It is the offerors responsibility to ensure that the information provided herein is utilized in providing a formal quote to this solicitation.

# Offeror’s Question Government Answer 1 Will you be able to share the old RFP? I saw the old announcement on sam.gov but the attachments have been removed.

Documents related to the previous contract can be located in https://www.SAM.gov and searching by the solicitation number “FA930019R0003” and filtering by ‘Inactive’.

2 Sentinel presence how will that impact LAREDO and AFRL (was answered by Dr.

Svejda on site)

Sentinel is not guaranteed to come to AFRL Det / 7. However, if it does, analysis of what support will be needed will be accomplished. An increase in LMCA, HAZMART, and Munitions operations would be expected and delt with accordingly through contract mods or other means.

3 Are the current employees covered by CBA job classifications or are we required to ensure that we follow the DOL Wage Determination job classification?

The Service Contract Act (SCA) applies to this requirement. The SCA Wage Determination, whichever version is current prior to award, will be included as an attachment to the contract.

4 Can the government provide an updated copy of Attachment 5, Government furnished equipment/ property as it was omitted?

The Government Furnished Property will be added as an attachment to the posting.

5 IAW Draft PWS Para 1.6.8.10. requires the contractor to assist government personnel in the preparation of munition/ hazardous material shipment. Is there a requirement for the contractor to provide munition inspectors or staff with hazardous certification?

1) 412th CEV provides initial and annual Hazardous Waste & Universal Waste training. Contractors are required to ensure their own employees comply with requirements in accordance with 29 CFR

6 IAW Draft PWS Para 4.5.1.2 states that hazardous waste/regulated waste shall be disposed of under the Edwards AFB, US environmental Protection Agency (EPA) ID number, with Edwards as the generator. Is the contractor required to have their own US EPA ID number to support this requirement or will using the Edwards EPA ID number satisfy the requirement?

No. The contractor is not considered “other persons” under the Resource Conservation and Recovery Act (RCRA).

7 Can the government clarify where the required fuel assets are being stored and is this area within the Munition Storage Area?

If the fuel assts are stored in the MSA, does the storage meet the requirement of AFMAN 91-201 for fuel storage?

Fuel assets are not stored within the MSA, it is stored in area 1-39 which is next to 1-38(MSA).

8 During the site visit it was stated that Area 1-30 was where propellant testing and mixing facility were located. Are there parts of Area 1-30 that are sited for explosives?

Yes.

9 Is Area 1-39 the only area where fuel containers and cylinders are stored and is it sited for explosive storage?

1-38 is the centralized storage area. Other areas have small ready to use areas where cylinders are. Area 1-39 is not cited for explosive storage.

10 Are cylinders tracked by serial number for accountability purposes or are they tracked based on being empty or fill?

Cylinders are tracked by ID number.

11 Please provide the size of the cryogenic tanks being utilized and the hours of support provided to the customers?

Hours of support are from 0730-1600 for delivers to on-site customers. Tank sizes range varies-G,Q K,T, and Dewars 100- 450L

12 The contractor is required to provide all vehicles and equipment needed to support this effort. Does the site support electric forklifts or should the contractor look to provide propane forklifts?

Area 1-38 has a GOV Forklift (F/L), HAZMART has contractor owned propane F/L and LMCA has an electric F/L

13 IAW Draft Appendix 3: government furnished property identifies a government joint use equipment /property inventory listing. Can the government explain how joint use equipment will be utilized or prioritized to ensure mission accomplishment?

Priority will be based on mission prioritization. Currently, conflicts on equipment utilization are rare.

Q&A – LAREDO II Industry Day Page 3 of 5

14 Will the contractor be required to ensure that two employees are utilized when conducting munitions operations support?

Does the two concept also apply to hazardous and fuels operations support?

Of course, and this also applies to any hazardous operation at area 1-39-fuels/cylinder storage area.

15 Are there special PPE requirements that the contractor will need to adhere to when supporting the Lab Development Explosives (LDE) assets?

Munitions personnel do not handle non-packaged/exposed LDE. They do transport packaged explosive waste from the Hazardous storage location to the OBOD range during disposal operations

16 Are all property transfers routed through the ECU for processing or does the unit perform this tasking and ship property through their own channels or work directly through TMO for shipment?

All property transfers are routed through the ECU per AFRLI 61-101.

17 Can the government please provide the Industry Day slides and participant list from the July 10 site visit?

Industry Day slides and the participant list will be added as an attachment to the RFI/SS posting in SAM.gov.

18 PWS Sections 1.6.1 and 1.6.2 list a Contract Manager and a LMCA Chief as separate positions. Can the government confirm that offerors need to propose the LMCA Chief and Contract Manager as separate individuals / positions? If so, recommend that this requirement for two separate positions be clearly stated in the upcoming

RFP.

These positions are separate and listed as Key positions.

19 PWS Section 1.6.1.2.2. requires the contractor to provide all forklifts, vehicles, pallet jacks, dollies, banding machines, and any other equipment necessary to complete the PWS. In the workload and PWS, offerors are not currently able to determine the number and type of vehicles and MHE required. For example, we cannot determine the Gross Vehicle Weight Rating Requirements because we do not have specific daily load dimensions and weights.

- Can the government define the required number and type of vehicles, MHE, and other equipment anticipated for successful performance? If the government does not provide anticipated number & type of vehicles, MHE, and other necessary equipment, can the government provide details on size, weight of material to be

Munitions: vehicle 1 EA. GVWR should be about 16.5K with a flatbed, Explosive laden, and due to the location of the PIRA range, off road capability is a must.

HAZMART: ability to maneuver pallets up to 5,999 lbs.

LMCA: Should be able to transport up to 2200 lbs of cargo and have the transportation capabilities to traverse the site to attend meetings, help customers, etc. Must have warehouse maneuverability of pallets and other items up to 3,999 lbs.

Note: These capability needs will be further clarified in the final PWS submitted with RFP.

Q&A – LAREDO II Industry Day Page 4 of 5 moved for maximum loads, both for vehicles & MHE, and frequency of material moved by contractor vehicles and MHE?

20 PWS section 3.1.17 states that the Government will not provide fuel for or maintenance of Contractor owned/leased vehicles. However, the routes and route mileage are not clear from PWS and workload data for specific movements over the large AFRL area at Edwards. Can the government provide an estimated mileage for contractor owned vehicles so that offerors can estimate fuel cost?

Munitions: approximately 170Mi per week.

HAZMART: approximately 10-15 mi per week.

LMCA: Can vary between 30 and 140 (once DLADS turn in is required if no agreement is reached with Host base Edwards) miles per week.

21 PWS Section 4.1 details the hours of operation and includes services from Monday through Friday but does not mention an Alternative Workweek Schedule. California has specific laws and workplace regulations concerning starting and maintaining an Alternative Workweek Schedule. Can the government confirm that in the future contract, a contractor will not be required or encouraged to staff according to an Alternate Workweek Schedule as defined by the state of California?

Contractors are required to work within the hours of operations specified in section 4.1 of the PWS. The schedule of the employees is up to the contractor to ensure they have full coverage of key personnel and adhere to Federal, state and local laws.

22 PWS Section 1.6.4.5 requires contractor to turn in equipment to “base supply, Defense Logistics Agency Disposition Services (DLADS) or other recipients as identified.”

It is our understanding that DLADS will begin requiring delivery of all excess turn-in, no matter the distance from DLADS starting on or about 1 October 2024. Can the government provide details of the estimated number of excess turn-ins required to be transported to DLADS based upon their new requirements vice turning-in to Base Supply?

Turn in rates vary with the ebb and flow of testing needs, site build ups clean up operations. Main base Edwards and AFRL are aware of the DLADS requirements and are working on a solution through the Host Tenant Service agreement for options that will work best for both parties.

23 Appendix 2 provides Workload Estimates where new equipment and ITAM estimated events per month are significantly less than Excess Turn-ins events per month. Can the government confirm that the estimated turn-ins and new items are accurate? The long-term turn-in of more assets than receipts of new assets are confusing to offerors.

-The Excess/Turn-Ins of ITAM items per month is about 50.

- New ITAM items processed per month is about 30.

Q&A – LAREDO II Industry Day Page 5 of 5

24 Can the government provide details on the HAZMAT and Munitions transportation to be performed by the service contractor for requirements in PWS Sections 1.6.9 and 1.6.10? Offerors will need the following information to comply with DOT HAZMAT carrier requirements and to price necessary certifications and insurance for HAZMAT vehicles:

1. Will HAZMAT certifications and placarding be required for contractor vehicles?

2. Will contractor vehicles transport HAZMAT and/or Munitions off the Installation and onto public roads?

3. Which classes of HAZMAT will be transported?

4. What are the maximum weights by class needed to be transported?

There is no requirement for DOT HAZMAT Carrier for HAZMART services. 412th CEV provides pick-up.

services of hazardous materials.

Contractor will transport materials on-site but will not be transporting hazardous materials on public roads.

Contractors do not transport Hazardous materials or munitions on public highways. Road between AFRL and Edwards South Gate entrance is part of Edwards AFB. Current vehicle GVWR is 16.5KF

1. No

2. No

3. Within AFRL up to 1.1

4. Impossible to determine currently due to changing future requirements
