Performance Price Tradeoff
(PPT)
PPT – This process permits a trade-off between price and past performance in reaching the award decision. PPT also allows for SSA discretion in awarding to higher rated performers over lower rated performers if the price differential is warranted and considered to be best value.
PPT can be used when it is unnecessary to distinguish levels of technical merit among the proposals to make an award decision Proposals are evaluated for acceptability Tradeoffs can only be made between:
Price/cost and Past performance

Basis for Award
| Table A-1. Technical Acceptable/Unacceptable Ratings | |
| Rating | Description |
| Acceptable | Proposal clearly meets the minimum requirements of the solicitation. |
| Unacceptable | Proposal does not clearly meet the minimum requirement of the solicitation. |
Technical Acceptability. Initially, the government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. The proposals will be evaluated against the following criteria
Next, the government shall rank all technically acceptable offers by price, including the 6 month option to extend prices. The Government will evaluate offers for award purposes by adding the total price for all periods of performance for the total price for the basic requirement and then add 6 months of service for the evaluation of the 6 month extension option at the prices proposed for the last period of performance within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. Copies of the Pricing Schedule will be necessary in order to submit a proposal for each period of performance.
The contracting officer shall seek recent and relevant performance information on all offerors based on (1) the past efforts provided by the offeror and (2) data independently obtained from other government and commercial sources. The government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a “Substantial Confidence” performance confidence assessment.
Relevant performance includes performance of efforts involving Wireless Systems Maintenance Services that involved similar scope and magnitude of effort and complexities this solicitation requires.
An assessment of the past performance information will be made to determine if it is recent. Performance that is more recent will usually have more impact than less recent performance. Recent contracts are: (a) contracts, which have been completed within the last 3 years from the date of issuance of this solicitation, or (b) contracts that are currently being performed (with a performance record of at least one year from the date of issuance of this solicitation). The Government will consider the performance quality of relevant efforts that are recent.
| Table 4. Past Performance Relevancy Ratings | |
| Rating | Definition |
| Very Relevant | Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires. |
| Relevant | Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires. |
| Somewhat Relevant | Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires. |
| Not Relevant | Present/past performance effort involved little or none of the scope |
and magnitude of effort and complexities this solicitation requires.
| Table 5. Performance Confidence Assessments | |
| Rating | Definition |
| Substantial Confidence | Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. |
| Satisfactory Confidence | Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. |
| Limited Confidence | Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. |
| No Confidence | Based on the offeror’s recent/relevant performance record, the Government has a no expectation that the offeror will successfully perform the required effort. |
| Unknown Confidence (Neutral) | No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. |
If the lowest priced evaluated technically acceptable offer is judged to have a “Substantial Confidence” performance confidence assessment, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
If the lowest priced offeror is not judged to have a “Substantial Confidence” performance confidence assessment, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a “Substantial Confidence” performance assessment or until all offerors are evaluated. The Source Selection Authority shall then make an integrated assessment best value award decision.
