About this file
This document is a set of Questions and Answers (Q&A) related to the Statement of Work (SOW) for the AFRL Gases BPA III, a follow-on contract to the existing AFRL Gases BPA II at Edwards Air Force Base, CA.
The Q&A provides clarification on various aspects of the SOW, including the use of refurbished cylinders, the specifications of the 550 CF cylinder, the potential for a single vendor award, the types of customer-owned tanks that need to be filled, cylinder marking requirements, the process for lost tanks, delivery timelines, and contractor-supplied materials and badging requirements. The document also indicates that the incumbent contractor information can be found in the Federal Procurement Data System (FPDS), and that the quotes should be submitted via email. The period of performance is anticipated to be November 17, 2024 through November 16, 2029.

AFRL Gases BPA III Recompete Questions and Answers
SOW QUESTIONS
1. Refurbished Cylinders:
Does this mean that there are cylinders that have had work done on them or that currently require work? Almost all cylinders are refurbished. Very few cylinders are brand new. As long as they pass the required testing (such as hydrostatic testing) they can continue to be used.
2. 550 CF Cylinder:
I've never heard of a 550 cubic feet cylinder. Can you please clarify this requirement? Is this a 3000 PSI cylinder? 6K bottle, bigger than standard bottle (Kbottle 2000psi). 6K bottle is 6000psi.
3. Section 1.1.1 of the
SOW:
Does this mean that we could potentially be a backup supplier for another company? How many companies are eligible to be awarded? Only one vendor will be selected for this contract
4. Section 4.1 of the SOW:
We need to know the service or type of gas that the 679 customer-owned (C/O) tanks are for. We cannot fill customer-owned tanks with specification gas. Mostly Argon, Oxygen, Nitrogen, Acetylene, CO2, Hydrogen, Helium, Breathing Air. Some bottle are higher grade for example UHP(Ultra High Purity). Please see the attached price listing that has the types of gases needed at this site.
5. Painting Schemes and Markings for Cylinders:
Can we find out what the painting schemes and markings are ahead of time? Are there any requirements for custom paints or stickers? No custom paints are required. Only stickers that are required are the DOT ones. Please see section 2.0 of the SOW for list of applicable documents for required markings on cylinders.
6. Section 6.1.1 of the SOW - Customer Code:
Could you clarify what is meant by "customer code" in this context? Customer code is a unique identifier for the different areas up at AFRL so we can tell what areas the bottles go to and what branches we have to charge for the cylinders.
7. Section 6.1.1 of the SOW - Lost Tanks:
Could you provide more details about the process for determining tank loss and the associated charges? We have a tracking system for all bottles on this site as well as those that are sent off to be refilled. If the vendor (new contractor) loses the bottles/tanks, that vendor is liable to replace the bottle/tank, not the government.
8. Section 6.3.1 of the SOW - Delivery Within 10 Days:
Can we find out if any of the products have longer lead times that would affect this requirement?
As far as we know, some specialty gases have longer lead times such as Helium.
9. Section 6.3.1.1 of the SOW - Maintenance Tanks:
The additional 5 days for maintenance tanks—is that enough time to complete the required work?
Hydrostatic testing may take an additional 2 to 3 weeks.
10. Section 9.3 of the SOW
- Contractor Supplied Materials:
Is this section applicable only for *redacted contractor name*-supplied materials? Nowhere in the SOW lists *redacted contractor name* specifically.
11. Section 9.5 of the SOW
- Badging:
Is there a Social Security Number (SSN) requirement for badging? Is there a way around providing an SSN for *redacted contractor name* personnel on site? All drivers/victors will need to provide some form of Identification such as a driver's license w/state, DoD ID # or SSAN
12. Section 9.6 of the SOW
- Authorized Contractor Observations:
Are these observations required only at government sites? Are they also needed for remote locations?
These requirements are required for all locations at AFRL on Edwards AFB, CA.
13. Section 9.9 of the SOW
- Forklift Certification:
Could you provide more information on the specific certification requirements for forklift operators?
This is a requirement for contractors that bring their own lifting/handling equipment with them on their transportation vehicle to this site.
