Phased Solicitation Approach – Final Notice and Instructions to Interested Parties Management Administrative Resources Services (MARS) V
Solicitation Number FA930023R6004 Amendment I
This solicitation amendment is to remove the word ‘draft’ from the Phase I instructions previously posted in PIEE on 9 August 2023.
The Government will be utilizing a Phased Solicitation Approach with two (2) phases. Below is direction for this phased approach.
Phase I – Affirmative Interest: This opportunity is 100% Small Business Set-Aside and provided to all interested Small Business concerns. An affirmative response is required for Phase I to be considered for participation in Phase II of the solicitation. Interested parties shall affirm their interest by Tuesday, September 27, 2023, no later than 4:00 PM Pacific Daylight Time
(PDT):
A. Remit an email utilizing the subject of "FA930023R6004 Phase I Affirmative Interest_(Company Name)" to Alessandra Barzaghi-Martin, at alessandra.barzaghi-martin@us.af.mil with the following support team courtesy copied (Cc’d): Lisa Davis, at lisa.davis.6@us.af.mil; Valerie Malcom, at valerie.malcom.1@us.af.mil; and Kiera Joyner, at kiera.joyner@us.af.mil.
B. Include in the body of the email the company Commercial and Government Entity (CAGE) code, Unique Entity ID (UEI) as registered within System for Award Management (SAM), and affirmation that the company meets the Facility Clearance Level (FCL) of Secret as required per the Department of Defense Contract Security Classification Specification form, DD 254 (Attachment 2 of the Draft Request for Proposal documents).
Non-responsive Contractors (i.e. those who do not provide a response/affirmation by the due date and time) will constitute an opt-out affirmation. Offerors that opted-out or are non-responsive during Phase I shall not be included or advance to Phase II of the competition. Only those eligible Contractors that provided their affirmative interest as directed for Phase I shall be allowed to participate within Phase II. NO LATE PHASE I
AFFIRMATION/RESPONSES SHALL BE ACCEPTED.
Phase II - Within 10 business days of Phase I deadline, the proposal request instructions shall be posted in PIEE. Offerors that opted-in will be populated for access to the restricted solicitation within the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. PIEE will be the only distribution point for applicable Amendments upon closing of Phase I. All posting will be restricted and will only permit the Offerors that the Government has populated a CAGE under the module to view. Likewise, PIEE will be the only source permitted for proposal submittals. It is imperative Offerors have established a Proposal Manager for PIEE, as encouraged within the Draft RFP message.

For teaming partners- The Prime may submit to the Contracting Officer (CO) and team via email, the name and Commercial and Government Entity (CAGE) code for their subcontractor(s). The Government will populate PIEE Solicitation to permit subcontractor to directly submit proprietary information to the Government.
