Q&A - Weed Abatement Services at Plant 42 - Solicitation # FA9301-22-Q-0016
Note: The subject solicitation allowed for potential offerors to submit questions to the Government by 10 June 2022 at 4:00PM PST. This document encompasses those questions received and the Governments formal response. It is the offerors responsibility to ensure that the information provided herein is utilized in providing a formal quote to this solicitation.
# Offerors Question Government Answer 1 How will debris be disposed of? The government will provide collection points for any debris removed. The debris can either be taken directly to the collection points, or set in piles to be collected by CE personnel for proper disposal. No debris shall be left near runway or within 10 feet of road pavements.
2 Are there any restrictions on work times on the airfield?
Contractors will be required to provide their work schedules two weeks ahead of time and both the Contracting Officer’s Representative (COR) and Airfield Management will approve.
Ex. Monday, Wednesday, Thursday schedule but if Monday does not work per COR/Airfield Management, Contractor will either have to shift the schedule or lose a day. There is also the option to maintain the days, but shift the work to another location.
3 CLIN 0003 states 5 personnel for training, Real ID compliance and Airfield License, is that a minimum? Would 3 personnel be enough?
The number 5 was determined based on previous contracts. The ideal situation would be 5 personnel with 3 working and 2 managing the radios from Airfield Management. The absolute minimum would be 3 personnel. All employees would need to be Real ID compliant and only 1 would be required to go through Airfield License training, however all 5 would be highly recommended.
4 Does everyone need an airfield license? You are able to have only 1 person with an airfield license; however, they would be required to escort all personnel who are on the flight line. It is highly recommended to have more than 1 with an airfield license as sick leave/vacation time could prevent access to an airfield if no one has their license.

5 Is there a master list for the security/vetting requirements in order to successfully obtain access?
There is no master list for DBIDS process, the system only provides a yes/no. Ideally, you can submit more than 5 personnel to be processed through the system to ensure you meet the 5 personnel (or minimum 3) requirement.
6 How far away are the collection points?
Collection points will be provided near each site where work is being conducted, they do change so we do not have set sites to provide. They are all typically located within a 4 minute drive distance.
7 Can we leave our equipment on site?
It is expected that all equipment should be taken off site at the end of a work day. However, larger items such as tractors can be stored on site if need be but the contractor is solely responsible for any item(s) they leave and the government will not be at fault for any lost, damaged, or missing equipment. In addition, equipment on site must be approved by the Chief of Engineering Operations.
8 Do we need to do physical or spray removal when removing different sized weeds?
The option is fully up to the contractor to decide when to physically pull, mechanically pull, or spray weeds. As long as it meets the minimum height requirement set in the Performance Work Statement.
9 You mentioned batwing mowers, but the main concern would be leaving debris. Could we utilize a blower to move the debris off the site away from the pavement?
Yes, that is an allowed method of debris removal utilizing that type of equipment. As long as the debris is completely removed and away from the pavement.
10 How far is access to water? Facility 531 has water access and is a short driving distance from most sites.
11 Bid is written as 350 per acre [CLIN X001], how often are we expected to submit invoices?
Invoices are typically submitted on a monthly basis. For CLIN X001, the invoice should include the # of acres that was completed within that month.
