Industry Day Presentation Questions For Solicitation # FA9301-11-R-0016:
Q 1: Should all questions from the contractors be directed to Justin?
A: Yes. All questions should be sent to Justin VanOrsdol by e-mail or in some case by phone, where he will then direct the question to the appropriate person, if necessary, and send you a response shortly thereafter.
Q 2: Does the 25 page limit for Volume I: Technical Capability include EVERYTHING?
A: Yes, everything, except the MSDS pages. If we receive multiple complaints from contractors that the 25 page limit is insufficient, we may increase the page limit.
Q 3: MSDS take up a lot of paper and will be a large part of our Technical Capability section. Are they required? And if so, can we place them in other sections of our proposals, like the appendix?
A: We are requiring MSDS and realize that they can take up a significant amount of space.
MSDS are exempt from the 25 page limitation. An amendment to the solicitation will be issued to include this change.
Q 4: Currently, is there a direct contractor for this project?
A: No.
Q 5: Do you know who you use for the bio-lab? If so, is he local?
A: The current chemical/biological analysis lab performing this work is HS Aqua. They are from the Ventura area.
Q 6: Will we receive a full water analysis or just a bio analysis?
A: Contractors will receive a water analysis and a bio analysis.
Q 7: How many wells are there and are they the same type of water?
A: There are multiple wells throughout the base that contain roughly the same type of water.
However, the water can vary slightly in different areas of the base. The Main Base is supplied with AVEK water. South Base, the housing area and west base use a mix of well water and
AVEK water during the summer and use 100% AVEK water during the rest of the year. The
AFRL is 100% well water year around.
Q 8: Are the wells laid out in the solicitation?
A: No, the wells are not included in the PWS. The wells are generally located in the south west portion of EAFB.
Q 9: If upon review of the chem. analysis we decide that corrective action is needed, will this be included/covered..?
A: Yes.
Q 10: In the Performance Work Statement are there specific guidelines as to how the water should be maintained?
A: Yes. To some degree, this will be specific to each company, but general guidelines are included.
Q 11: Will a water analysis be conducted on all systems to be treated by the awarded?
A: Yes, but due to time constraints, analysis will be done on the most critical systems first.
Eventually, all systems will have a water analysis.
Q 12: Regarding corrosion coupons, how many and what type are there in your systems?
A: This would be situational and specific to each system. Appendix D requires 145 coupons to be strategically placed based on recommendations from the IWT Service Contractor & the EAFB IWT
Engineer. The 25 corrosion test racks in PWS paragraph 1.12.1 is a typo. PWS paragraph 1.12.1 should read 145 corrosion coupons shall be installed and maintained by the Contractor. Appendix D provides initial guidelines for locations of the corrosion coupons.
Q 13: Expand on the contract firm fixed price. What does this include?
A: The Firm Fixed price includes everything except over and above costs. Since we don’t know if there ever will be an over above request made on this contract and due to the fact that each request would be unique we are asking contractors to also fill out the price schedule (Attachment
02), paying specific attention to the labor categories towards the bottom of each exhibit in this attachment. This way we can pre-price the labor hour component of an over and above request, we will still have to negotiate on any material costs. Contractors are reminded that this contract will fall under the Service Contract Act and the resulting wage determination rates will be enforced.
Q 14: Are you going to give us the current chemical levels?
A: Yes, the present chem. levels will be given
Q 15: Is the ex-employee of GE BETZ going to be involved in reviewing the proposals?
A: No. We do not anticipate non-governmental evaluation, review or viewing of the proposals.
Q 16: Will in-house people be handling any chemicals or doing any tests at all?
A: We intend for the contractor to be handling all chemicals and tests.
Q 17: In reference to steam boilers, is anyone checking the systems regularly?
A: The steam boilers regularly receive water column & bottom blow-downs.
Q 18: Are the time limits to when we can enter and/or leave the base?
A: In most cases you should be on base between the hours of 0730 and 1630. However, situations may vary and arrangements can be made if needed.
Q 19: You expect us to be here only one day a week?
A: PWS paragraph 1.2 defines the frequency of IWT inspection for the various equipments. The amount of days this takes you to complete relies solely on how much you are able to get done in a day. For example, if in order to treat each system once a week you have to come on base three days a week, then you can come here three days a week. There is no specification as to how many times you need to come on base.
Q 20: Are the GPM’s on the closed water systems going to be included?
A: GPM’s can be approximated by the IWT contractor based on equipment sizing and pump data plates info.
Q 21: Is the type of chemistry spelled out?
A: The references & appendix B provide guidelines for the produced water chemistries. Your corporate chemistry guidelines are also acceptable.
Q 22: In reference to emergency service routines, will someone be here on base if we are called out on a Saturday?
A: Yes, we will make arrangements for a Government employee to be present.
Q 23: You probably have your own wastewater treatment plant. Do you have any restrictions on waters going to that?
A: No, based on the fact that the IWT contractor will use California Approved treatments.
Q 24: If you choose not to use MOLLY does that give you a disadvantage?
A: No
Q 25: Are there pot feeders on all of the closed loop systems? If not, how many systems need them?
A: All closed systems have pot feeders.
Q 26: Regarding Cooling Towers, is the following information available-- Fresh water makeup
(gal/yr) & Blow down water discharged (gal/yr)?
Q 27: Can Edwards include its discharge permit so that water treatment contractor can review and determine if it precludes certain chemistries?
A: the waste water permit is attached
Q 28: Is chemical fed to chilled loop via pot feeder?
Q 29: Are there any chilled loops that are fed via a tank and pump system?
Q 30: Are fresh water makeup meters on each chilled loop?
Q 40: If no makeup meters exist-- What annual loss rate has been calculated or assumed?
A: Annual loss is minimal on closed CHW loops.
Q 41: Is chemical fed to Ice Storage water via pot feeder?
A: No, each ice tank has a removable lid.
Q 42: Are there any Ice Storage systems that are fed via a tank and pump system?
Q 43: Are fresh water makeup meters on each Ice Storage tank system?
Q 44: If no makeup meters exist-- What annual loss rate has been calculated or assumed?
A: Annual loss is minimal on TES. The glycol management system (GMS) is the only source of make up water. It must be manually filled with a hose and is not connected to the base water system; a 30-50 gallon tank is used for the GMS’s.
Q 45: Is the following information available-- Annual steam production (MMlb), Annual blow down (gal/yr), Annual fresh makeup water (gal/yr) and % condensate return?
A: These values need to be estimated based on heating capacity, 100% condensate return, blow down rate is calculated by the water treatment contractor. The steam boilers run year around in B1440, and B1624.
Q 46: In addition, can the typical Feedwater, Treated (softened) makeup water, condensate, and boiler water ANALYSIS be provided?
A: Yes
Q 47: Is chemical fed to hot loops via pot feeder?
A: Yes
Q 48: Are there any hot loops that are fed via a tank and pump system?
Q 49: Are fresh water makeup meters on each hot loop?
Q 50: If no makeup meters exist-- What annual loss rate has been calculated or assumed?
A: Annual loss is minimal on closed HW loops.
Q 51: In section 1.12.1—Spec call for installation of 25 corrosion test racks-- However, Appendix D calls for more coupons than 25 corrosion test racks (Appendix D lists 62 different buildings). Can you please re-clarify, How many racks EAFB want installed (what bldgs. Should they go to)?
A: Appendix D requires 145 coupons to be strategically placed based on recommendations from the IWT
Service Contractor & the EAFB IWT Engineer. The 25 corrosion test racks in PWS paragraph 1.12.1 is a typo. PWS paragraph 1.12.1 should read 145 corrosion coupons shall be installed and maintained by the
Contractor. Appendix D provides initial guidelines for locations of the corrosion coupons.
Q 52: Which CLIN# should this cost be included?
A: This cost should be included in CLIN 0001 Water Treatment and PMI Service.
Q 53: Aside from submitting a proposal per the specification-- Can water treatment contractor submit an alternate proposal with recommendations to provide best practices?
A: Yes. Depending upon the breadth and number or recommendations it may not be necessary to submit a full alternate proposal. If there are only a few changes they can be mentioned in proposal Volume IV
Contract Documentation (reference section 3.4.6 of Addendum to 52.212-1). However, if changes are so vast an alternate can be submitted, but it will still fall under the same evaluation guidelines as the main proposal.
Q 54: Would this proposal be considered at this time as it relates to the current solicitation?
