About this file

This is a Statement of Work for the provision of industrial-grade helium in modular cylinder packs to support mission-critical testing at the Holloman High Speed Test Track for the 846th Test Squadron, U.S. Air Force.

The contractor must provide and deliver a minimum total of 73,332 cubic feet of industrial-grade helium with 95% or above purity, configured in modular packs suitable for either trailer-mounted or palletized/skidded handling methods compatible with standard forklift operations. All equipment must be suitable for unprotected outdoor storage and include immediate accessibility of manifold valves for operational use. The contractor shall formally notify the Government of the valve connection type no later than 45 calendar days prior to the first scheduled delivery. All equipment and deliveries must comply with current Department of Transportation (DOT) regulations for Class 2.2 Non-Flammable Gases, including proper hazard placarding, valid DOT cylinder hydrostatic test dates, current trailer license plates (if applicable), and valid DOT annual inspections. The contractor must provide a Safety Data Sheet prior to or upon first delivery and ensure delivery drivers possess proper commercial licensing and HAZMAT endorsements to pass through the installation's Commercial Vehicles Inspection gate. Two separate deliveries are required: the first delivery of at least 36,666 cubic feet on or before 7 October 2026, and the second delivery of at least 36,666 cubic feet on or before 10 February 2027, both to 1521 Test Track Road, Building 1625, Holloman Air Force Base, New Mexico 88330. The contractor must also pick up equipment within 14 days of Government notification following mission completion, anticipated for November 2026 and March 2027. All rental and lease fees for equipment must be included in the unit price for the duration of the testing windows, with the Government not liable for rental fees incurred after the 14-day notification window for pickup has been initiated.

Statement of Work

Helium Cylinder Packs

For

846th Test Squadron

1 June 2026

1.0 PURPOSE

The 846th Test Squadron (846 TS) requires a commercial vendor to provide industrial-grade helium in modular cylinder packs to support mission-critical testing at the Holloman High Speed

Test Track (HHSTT). Due to the modular nature of current test parameters, the Government requires portable, trailer-mounted or palletized helium packs rather than bulk storage. This requirement includes the delivery of the cylinder packs on two separate dates to accommodate the operational schedule, as well as the pickup of the equipment upon mission completion.

2.0 SCOPE

The contractor shall provide and transport enough packs to meet the following requirements:

2.1 Compressed Helium Cylinder Packs:

2.1.1 Quantity & Product: The Contractor shall provide packs for a minimum total of

73,332 cubic feet of industrial-grade helium with a purity of 95% or above.

2.1.2 Packaging & Handling: The helium must be supplied in modular packs that are configured for one of the following handling methods:

• Option A (Trailer-Mounted): Packs securely mounted on a road-ready trailer.

The trailer design must keep the configurations unified and allow for safe movement and positioning by Government personnel.

• Option B (Palletized/Skidded): Packs securely mounted on heavy-duty pallets, metal skids, or modular cradles fully compatible with standard forklift operations to allow for safe unloading, movement, and positioning by

Government personnel.

Regardless of the selected configuration, the design must ensure immediate accessibility for operation use (manifold valves). All provided equipment – including trailers, pallets, cylinders, manifolds, and valves – must be suitable for unprotected outdoor storage for the duration of the contract.

Valve Connection Notification: The Contractor shall formally notify the Government what the connection type the packs will be configured with no later than 45 calendar days prior to the first scheduled delivery.

2.1.3 Compliance & Safety: All equipment and deliveries must comply with current

Department of Transportation (DOT) regulations for the transport of Class 2.2 Non-

Flammable Gases. This includes proper hazard placarding, clear labeling, valid DOT cylinder hydrostatic test dates. If utilizing the trailer-mounted option, the Contractor shall ensure all trailers have current trailer license plates and a valid DOT annual inspection. All DOT Special Permits required for transport must remain valid throughout the contract period. The Contractor shall provide a Safety Data Sheet

(SDS) to the Government point of contact prior to or upon the first delivery.

2.1.4 Delivery Schedule & Location: The Contractor shall deliver the helium to 1521 Test

Track Rd, Bldg 1625, Holloman AFB, NM, 88330 according to the following schedule:

2.1.4.1 Delivery 1: Packs containing a minimum total of 36,666 cubic feet of industrial-grade helium delivered on or before 7 October 2026.

2.1.4.2 Delivery 2: Packs containing a minimum total of 36,666 cubic feet of industrial-grade helium delivered on or before 10 February 2027.

2.1.5 Base Access: The Contractor is responsible for ensuring delivery drivers possess the proper commercial licensing, HAZMAT endorsements, and documentation required to pass through the installation’s Commercial Vehicles Inspection gate.

2.1.6 Pick-up and Return: Upon completion of the operational testing, anticipated to be in

November 2026 for the first test and March 2027 for the second test, the government will notify the Contractor for equipment removal. The contractor shall include all rental/lease fees for the equipment in the unit price for the duration of the testing windows. The Government shall not be liable for rental fees incurred after the 14-day notification window for pick-up has been initiated.

3.0 MILESTONES

The contractor shall deliver the Safety Data Sheet (SDS) for industrial-grade helium (Class 2.2) prior to or upon the first delivery. The contractor shall provide two (2) deliveries of helium. The first delivery of initial packs shall be on or before 7 October 2026 and the second delivery of packs shall be on or before 10 February 2027. The contractor shall pick up packs at the conclusion of each mission within 14 days of Government notification.

4.0 DELIVERABLES

The contractor shall deliver the helium packs to the 846 Test Squadron, Attn: Issac Portillo at

1521 Test Track Road, Building 1625, Holloman Air Force Base, New Mexico 88310.
