Large Test Vehicle Replacement Generator Installation – Statement of Work

This Statement of Work specifies the installation of a new government-furnished generator (Model S10020T4) into the 746th Test Squadron's Large Test Vehicle (LTV) at Holloman Air Force Base, New Mexico. The contractor must design and fabricate a custom heavy-duty slide-out shelf rated to support 1,462 pounds (the 1,169-pound generator plus 25% safety margin) in both closed and fully extended positions, with locking mechanisms to prevent unintentional opening. The slide-out drawer must extend a minimum of 100% of the generator depth to provide unobstructed access to all maintenance panels. The contractor must also fabricate and install a locking door with hinges that maintain an upright position during maintenance, meeting an Ingress Protection rating of at least IP66 to protect against dust and water jets. The generator installation must comply with OEM manuals and instructions, with all wiring properly routed and secured, and fuel and exhaust lines maintaining a minimum 6-inch clearance from heat sources or appropriate heat-shielding. The existing LTV cubby (31" W x 31.5" H x 54.5" L) is smaller than the new generator (28.77" H x 24.50" W x 58.18" L), so the contractor is responsible for modifying and expanding the vehicle cutout as necessary.

Work shall be performed in two phases: Phase 1 requires completion of off-site fabrication and preparation within 45 days of order receipt, with notification to the Government Technical Point of Contact upon completion; Phase 2 requires on-site installation and delivery within 30 days of vehicle receipt. The contractor must provide a CDL-licensed driver to transport the LTV to and from 1644 Vandergrift Road, Holloman AFB, NM 88330, unless the optional on-site performance option is selected, which requires security clearance coordination and compliance with base safety and environmental regulations. Upon delivery, the generator must start and run for a minimum of 60 minutes under 75% simulated maximum load without overheating or faulting. All newly fabricated components and modified vehicle areas must be painted to match the existing vehicle color. The contractor shall provide a minimum one-year warranty on all workmanship and contractor-supplied components, along with operational and maintenance manuals for newly installed hardware. All unused parts and the old generator must be returned to the 746th Test Squadron.

Large Test Vehicle Replacement Generator Installation

Statement of Work

746th Test Squadron

14 April 2026

1.0 PURPOSE

The purpose of this Statement of Work is to contract the installation of a new, government-furnished generator into the 746th Test Squadron's (746 TS) Large Test Vehicle (LTV). This work shall include the custom fabrication and installation of a heavy-duty slide-out shelf and a weather-resistant enclosure for the generator. The primary objective is to restore the LTV to full operational capability and improve long-term serviceability and maintenance access to its onboard power system.

2.0 SCOPE

The Contractor shall deliver the Large Test Vehicle with the new generator installed on a slide out shelf:

2.1.0 Equipment Specifications

The Contractor must utilize the following dimensions and weight to engineer the custom slide-out drawer and weatherproof enclosure.

• New Generator (Model S10020T4): 28.77” H x 24.50” W x 58.18” L.

• New Generator Weight: 1,169 lbs.

• Existing LTV Cubby Dimensions: 31” W x 31 1/2” H x 54 1/2” L.

• Note: As the existing cubby is smaller than the new generator, the Contractor is responsible for modifying and expanding the vehicle cutout as necessary to accommodate the new equipment and ensure proper clearances.

2.1 Physical requirements

2.1.1 A slide out drawer will be installed for generator to sit on

2.1.1.1 Slide out drawer shall be rated to support a minimum of 1,462 lbs. (the 1,169 lb. generator plus a 25% safety margin), both in the closed position and when fully extended.

2.1.1.2 Slide out drawer will have locking mechanisms to prevent drawer from opening unintentionally

2.1.1.3 The slide-out drawer must extend a minimum of 100% of the generator depth from the vehicle frame to ensure unobstructed access to all maintenance panels and service points.

2.1.1.4 The new generator will fit completely inside the Large Test Vehicle when installed on the slide out drawer

2.1.2 A locking door will be installed to enclose space where generator is housed

2.1.2.1 The door will have hinges that keep door in upright position for generator maintenance

2.1.2.2 The door seal must meet an Ingress Protection (IP) rating of at least IP66 to protect against dust and low-pressure water jets.

2.1.2.3 The door will have a lock that will be able to secure door when in the down/closed position

2.1.3 Generator will be installed completely

2.1.3.1 All wiring shall be properly routed, secured in a loom, and protected from chafing. All fuel and exhaust lines must maintain a minimum clearance of 6 inches from heat sources or be appropriately heat-shielded.

2.1.3.2 Generator will be installed IAW OEM manuals and instructions

2.2 Operational requirements

2.2.1 The contractor will have a driver with a CDL to pick up and return the Large Test Vehicle to 1644 Vandergrift Road, Holloman AFB, NM 88330

2.2.2 Upon delivery, the generator must start and run for a minimum of 60 minutes under a simulated load of 75% of max output without overheating or faulting.

2.2.3 Any parts not used will be returned to the 746th Test Squadron

2.2.4 The old generator will be returned to the 746th Test Squadron

2.3 Place of Performance

2.3.1 Primary Place of Performance (Off-Site)

The primary place of performance shall be the contractor's facility. Work performed off-site shall adhere to all requirements outlined in this SOW, including the requirement in section 2.2.1 for the contractor to provide a properly licensed driver to transport the LTV to and from Holloman AFB.

2.3.2 Optional Place of Performance (On-Site at Holloman AFB)

2.3.2.1 The Government may, at its discretion, approve the contractor's request to perform all installation work on-site at Holloman AFB. Should this option be exercised, the following conditions shall apply:

2.3.2.1.1 The Government will provide a designated workspace for the duration of the installation period.

The contractor shall be responsible for verifying the adequacy of the site prior to commencing work.

2.3.2.1.2 The contractor shall be responsible for transporting all necessary tools, equipment, and materials to the on-site workspace.

2.3.2.1.3 All contractor personnel must successfully complete all required security vetting for base access in accordance with Holloman AFB installation security policies. The contractor is responsible for coordinating badging and access for all its employees and subcontractors.

2.3.2.1.4 The contractor shall comply with all Holloman AFB safety, environmental, and facility regulations.
