About this file
This is a Determination & Findings (D&F) document authorizing a single-source procurement for commercial avionics equipment. The 746th Test Squadron at Holloman Air Force Base, New Mexico, seeks to procure commercial avionics converter appliances and associated interface cables manufactured by Alta Data Technologies LLC, valued at $30,998.00, to support the Ultra High Accuracy Reference System (UHARS) and Data Acquisition Systems (DAS). The procurement is justified under RFO 12.102(a) as a commercial product single-source acquisition and RFO 11.204(a)(2)(ii) as a brand-name requirement.
The contracting officer determined that only Alta Data Technologies' products meet the government's requirements due to three critical factors: technical compatibility with the existing 746 TS UHARS and flight DAS test benches engineered around Alta's proprietary real-time protocol bridging architecture, software APIs, and physical cable pinouts; cost and schedule impact, as procuring alternative brands would require re-engineering aircraft cable harnesses, rewriting validated telemetry software, and recertifying test racks, causing an estimated schedule delay exceeding six months and over $120,000 in non-recurring engineering costs, which is unjustifiable for an acquisition under $35,000; and governing authority under RFO 12.102 and RFO 12.201-1. The determination was approved and digitally signed by Mikayla Roland, Contracting Officer (NH-03), on October 27, 2026.

2. Nature and/or Description of the Action: $30,998.00
The 704th Test Group / 746th Test Squadron (746 TS), Holloman AFB, New Mexico, requires commercial avionics converter appliances and associated interface cables manufactured by Alta Data Technologies LLC (Alta dt) to support the Ultra High Accuracy Reference System (UHARS) and Data Acquisition Systems (DAS).
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
In accordance with (IAW) RFO 12.102 / RFO 6.103, restricting competition to a specific commercial brand name requires documenting why only the specified item meets Government requirements.
· Technical Compatibility: The 746 TS UHARS and flight DAS test benches are engineered around Alta Data Technologies' proprietary real-time protocol bridging architecture, software APIs, and physical cable pinouts.
· Cost & Schedule Impact: Procuring an alternative brand would require re-engineering aircraft cable harnesses, rewriting validated telemetry software, and recertifying test racks. This would cause an estimated schedule delay exceeding six months and over $120,000 in non-recurring engineering (NRE) costs --unjustifiable for an acquisition valued under $35,000.
· Governing Authority: Justified under RFO 12.102 and RFO 12.201-1 as a commercial brand-name requirement, only Alta Data Technologies appliances can satisfy the mission requirement.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
