Amendment #4 to Sources Sought Synopsis/Request for Information #1 posted on 27 March 2019: This amendment is to provide the Questions & Answers #1 for the LAREDO effort. The attached document consists of all questions received from industry and the Government’s responses to those questions. This item consists of 6 pages.

Additionally, as requested from industry, the Government is also attaching more details on facilities along with pictures. This item consists of 5 pages.

All correspondence from potential offerors shall be submitted to all of the following individuals by email:

Name: Title: Email:

Alessandra Barzaghi Contract Specialist alessandra.barzaghi@us.af.mil Joshua Vasquez Contracting Officer joshua.vasquez.5@us.af.mil Tylan McBride Contracting Officer tylan.mcbride.2@us.af.mil mailto:joshua.vasquez.5@us.af.mil mailto:tylan.mcbride.2@us.af.mil

Item # Reference Question Government Response 1 N/A (1) Is there a incumbent contractor currently providing these services?

(2) If so, who is that contractor?

(3) How many personnel are on the current contract?

(1 & 2) The LAREDO effort will combine two current contract as annotated in Section 1 of the Sources Sought Document. These are CHEMMS (FA9300-16-C-0005) with Exquadrum Inc. and LISARD II (FA9300-15-C-0005) with SAALEX Corp.

(3) The Government will not provide this information.

2 N/A What will be the contract value for this opportunity? The Government will not provide this information.

3 N/A Can you please confirm the date and time by which Sources Sought/RFI #1 responses are due?

The due date/time for Sources Sought/RFI #1 information, as well as attendee information for Industry Day/Site Visit, was 4pm PST on 18 April 2019. However, The Government will remain open to receiving additional information through RFP release.

4 N/A Would the government allow a meeting with my company prior to Industry Day/Site Visit? Would the government allow follow on meetings after the Industry Day/Site Visit?

No. All introductions and gatherings took place at the Industry Day/Site Visit on 25 April 2019. It is the Government's view that any additional information provided in the Amendments to the Sources Sought/RFI #1 posting on FedBizOpps.gov will provide all required information needed to allow offerors to understand this requirement.

5 N/A Is there are a requirement to provide attachments with our response to this Sources Sought and Industry Day/Site Visit?

No. There was no requirement to provide the government any attachments. The only required information the Government needed was with regards to contractor information on employees who wished to attend the Industry Day/Site Visit. However, the Government welcomed/welcomes all information that potential offers feel would lead to a stronger RFP.

6 N/A What is the number of FTEs (11 or 12) that should be proposed or is on the current contract?

The Government will not provide this information. The FTE counts specified in the Draft PWS were incorrect, and the LAREDO requirement has changed since the Draft PWS which impacted the FTE count. FTE proposed should be based on the finalized PWS (i.e. workload estimates) that will be provided in the RFP.

7 N/A There are a lot of supporting roles listed, can we get a breakdown of how many are recommended for each area (HAZMART, Muns, Fuels).

As noted in Question/Answer #6, we will not provide detailed information regarding FTEs. Industrial Safety and Weapons Safety require two (2) personnel be present whenever conducting Munitions or Hazardous Materials/Fuels operations. These operations run concurrently.

8 Will all of the Ammo support personnel be required for explosive operations and will any need to be experienced as a Munitions Inspector?

The specific operation determines personnel needs. No Munitions Inspector is required on this contract. See Question/Answer #6.

9 Can we get the current contract information/value? Contract numbers for the current contracts are shown in Answer #1 above. The contract values of these contracts are $1,962,097.00 (CHEMMS) and $1,532,200.93 (LISRD II).

10 3. 1.6.2.18. How many/breakdown contractor owned equipment are currently being utilized or necessary for the contract (forklift, pallet jacks, dollies, banding machines..)?

The numbers of Material Handling Equipment (MHE) currently utilized and the actual requirement for MHE are not necessarily congruent. MHE should be based on your companies current industrial practices, technical requirements from the PWS, economy, and ingenuity. Keep in mind the distances between working areas, the specific requirements for those specific areas.

11 1.1.2.1 The requirement exists for the contractor to utilize both DPAS and AFEMS for equipment accountability, is this correct or will all ECU requirements be accomplished using DPAS?

The RFP will have solidified information on what system will be required.

12 1.1.2.1 How many geographically separate equipment accounts will need to be visited for inventory purposes?

All equipment accounts are located on site.

13 1.1.2.2 Munitions Section. Is there workload data that lists the categories or types of munitions that are stored and maintained in the CAS database and will it be updated or provided before the site visit?

No CAS or LDETS data was provided prior to Industry Day/Site Visit.

Workload estimates provided within the finalized PWS will address this information.

14 1.1.2.2 What type of storage structures are provided for the protection and storage of 1.1 to 1.4 N.E.W. munitions authorized for use on the contract?

Structures include 10 above ground buildings (magazines) and two small Earth Covered bunkers.

15 1.6.2.11 Has the host LRS CC directed the LMCA Chief to perform EAE organizational visits or will the LRS perform that tasker?

Will be clarified in finalized PWS.

16 1.6.7 Will accountable documents be maintained in a manual file or will the contractor have access to an automated document control filing and imaging system?

There will be a combination of both electronic and paper accountable documents. The file plan is set up for both mediums.

17 1.6.10.7 Contractor will be required to load and transport munitions/energetics on Edwards AFB, please clarify that this is for the AFRL area only?

Most transports are within the AFRL boundary, however, there are instances when transports go beyond this boundary but will always remain on Edwards AFB.

LAREDO FA9300-19-R-0003 Sources Sought/RFI#1 Questions Answers #1 Page 1 of 1

18 1.6.11.2.12 Are there any registration costs required before the contractor will be provided access to the California Environmental Report System?

Contractor no longer manages CERS. It has been removed from the draft

PWS.

19 1.7 States that the tasks described above have been performed in the past by

(12) eleven full-time equivalent employees. Is the reference number eleven

(11) or twelve (12) equivalent employees.

See Question/Answer #6.

20 4.2.2.1 (Certifications) Will the Munitions Flight Chief or MASO duties be performed by the COR or other government appointed person or will the contractor perform these duties?

Munitions Section Chief and MASO duties are performed by Government personnel.

21 N/A Is there specific LMCA workload data available that covers CSU, GPC, Hazmat, RDO, transfer, loan, warehouse, inventory and AFWAY required functions and will it be updated before the site visit?

This will be provided in the workload estimates provided in the finalized

PWS.

22 N/A Please confirm if there is a Host-Tenant Support agreement for the LMCA operations that explains what support the LMCA will receive from the host LRS, if any.

There is no current Host-Tenant Agreement in place. Efforts are expected to implement one in the future.

23 N/A Are all accountable items being accounted for on the R14 or R15, or are there organizations utilizing a locally devised listing to track these items?

All accountable items are tracked using the R14 or R15.

24 N/A Does local policy require the LMCA to assist sub-custodians with their annual inventory?

It is the responsibility of the Primary and/or Alternate Sub-Custodians to perform the annual inventory. LMCA is responsible to complete their annual 10% of all accountable assets. LMCA may also offer guidance/assistance as necessary to ensure inventory is properly conducted.

25 N/A Is there a local policy in place which explains who is responsible for packing and shipping costs for CREDA and EPA agreements?

The Contractor is not responsible for these costs.

26 N/A Are there SPRAM assets on any of the accounts? None on account.

27 N/A Are IUID labels affixed to the equipment for accountability purposes? Per AFRLI 23-101, AFRL is not required to use IUID labels. AFRL currently uses EMAS labels.

28 N/A Will the contractor be provided a copy or access to the current LSEP and LEAP Plans as they apply to the contract?

These are all available on our Logistics Share Point Site. Awarded contractor will have access to this site.

29 N/A Will the Industry Day Attendee List and Briefing Slides be posted to FBO? Yes, these items were posted to FedBizOpps.gov on 29 April 2019.

30 We respectfully request the government set-aside this opportunity for Service-Disabled-Veteran-Owned competition. Market research would indicate there are ample SDVOSB companies with the qualifications, experience and Past Performance to successfully perform the work required under this effort. Will the government please consider this?

Yes, the Government is considering what type of set-aside this effort will

be. The Government fully intends on the LAREDO effort being a small business set-aside, however what designation will be determined at a later time.

31 Will the government please conduct another site visit to allow offerors access to the facilities the incumbent contractors work from? It is not reasonably possible for others to accurately determine the necessary vehicles and equipment as well as the required staffing without seeing the work areas. With emphasis, equipment cannot be properly sized or predicted without seeing the inside of the facilities.

No. It is the Government's opinion that all information provided thus far will suffice in allowing offerors to provide a solid proposal. However, the Government is providing more information on current facilities that will provide more insight to offerors. Photos and detailed information will be provided in a future amendment to the Sources Sought/RFI #1.

32 Barring an additional visit, would the government please tell all offerors the exact number of personnel required for each operation as well as the specific types of vehicles and specific equipment offerors must provide?

See Question/Answer #6.

33 1.7 Please clarify if this should be 11 or 12 FTE. See Question/Answer #6.

34 Since most of the FTE are technical positions, will you consider making the contract CPFF rather than FFP? This will greatly reduce the high turn-over rate due to lower wages.

This is a commercial service and will be FFP.

35 How will the Government conduct cost realism to account for the current economic environment that is pushing wages up and creating strong competition for skilled labor?

Cost Realism will be conducted in accordance with FAR, DFARS, AFFARS and local policy requirements.

36 Will the Government reconsider authorizing contractor vehicles in support of the contract to use Government fuel due to remote location of the contract?

No based on this effort being a commercial, FFP contract. This is constraint instituted by Federal Law. Current contractors have developed processes to manage requirements.

LAREDO FA9300-19-R-0003 Sources Sought/RFI#1 Questions Answers #1 Page 1 of 2

37 N/A I am looking to see how many vehicles/types the current contractor is required to provide so that I can begin looking at leasing options to gather prices.

As with Material Handling Equipment (MHE), vehicle requirements should be based on PWS requirements/workload estimates, your company's current industrial practices, economy, and ingenuity. As with MHE, keep in mind the distances between working areas, the specific requirements for those specific areas.

38 N/A There is a lot of supporting roles played, so I can’t comprehend the exact number of personnel supporting in each area. Can I get a breakdown of where the 11-12 bodies are expected to be utilized and qualification requirements? For example, the Ammo personnel, would any be providing non-admin functions (inspector, explosive storage, muns control on off-shifts).

See Question/Answers #6 & 7.

39 Because of the toured/observed geographic and logistics limitations supporting AFRL facilities management, will the contracting officer change the contract type from Firm Fixed Price to Cost Plus Fixed Fee (Slide 43). This will enable both the awarded contractor and the government to control cost and scope expectations in accomplishing this

PWS.

No based on this effort being a commercial, FFP contract.

40 In regards to fuel, is there a location to store fuel in the warehouse (Government Provide Facilities) that would provide emergency fuel for the contractor vehicles should operations impact the need to refuel in Boron or other city?

There are locations where fuel can be stored for emergencies or otherwise. Location, container(s) and storage and fueling procedures must be developed and approved to meet safety and environmental standards at contractor's expense.

41 Will the government provide a size standard determination on the incumbents prior to RFP release?

For CHEMMS, the size standard was Total Small Business Set-Aside. For LISRD II, the size standard was Service Disabled Veteran Owned Small Business.

42 Can the government estimate how many vehicles are currently in use by the incumbents?

See Question/Answer #37.

43 Does this effort involve the handling of hazardous waste by the Contractor?

Typically, this contract involves the handling of containers or packaging containing hazardous waste. This may require the use of PPE and all the training and certifications for hazardous waste handling. Although direct handling of exposed hazardous waste by the contractor is not anticipated, there can be instances where the contractor may come in direct contact with a hazardous waste (spill, emergency, etc.).

44 Does this effort involve handling munitions (live or expended)? Yes, both.

45 Is there a possibility this effort will be an 8(a) set aside? The Government does not anticipate this will be a 8(a) set-aside.

46 N/A Is the contractor to provide direct munitions technical support, or administrative support to the munitions activity to include delivery?

Yes.

47 1.6.10.1 Is the contractor required to physically perform material and explosive waste handling, shipping/receiving and transportation operations? If so would hazardous duty pay be required?

Yes, this contract involves the on-site handling of containers or packaging containing hazardous waste. This may require the use of PPE and all the training and certifications for hazardous waste handling. There are often on-site transportation and handling/loading operations, but shipping/receiving of hazardous waste offsite is performed by a separate contract.

48 1.6.10.3 The paragraph states the contractor shall assist government personnel in the preparation of Hazardous materials shipments. Does that include the actual researching of the technical Order on packaging requirements, and physically handling and packing the items also?

The contractor shall be certified to ship hazardous materials; they will assist in Material classification, applying accurate Proper Shipping Name, Packaging, Marking/Labeling, Shipping Papers, Placarding, Loading/moving/unloading and managing incidents and emergencies.

49 N/A The Contractor will be required to run MICT checklists and update the system with the results. What is the frequency of the inspections and updates to MICT required by AFRL?

MICT checklists are updated in April and October and reviewed by Higher Headquarters annually.

50 N/A How many Technical Orders will the contractor be responsible for maintaining in support of this effort?

We do not have a paper T.O. Library. Everything is in the Enhanced Technical Information Management System (ETIMS)

51 1.6.2.3 What organization will the LMCA Chief be responsible for the equipment? IAW AFRLI 23-101, LMCA , this applies to the entire AFRL/RQ-West organization. The LMCA Chief is the primary equipment custodian for all equipment accounts on AFRL/RQ-West.

52 1.6.2.6 Should this say “...be accepted at LMCA 100% of the time WITHOUT “clean certification” ... instead of WITH?

Yes, the finalized PWS has been updated to read: The LMCA chief will ensure that before any equipment that may have contained hazardous waste or material be accepted at LMCA, equipment must be emptied/cleaned and have a “clean certification” provided by the using organization.

53 1.6.2.11 If required, how often would these Visits occur? These would occur once a year per equipment account.

54 1.6.2.12 Will training documentation be a part of the AFRL File Plan? Yes.

55 1.6.2.17 What building/s does this include? Building 8460 (LMCA) and the surrounding yard/space.

LAREDO FA9300-19-R-0003 Sources Sought/RFI#1 Questions Answers #1 Page 1 of 3

56 1.6.3 Who currently handles this? Who performs the functions of recycling, clean-up, storage, disposal, etc.? Would this be subcontracted out or is this function performed by Main Base via DRMO?

LMCA is responsible for this program and is only responsible to properly identify, document and track materials. DRMO performs any recycling, clean-up and disposal operations.

57 1.6.2.18 Can the USG please provide a detailed list (number, capacity, configuration) of the forklifts and vehicles currently in use by the incumbent?

See Question/Answer #37.

58 1.6.5.1.2 Who provides the camera for this function of taking pictures? Do all pictures have to be taken to Security for approval?

A government camera is available for use and expected to be available through contract performance. Arrangements have been made with Security involving photographs.

59 1.6.5.4 Whose responsibility is it to provide certifications stating the equipment is free from contamination?

It is the responsibility of the organization disposing of the item. LMCA provides the procedures/process.

60 1.6.5.5 It was mentioned at the Industry Day that the contract will have a DD254, but will it have a COMSEC requirement as well (DD Form 254, Section 10.a)

No.

61 1.6.6.1.1 Who provides flammable storage cabinets, shelving, etc. as required to maintain storage areas?

Storage Areas/shelving, etc. and Flammable Storage Cabinets are GFE. If storage space/shelving/cabinets are inadequate, the agency requiring storage will provide.

62 1.6.6.1.4 Who makes the assessment for marking something as “deteriorated into an unsafe condition”? If this is a function of the MHU, what training is required to perform this function?

The contractor will make an initial assessment based on simple observation. The GPM, along with the owner will make the final assessment for required action.

63 1.6.6.2 Who would be the “qualified personnel”? Personnel who are listed on the logistics Electrostatic Discharge (ESD) training list in ESOH-CONECTS. Training will be provided by the government.

64 1.6.6.5 How often does this plan have to be updated? Plans are updated/re-approved annually.

65 1.6.6.6.1 Can the USG provide the local policy for pick-up and delivery of items/equipment?

Any local policies will be attached to the RFP as supplemental information.

66 1.6.6.6 This section appears twice on Draft PWS pages 10 and 11. The numbering will be corrected on the finalized PWS.

67 1.6.7 What sections does this apply to, Munitions, LMCA, HAZMART, QA or all?

This only applies to LMCA.

68 1.6.8.1.1 The “but is not limited to” is too ambiguous. How much more work could be added?

This will be removed from the finalized PWS.

69 1.6.8.1.2 The “but is not limited to” is too ambiguous. How much more work could be added?

This will be removed from the finalized PWS.

70 1.6.8.2.2.1 How many accounts are possible that a contract person would have to be assigned as an ECO and/or ITEC?

Currently there are 62 ADPE accounts and is not expected to vary substantially over the life of the contract.

71 1.6.9.1 Do the functions described in this paragraph apply to only LAREDO personnel, or to USG personnel as well? As written, the paragraph uses verbiage that comes across as “personal services.”

These functions are implemented to fully support customer service and business administration requirements for Munitions Section Support.

These services are official buisness and organizational driven, and not personal.

72 1.6.9.1.1 Do these documents pertain to Munitions topics only? What about HAZMART documents, correspondence and OIs? Is there a way to get an exact list of what documents this person would be responsible for so there are no questions during performance? Does this apply to processing “Hazardous Pay” documents for Military personnel as done in the past?

No, clarification will be provided in the finalized PWS. The Munitions Section encompasses Munitions Support, HAZMART, Fuels and Hazardous Materials. This is separate from the Munitions Document Control function within the Munitions Support element.

73 1.6.9.2 Could you give situational examples of this? Is this a matter of submitting Munitions Work Orders to SOCC?

Coordinate with SOCC for both scheduled and unscheduled hazardous operations submitted by Section personnel. Scheduling/coordinating Open Burn/Open Detonation (OB/OD) with Explosives Ordnance Disposal (EOD), Scheduling operations with Defense Contractor on site, etc.

74 1.6.9.3 Is the WAR only applicable to Munitions or will this person put together the WAR for all other sections of LAREDO?

The Weekly Activity Report (WAR) is for Munitions Section and elements as specified in the PWS.

75 1.6.9.5 Should this paragraph be under Section 1.6.8 instead? No, this process is for Munitions Section and elements as specified in the

PWS.

76 1.6.10.1 Do the shipping/receiving operations only apply to AFRL functions within

AFRL boundaries or does this include shipping items off-site to include processing shipments via TMO or FedEx?

The contractor shall be trained and certified to ship hazardous materials;

they will assist in Material classification, applying accurate Proper Shipping Name, Packaging, Marking/Labeling, Shipping Papers, Placarding, Loading/moving/unloading and managing incidents and emergencies within the scope of their training/certification. The contractor will not coordinate shipment activities (funding, documentation, scheduling, etc.) through external agencies (TMO, FEDEX, UPS, etc.), but should understand those agency's program guidance. Movements, handling, loading, and transports to/from on site area are not considered shipping/receiving activities within this contract.

77 1.6.10.1.3 The appointed Reconciler, which is the NCOIC, Munitions Operations Element, is the person who generates inventory count sheets and is the same person who reconciles the inventory. Personnel who reconcile inventory cannot participate in the actual inventory. This goes against what 1.6.10.1.4 states; perform monthly, quarterly, semi-annual, annual and special inventories.

Clarification on this item will be address in the finalized PWS.

78 1.6.10.3 Is this person required to have DOT Shipping Training? This is also discussed in 1.6.10.3.1. Why is this a requirement if LAREDO personnel are just assisting with shipments?

See answer #76.

79 1.6.10.5 Should this paragraph be under Section 1.6.15 instead? What vehicles and equipment does this include?

No. Clarification on this item will be address in the finalized PWS.

80 1.6.10.6 Please provide an exact list of buildings that this should include. Clarification on this item will be address in the finalized PWS. These buildings were observed during the Industry Day Windshield Tour.

81 1.6.11.2.12 Can the LAREDO contractor actually maintain a CERS, or is this a Main Base function?

Will be corrected in finalized PWS. This task was removed when Edwards Environmental determined that AFRL no longer requires a separate CERS account.

82 1.6.12.2 How is a contractor allowed to order? Does the funding come to the LAREDO contractor from the government and other contractors and the contractor turns around and orders through vendors/DLA? More data is needed such that it can be priced accordingly.

Will be corrected in finalized PWS. The word "order" was removed.

83 1.6.12.5 Can the LAREDO contractor actually maintain a CERS, or is this a Main Base function?

See Question/Answer #81.

84 1.6.12.7 Please provide an exact list of buildings that this should include. Clarification on this item will be address in the finalized PWS. These buildings were observed during the Industry Day Windshield Tour.

85 1.6.14.1 This paragraph is extremely ambiguous. Can the USG provide better detail as to what is expected here?

Will be corrected in finalized PWS.

86 1.6.14.6 Do the functions described in this paragraph apply to only LAREDO personnel, or to USG personnel as well? As written, the paragraph uses verbiage that comes across as “personal services.”

These functions are implemented to fully support customer service and business administration requirements for Quality Assurance Support.

These services are official buisness and organizational driven, and not personal.

87 1.6.14.10 What functions/duties are associated with Branch Safety Monitor? Will be corrected in finalized PWS. This task was removed.

88 1.6.14.20 Will the QA ESD task require maintenance, calibration or testing of existing ESD equipment at AFRL?

This is referenced in the AFRLI 21-101. No, with the exception of annual ESD station inspections.

89 1.6.15.3 This requirement is ambiguous. What is the intent of the paragraph in reference to “spot checking” the VCO program?

This task was removed as redundant. Will be corrected in finalized PWS.

90 1.6.15.15 The wash rack at AFRL is currently inoperative. The wash rack must have an approved oil/water separator installed through the installation and must have a waste water discharge permit. Will this be done before

LAREDO?

Unknown at this time.

91 1.7 Please clarify the discrepancy between the number “12” and the word “eleven.”

Please see Question/Answer #6 above with regards to FTEs.

92 1.8.1.4 Where is the Unit Records Professional called out as a function in the

PWS?

Will be corrected in finalized PWS. The change in verbiage from Records Manager to Unit Records Professional was based on an AFI change.

93 1.11.2 – 1.11.2.2 This wording is unreasonable. The outgoing contractor is being asked to train the incoming contractor, allow their current workforce to be interviewed, yet still perform all the duties of the LAREDO PWS. Training and interviews will necessarily distract from daily routines or requirements and, therefore, some provision for these added outgoing requirements should be allowed.

This is a new requirement for AFRL. The government expects contractors to propose accordingly.

LAREDO FA9300-19-R-0003 Sources Sought/RFI#1 Questions Answers #1 Page 1 of 5

94 2.2 SS#1: Please explain the rating criteria on SS#1 with regards to the percentages shown and the satisfactory rating equal to 45 days. Do the very good or exceptional ratings correspond to getting excess equipment turned in earlier than 45 days? If so, how do those early turn-in days equate to percentages?

SS's will be updated in finalized PWS. Changed Rating Criteria to match requirement.

95 2.2 SS#2: This form of question applies to SS#2 as well. What do the percentages apply to with regards to excess ADPA turn-ins?

SS's will be updated in finalized PWS. Changed Rating Criteria to match requirement.

96 2.2 SS#4: The ratings criteria do not appear to logically define how the contractor will be graded. Notice that for both 0 completed inspections, there are both a marginal and unsatisfactory rating.

SS's will be updated in finalized PWS. Changed Rating Criteria to match requirement.

97 2.2 SS#12, 14, 15 and 16: Missing rating criteria. SS's will be updated in finalized PWS. Changed Rating Criteria to match requirement.

98 2.2 SS#17: Consider breaking this SS up so that one portion captures the Safety and Security Inspections, and the other portion captures the Contractor’s Health and Safety Plan. Also, the ratings criteria references “PT,” which is not understood in this context.

Done. SS's will be updated in finalized PWS.

99 2.2 SS#18: The rating criteria does not make sense relative to the performance objective.

SS's will be updated in finalized PWS. Changed Rating Criteria to match requirement.

100 2.4.2 Suggest that the timeframe for correction of customer complaint be changed from 2 hours to such working as to allow for end of day or end of week notification of the complaint. Perhaps making the correction time one business day satisfies this problem.

Will be updated in revised PWS. Changed to "NLT next Business day after validation"

101 3.1 Government furnished training: CPR/First Aid and Filtering Face Piece Training (provided by the shop per HAZCOM requirements) might need to be added to the list provided in the PWS? Also, what about computer-based trainings like Emergency Management Training and Records Management Training? These are part of the training regime and may need to be added to the provided list.

Commercially available training shall be completed at contractor's expense and should be proposed as such.

102 4.1 The duty hours shown in the PWS in this paragraph are not consistent with the duty hours shown on Chart 46 of the Industry Day presentation.

Which one is correct?

This will be updated in the finalized PWS. The contractor shall perform the services required under this contract generally during the following hours unless otherwise authorized in writing by the COR PWS: 0730- 1600 Monday thru Friday except Federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings.

For any work performed beyond 0600-1800 Monday Thru Friday, the Contractor will follow local policy for self-registration.

103 4.2.1 The intent of the requirement to have either the CM or alternate available within two hours to respond to a problem by “meet[ing] on the installation” effectively requires the CM and alternate to be “on call” employees. This requirement seems onerous and will add cost to the contract unnecessarily and may negatively impact the contractor’s ability to attract and retain critical personnel. Exquadrum would like to suggest that a response of the type desired in this paragraph be mitigated by 1) establishing an operational communication system that alerts the LAREDO contractor of afterhours work such that provisions can be made to allow for reasonable contractor responsiveness, and 2) that a telephonic meeting be used to assess the problem area initially before requiring LAREDO personnel to travel to the site.

This will be updated in the finalized PWS. The intent of this requirement is to have a CM or alternate available during duty hours. If neither the CM or alternate is on-site during duty hours, they would be required to be on-site within 2 hrs. There is no on-call requirement during non-duty hours.

104 4.8.1 How many days before contract award is the contractor required to submit the Safety and Health Plan?
