I. Contracting Activity.
AFTC / PZIOB
II. Nature and/or description of the action being processed.
This is a Brand Name, Justification and Approval (J&A) for Other Than Full and Open Competition in support of the proposed action for maintenance and repair of the Airfield Lighting Control and Monitoring System (ALCMS) located at Edwards Air Force Base (EAFB), CA; and the control and monitoring system by Eaton Crouse-Hinds, a PC-Based Control System which meets FAA AC 150/5345-56: L-890, ETL Certified, and ICAO Annex 14, Vol. 1, Para. 8.3..
III. Description of supplies/services required to meet agency needs.
To clean, inspect, adjust, and modify the ALCMS standalone computer systems used to control Precision Approach Path Indicator (PAPI) lighting to ensure ALCMS services are performed on the EAFB flight line.
IV. Statutory authority permitting other than full and open competition.
Statutory authority for this action is 10 U.S.C. 2304(c)(1) and 41 U.S.C. 3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The nature of the acquisition is the maintenance, repair and upkeep of the ALCMS, and specifically, the Eaton Crouse- Hinds control and monitoring system software, published by Cooper Industries plc. The software system provides a comprehensive solution for high consequence operation in a reliable, efficient and safe electrical power management manner uniquely situated for EAFB's Airfield flight operations. Factory-trained Eaton, Crouse-Hind technicians are required for semi-annual maintenance and upkeep to the system.
. In addition, downtime is expected to exceed 60 days to accommodate removal of old hardware, and new hardware and software installation, and training of electricians assigned to EAFB.
Further acquisition of a new system would interrupt night-time Airfield operations, unduly delaying and jeopardizing Airfield flight operations and services critical to mission sustainment.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Initial Market Research determined a limited number of service providers for ALCMS based control and monitoring system maintenance contractors in the local industry, however; competition is viable among the national market, small business resellers and general electrical contractors; and subcontract opportunities exist for specified Factory-trained, Eaton, Crouse-Hinds technicians. IAW FAR 13.501(a)(iv) and FAR 5.102(a)(6) this action will be be made publicly available with the solicitation and competition will be maximized through posting at FBO.gov.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer has determined that adequate price competition is anticipated based on historical results from the prior competed effort (FA9301-14-D-0004), current market research, and current, sources sought responses; and that the anticipated cost to the Government and basis of award will be established based on competitive quotation of offers IAW FAR 13.106-3(a)(1).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was conducted to determine the most suitable approach to acquiring and supporting the maintenance and repair of the current EAFB ALCMS. Current market research supports the determination that sufficient sources, capable of satisfying the agency's requirement are available; and that the service is commercially available. A sources sought was posted to the Government Portal of Entry on 25 January 2018 with three (3) sources indicating interest. Further market research provided comprehensive evidence that ALCMS Service is commonly used throughout the Federal Government at many airfield locations across the United States. The current effort will be a Follow-on solicitation to procure continued support of the Eaton, Crouse-Hinds, control and monitoring software system.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
Global Access Supply Automated Control Systems, Inc.
Heffler Contracting Group Power Pro Plus, Inc.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The current maintenance and repair requirement is dependent upon the selection of current software used to control and monitor local airfield lighting and operations. Competition will be sought whenever possible in any similar future acquisitions, as we will continue to evaluate the cost benefit of our current software situation.
