About this file
This is a Questions and Answers document for Air Force contract opportunity FA9101-26-Q-B061 concerning the procurement of helium gas with delivery to Holloman Air Force Base, New Mexico.
The requirement involves two separate deliveries of at least 36,666 cubic feet of helium each (minimum total 73,332 cubic feet), with allowance for quantities to exceed these minimums to accommodate standard pack capacities. The helium must meet industrial-grade specifications at 95% purity or above and must be dry with humidity under 10%. Delivery will be made to 1521 Test Track Road, Building 1625, Holloman AFB, NM 88330. The Government will issue separate pickup notices for each delivery, and rental charges will cease when the pickup notice is issued. Both trailer-mounted and palletized/skidded pack configurations are acceptable, provided palletized packs accommodate a 10,000-pound maximum weight capacity for the Government's forklift. Vendors may propose the manifold connection type and outlet standard, provided they notify the Government 45 calendar days before the first delivery. No site-specific storage or anchoring requirements apply. For pricing, offerors should submit a single firm-fixed price but are encouraged to provide supporting breakouts for helium, pack/trailer rental, delivery/freight, hazmat or fuel charges, and pickup/removal to facilitate the Government's assessment of technical acceptability and price reasonableness. The only required documentation is a Bill of Lading upon delivery.

FA9101-26-Q-B061 Q&A V1
1. Delivery address: Section 2.1.4 of Attachment 1 lists ZIP code 88330, while Sections 4.0 and 5.2 list ZIP code 88310. Please confirm the correct delivery address and ZIP code.
1521 Test Track Rd., Bldg 1625, Holloman AFB, NM 88330
2. Quantity and deliveries: Please confirm that the requirement is for two separate deliveries of at least 36,666 cubic feet each, for a minimum total of 73,332 cubic feet, and advise whether each delivery may exceed 36,666 cubic feet when necessary to match standard pack capacities.
Yes, two separate deliveries of at least 36,666. Yes, it may exceed to match standard pack capacities.
3. Helium specification: Is industrial-grade helium at 95% purity or above acceptable, or is a specific grade, certificate of analysis, or other purity documentation required?
95% purity or above is acceptable. It does need to be dry though (humidity under 10%).
4. Pack configuration and handling: Are trailer-mounted packs and palletized/skidded packs equally acceptable? For palletized/skidded packs, what forklift capacity, pack dimensions, maximum weight, unloading method, or site limitations must be accommodated?
Palletized/skidded packs, if used, need to accommodate our 10k forklift (max weight is 10,000lbs)
5. Manifold connection: Please provide the required connection type, outlet standard, operating pressure, hose/regulator requirements, and any Government interface specifications. If the vendor may propose the connection, please confirm that notification 45 calendar days before the first delivery is sufficient.
Vendor may propose the connection and needs to notify the Government 45 days before the first delivery.
6. Outdoor storage and site requirements: Are there site-specific requirements for pad placement, anchoring, clearances, security, weather protection, or Government-furnished unloading/access equipment?
We do not have any storage or site requirements.
7. Pickup and rental charges: Please clarify when equipment rental charges stop—when the Government issues the pickup notice, when the 14-day pickup window expires, or when the equipment is physically removed. Please also confirm whether a separate pickup notice will be issued for each delivery.
If these are my options, I would prefer to have rental charges stop when the Government issues the pickup notice. Yes, a separate pickup notice will be issued for each delivery.
8. Pricing format: Although the solicitation requests a single firm-fixed price, should offerors provide a supporting breakout for helium, pack/trailer rental, delivery/freight, hazmat or fuel charges, and pickup/removal?
More information is better as it allows the Government to determine technical acceptability and price reasonableness.
9. Technical documentation: Should SDS, product literature, DOT inspection records, hydrostatic-test information, trailer inspection documentation, and any special permits be submitted with the quote or provided before delivery?
The only documentation we need is a Bill of Lading upon delivery.
