About this file

This document is a Questions and Answers (Q&A) file for a Digital Test Procedure Software solicitation by the Air Force Research Laboratory (AFRL). The Q&A addresses key technical and procedural details about the software requirements, including that the government seeks a cloud-based digital test procedure tool with capabilities to link with data acquisition (DAQ) systems and post-processing software. Key specifications include anticipating 10 users, storing low hundreds of tests per year, and being compatible with AWS/Azure/GCloud platforms that meet ITAR/Export Control/IL4/5 data requirements.

The Q&A clarifies that this is a new requirement for software procurement, not a service contract, with no anticipated on-site work or travel to Edwards AFB. The software does not need to be fully functional on day one, and the requirement is not brand name restricted. Vendors are expected to provide a technical capability document addressing core goals in the revised Salient Characteristics, with the contract to be awarded on a Lowest Price Technically Acceptable basis. The solicitation is for a Firm-Fixed-Price contract, with vendor quotes due by 25 July 2025, and questions accepted until 18 July 2025.

• Will this software require integration into an existing platform, or will it exist as a stand-alone tool?

o Do not require that it integrate into an existing platform but we’d to have the capability to link with both DAQ systems to automatically monitor the experiment as well as link with post processing software (e.g. python or matlab)

• Will there be a need for travel/integration work at Edwards AFB?

o We do not anticipate the need to travel to Edwards AFB.

• Request document mentions “The offeror shall provide the information/documentation required IAW section 1.10 and section 4.2.1 of the PWS to be considered “technically acceptable”. “ There is no PWS document on the attached docs. • To confirm, the pricing is per test, for a total of 10 tests, correct?

o The pricing is to purchase software that enables digital test procedure.

• Is this a new requirement, or has your agency awarded a contract similar to this under a previous contract? If so, what was the contract number?

o This is not brand name restricted.

• Is the software program required to be fully functional on day 1 of the period of performance or does the PoP allow for time to develop and tweak the software as necessary to meet the needs of the organization?

o The software does not need full functionality on day 1, we do not anticipate funding beyond the cost of license software to be available for improvements to the software.
