Summary of Contractor Questions and the Government’s Answers

Pg 1 of 2

Q1) What is the total square footage of the requirement?

A1) The combined occupied square footage of the base is about 2M SqFt, however this will not be a base-wide requirement. We will provide you with an estimated square footage per service request validated on the site walk with the selected contractors who will then provide specific proposals in terms of hours to complete the call on a daily or one-time basis.

Q2) Can the pricing be Man Hour Per Person?

A2) No. If the accepted proposal for a particular building or compound is 8 hours, the

Government does not want to concern itself with whether it is accomplished by 1 person over 8 hours or 8 people over 1 hour. All proposals should include the Minimum Charge per Day without regard to how many contractor employees are sent to complete the Call and a per hour

Hourly Rate to be applied to any Calls from accepted proposals.

Q3) How much work is to be done per day?

A3) Currently, there are no set requirements, however the Government’s expectations are that for

Daily Recurring Services the contractor will supply enough labor to complete the requirement/Call on a daily basis. For One-Time services the Government would prefer the requirement be completed in one day but would be open to proposals exceeding one-day if it is clearly identified and defined as such. Service is to be completed Monday-Friday during normal duty hours of operations of 0800-1600.

Q4) How many buildings and square footage are associated with Plant 42?

A4) The US Air Force’s operations at Plant 42 are comprised of approximately 15 buildings covering over 40,000 serviceable SqFt on the Southern end near 25th St East and Rancho Vista

Blvd in Palmdale CA.

Q5) What contractor currently provides this service?

A5) This is a new requirement and there is no existing contractor supplying contracted services

Q6) Does the Air Force classify this as “Janitorial Services” or “Remediation Services”

A6) These are Janitorial Services

Q7) Will there be disinfection of known positive Covid-19 exposed locations?

A7) No.

Q8) Are contractors required to be OSHA HAZWOPER certified?

A8) No.

Q9) What extra documents need to be submitted with my proposal?

A9) No extra documents are required. Read the solicitation, supply the requested documents.

A10) No.

Q11) Will there be a site visit prior to the submission deadline or award?

A11) No. After award there will be site visits for the contractors who were awarded BPAs so they can provide specific proposals for each Call or Calls.
