This is a Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the Department of Defense, Air Force (FA9101 AEDC PKP PROCRMNT BR) for a Pitch System Upgrade. The solicitation is designated as a small business set-aside with a firm-fixed-price pricing arrangement. The offer due date is November 6, 2026 at 10:00 AM local time.
The procurement encompasses three phases of work: Phase 1 (Pitch System Upgrade), Phase 2 (Manufacturing, Test, Delivery), and Phase 3 (Disassembly, Installation, Start-Up, Commissioning), each valued as a separate line item with quantities of one unit each. All deliverables are priced on a firm-fixed-price basis with Product Service Code 4320. The delivery location is F1EGDT (AF BPN NO MLSBLS PROC CP9314543110, 10905 New Hampshire Avenue, Silver Spring, MD 20903-1050), with a 48-week delivery schedule from the date of award. Inspection and acceptance occur at both the destination and contractor location, with specific contact information provided for the contracting officer. Evaluation will be based on three factors in descending order of importance: Technical Capability (Acceptable/Unacceptable rating requiring a Contractor Statement of Work), Past Performance (relevant experience with similar hydraulic systems), and Price (reasonableness assessment). Only quotations rated Acceptable on Technical Capability advance to evaluation of Past Performance and Price, which are weighted approximately equally.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
(a) Evaluation factors. The Government will award a single firm-fixed-price purchase order to the responsible small business quoter whose quotation conforms to the solicitation and is determined to be most advantageous to the Government, price and other factors considered.
The evaluation factors, listed in descending order of importance, are:
(1) Technical Capability. Quotations will be evaluated on an Acceptable/Unacceptable basis. Each quoter shall submit a Contractor Statement of Work (CSOW) describing its approach to meet the S00 requirements, including technical approach, schedule, testing, installation, commissioning, and quality control. A quotation will be rated Acceptable when the CSOW demonstrates the quoter's ability to meet all material S00 requirements.
(2) Past Performance. The Government will evaluate the relevance and quality of the quoter's past performance on similar hydraulic-system design, fabrication, testing, installation, and commissioning efforts. Quoters shall provide prior-project examples demonstrating experience with hydraulic systems of similar scope, complexity, and performance requirements. The Government may review CPARS and other relevant sources.
(3) Price. Price will be evaluated for reasonableness.
Only quotations rated Acceptable under Technical Capability will be evaluated under Past Performance and Price. Past Performance is approximately equal to Price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The
Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
