Phase I – Affirmative Interest: This opportunity is 100% Small Business Set-Aside and provided to all interested Small Business concerns. An affirmative response is required for Phase I to be considered for participation in Phase II of the solicitation. Interested parties shall affirm their interest by Tuesday, September 27, 2023, no later than 4:00 PM Pacific Daylight Time

(PDT):

Non-responsive Contractors (i.e. those who do not provide a response/affirmation by the due date and time) will constitute an opt-out affirmation. Offerors that opted-out or are non-responsive during Phase I shall not be included or advance to Phase II of the competition.
