About this file
This document is a Single Source Justification (Simplified Acquisition) for the Contraves Model 445 120-inch Air Bearing Centrifuge at the Arnold Air Force Base. The centrifuge is a one-of-a-kind piece of equipment valued between $75-100 million that is crucial for inertial testing. After experiencing water intrusion, the government needs to have Acutronic USA Inc., the only company with previous experience and knowledge of the machine, evaluate and assess the centrifuge as soon as possible. The justification notes that Acutronic owns the intellectual property and is unwilling to share it, so no other companies are able to service the centrifuge. The contract is estimated to cost $22,239. The related federal contract opportunity is a Special Notice for a Notice of Intent to Sole Source Acutronic USA Inc.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: PZI (Arnold) OL Holloman
Project/Program Name: Contraves Centrifuge Evaluation
Purchase Request / Local ID Number: TBD
Estimated Contract Cost (including Options): $22,239.00
Section B: Description of the Supplies/Services Required
Expertise evaluation and assessment of the Contraves Model 445 120-inch Air Bearing Centrifuge after it experienced a significant water intrusion.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Contraves Model 445 120-inch Air Bearing Centrifuge is the only precision centrifuge with the capability to perform test item alignments quickly and counter rotate the test item at each g level so the test item stays oriented in the same direction. It is a one-of-a-kind and crucial 746TS asset for inertial testing: measuring over 20ft in length, capable of spinning 100lb payload to 50g, rests on an approximately 900 sq ft isolated pier, and has an approximate replacement value somewhere between $75M- $100M. There is a need to have it operational as soon as possible for potential Inertial testing in the following year. There are only two companies (Acutronic & Ideal Aerospace) in the country that manufacture and do maintenance on test beds customized for Inertial testing. Ideal Aerospace has familiarity with most 2 axis and 3 axis test platforms but not direct familiarity with our large and custom Model 445 120-inch Air Bearing Centrifuge. Acutronic is the only company with previous experience and knowledge of the machine.
Acutronic also owns the intellectual property related to this machine and is unwilling to share it with any other company.
If the government is unable to award directly to Acutronic, it would cost ~100M to replace the machine that could be serviced by another company.
Section D: Efforts to Obtain Competition
Researched alternate centrifuge companies, but all manufacturer centrifuges focused on a smaller scale for medical, science, food and biofuels. They primarily have expertise in single axis centrifuges used for separation and mixing of liquids, whereas a test centrifuge focuses on three axis used for velocity and g force of physical items.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This is the first request for this specific service for the 746TS 120-inch centrifuge since it was built in 1980. As a new roof was being installed, unexpected rains drenched the unique test platform. Currently, the new roof is installed to eliminate the same future concerns.
