• Purpose: To provide support to AFRL Rocket Lab in administrative and specialized business support including:
- Organizational Admin Support
- Budget Execution and Finance Support to RQRO
- Financial Support to Engineering Support Contract (ESC) and RQRE Branch
- Site Support Division (RQI) Specialized Business Support
- Safety and Site Operations office Support

Key Positions - MARS V
• Contract Manager (CM)
• Alternate CM
• Minimum Requirements of Primary CM (PWS 4.15):
- Three (3) to five (5) years of work experience with customer service
- Two (2) to Five (5) years of supervisor experience
- CM must be able to communicate efficiently and accurately using Air Force (AF)/Space Force (SF) terminology and be familiar with Department of Defense (DoD) documents and DoD technical terms, and the ability to communicate those items with non-technical personnel
- The contractor shall be responsible for the management of cost, schedule, resources, and performance.
- Experienced in the use and understanding of computer systems with intermediate skills in Microsoft Office suite with advanced proficiency in Excel and exposure to automated accounting systems and various software programs
- High School Diploma or GED (Associate's Degree preferred) and able to obtain a secret security clearance

• b. Staffing approach ensuring qualifications and applicable roles/responsibilities

• 2.2.2 Offeror shall describe the site management methodology to accomplish the technical requirements of the PWS. The Offeror shall demonstrate the program management methods to be employed to accomplish the technical requirements of the PWS. Does Proposal outline a mentor/training program to ensure smooth on-boarding process at start of contract and if/when turn-overs take place?
• 2.2.3 Does proposal show plan to ensure contract performance during gaps caused by turn-over to prevent slip or lapse in services provided? Offeror shall provide a systematic approach for process control that shall be incorporated into their Quality Control Plan that describes the documentation from identification through the life-cycle, such as validation, changes, impact identification, and communication.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

Lessons Learned
• The following information is provided from lessons learned at AFRL Rocket Lab over the past 10 years of acquisitions and has been identified as previous programs risks:
• Critical to have on-site Contract Manager (CM); if CM is not on-site, then an Alternate CM must be on-site and have full authority on all contract matters
• The contractor must have the ability to attract and retain personnel
− Remote location
− Diverse disciplines
− Managing motivated workforce
• The Contractor must be fully aware of and follow security requirements
• Contractor must have a good track record for minimizing delays during transition phases
• Contractor must be able to identify the right skill mix for the on-site CM and Alternate CM

• Responses to the RFI, including feedback regarding the draft PWS, other corresponding documents, and questions are due to the Contracting Team POCs no later than 21 June 2023, 12:00 PM (noon) PDT.
• Answers will be provided on SAM.gov via a consolidated Questions and Answers document, no later than 28
June 2023.
