or gas storage support.

Electrical plug-ins are available on site.

8. Does the awning needing to be anti-ballistic?

It does not have to be ballistic rated

9. Does a transparent anti-ballistic panel need to be integrated into the unit? Yes If so, is NIJ III and a square design an appropriate protection level and shape for this transparent panel?

Yes

10. For the infrared heater, will the unit have access to electricity or will a gas powered unit be needed?

Electrical plug-ins are available on site.

11. What is the maximum weight of the system?

The maximum weight should not exceed 800lbs.

12. What are the minimum window dimensions you would like on each of the 3 sides?

The sides panels can be the standard configuration at the base of the shields. The front panel needs to be visible from standard waste height to the remaining length of the shield.

***Questions 11 and 12, although received prior to the question submission deadline of 4:00 PM Pacific Savings Time (PST) on August 22, 2025, were inadvertently addressed and answered on August 26, 2025.
