QuestionAnswer
The Market Price for Propane fluctuates and you are requesting a Firm Fixed Price agreement. How will this be addressed?Under a Blanket Purchase Agreement (BPA) there are ways to accommodate Propane price fluctuations. Initially, the prices submitted in response to the RFQ are to be guaranteed until 6/30/2016. After 6/30/16 and until 5/31/21, the BPA holders (contractors) will submit an updated pricelist to the Contracting Officer (CO) for approval. The "Approved Pricelist" will be the basis for each successive order for Propane until superceeded by a new approved pricelist. As the market price of Propane fluctuates (up or down), the respective BPA contractors are encouraged to submit updated pricelists for CO approval.
Will there be an Economic Price Adjustment incorporated into the BPA to accommodate the LP Gas Price increases? No, throughout the 5-year BPA the process described in the answer for Question One (above) will serve as the method for price adjustments. Each successive "Approved Pricelist" will serve as the basis for pricing.
Who owns the propane storage tanks located at Edwards Main Base, AFRL, and AF Plant 42?All tanks are owned by the respective Government facilities.
The solicitation indicates that the requirement is to resupply propane storage tanks ranging in size up to 10,000 gallons. How many tanks are located at the three locations noted and can you estimate the average number of gallons used per year for each of the locations? The number and sizes of storage tanks are as follows: Edwards AFB (10-Tanks ranging in size from 500 gl to 10,000 gl.)///AFRL (8-Tanks ranging in size from 1,000 gl to 12,200 gl)///AF Plant 42 (1-Tank at 20,000 gl). ///Average usage per year for each of the facilities: (Edwards Main Base--20,000 gl); (AFRL--51,000 gl); and (AF Plant 42--7000 gl). The maximum quantity of propane to be delivered (on any given day) is estimated to be under 10,000 gl.
Approximately how often is each facility resupplied?Propane usage is seasonal and the need to resupply the storage tanks occurs primarily from October through March each year with a few propane deliveries occurring April through September. During the high usage season, deliveries occur approximately once per week with the combined quantity delivered ranging from 3,000 gl to 8,000 gl per delivery day and the number of tanks serviced per delivery ranging from 3 to 9 tanks for tanks located at both Edwards Main Base and AFRL combined. Propane delivery for AF Plant 42 occurs one or two times per year.
Do you expect the usage figures to go up or down in the next five years?Usage has remained consistent for the past two years (70,000 to 80,000 gallons annually) and is not expected to vary unless the Edwards AFB region experiences an unusually warm or cold winter season. There are no planned additions or deletions of storage tanks at this time.
Period of Performance states a 5 year contract. Are there no yearly provisions for increases? This requirement will be utilizing a Blanket Purchase Agreement as opposed to a contract. An "Approved Pricelist" will be utilized to accommodate price changes. See Question 1.
Will the successful bidder be required to actually provide propane deliveries and/or requested service or does this RFQ allow a small business that does not own, operate, or employ any propane related equipment or staff to bid and then subcontract all deliveries and service to an actual propane company? In Paragraph 2, "DESCRIPTION OF AGREEMENT" the contractor (the company selected to enter into the BPA with Edwards AFB) is designated as the entity who will provide everything necessary to deliver Propane and provide the minor repairs as needed.
Who is the current contractor?Edwards AFB has two contractors who are providing Propane to Edwards AFB and AFRL under 2 BPAs. The contractors are as follows: Merrimac Energy Group of Long Beach, CA and MDB Services of Orlando, FL.
Do all the tanks have the same valves for accepting the propane?Yes, all the tanks have the same valve for accepting propane. The valves are the standard valve used for commercial, industrial, or residential application. We are unaware of any valves of the type used for bulk transfers being used to deliver propane at any of the locations.
Can we price the bulk and transport gallons separetely for bid purposes? Or, do we need to just provide one fixed price? No, the pricing submitted in response to the RFQ is to be stated as one unit price for each of the delivery locations as depicted on the "Propane Delivery Price List". The three prices entered on the Price List and submitted as the Contractor's bid price are to represent the "price as delivered" for propane delivered to each respective location.
Will different pricing be accepted for bulk and transport delivered gallons in the Approved Pricelist during the course of the BPA?As stated in Question 11, there will be only one price accepted for each of the line items appearing on the Price List. Also, refer to Question 1.
How many gallons are delivered by transport (long-hauler truck) at each site?Deliveries are made using smaller trucks. As detailed in the answer to Question 5; on a given day, the quantity of propane delivered to various tanks located on Edwards Main Base and AFRL ranges from about 3,000 gallons to 8,000 gallons with 3 to 9 tanks being serviced. It is up to the Contractor to determine how many delivery trucks this will take based on the capacity of the trucks that are available. The 20,000 gl tank located at AF Plant 42 (Palmdale, CA) normally does not require more than 6,000 to 7,000 gl per delivery and there may be only one delivery of that quantity per year.
Is there more than one 10,000 gl tank at Edwards AFB?Yes, Edwards AFB (Main Base) has two 10,000 gl tanks; and to recap, AFRL has one 12,200 gl tank and AF Plant 42 has one 20,000 gl tank. Please note, refilling the larger tanks is often accomplished while filling other smaller tanks and the total requirement for a given day has been no more than 7,000 to 8,000 gallons.
Is there any flexibility with the (2) business day delivery turnaround? No.
Does the selected contractor need to be the one to deliver the propane themselves?Refer to FAR 52.219-14(c )(2) for guidance. Note the italicized wording.
