DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 412TH TEST WING (AFMC)

EDWARDS AIR FORCE BASE, CALIFORNIA

MEMORANDUM FOR AFTC/PZIOA 5 Apr 2013

From:

Subject: Request for brand name purchase

1. The F-35 Integrated Test Force (ITF) requests the brand name purchase of the Advantor alarm system to support the alarm requirements for a in support of its flight test program. The facility requires critical control access/security. Failure to obtain this level of security could create a security breech impacting the security of the flying missions. This would result in the cancellation of critical test missions. The Advantor alarm system will meet this requirement providing 24/7 operations with controlled access/security.

2. Advantor Systems Corporation (ASC) manufacturer of the Advantor alarm system. ASC provides mission-proven access/entry control solutions, which can be integrated into our current security management application. This system limits personnel access to areas of the facility, allowing only authorized entry into restricted areas, and automating many building maintenance functions.

3. Advantor alarm systems is currently installed in all JSF buildings . Advantor is the only alarm that is allowed/authorized at Edwards AFB that meets current security protocol. In addition, the maintains the main switching panel for the Advantor Alarm system for the base as is utilized at EAFB. have personnel that have been trained by ASC for the installation and programming of the Advantor alarm system and authorized to handle the security codes for this system. They have worked with the JSF Security Office, Base Security Office, Civil Engineering and Security Forces.

4. The JSF Program is requesting that a purchase of the Adavantor system be approved for the design, purchase, and installation of the Advantor alarm system in building .

A new alarm system would not be cost effective due to the large amount of funds that have already been expanded for the JSF, but also at EAFB.
