Questions and Answers – FA9101-21-Q-0049 Axial Compressor Blades

Q1: What material and quantity are you looking to have the vanes produced with?

A1: Blade material is specified in SOW Section 3.2. Blade quanity is specifed in SOW section 3.4.

Q2: Section 3.1.2 of the RFQ states the work must be done in a ISO 9001 certified shop. Our manufacturer is presently in the process of ISO 9001 certification, expecting to complete the process in approximately three (3) months. Would we be qualified to bid on this project if ISO 9001 certification is complete in approximately three months? Also, since drawings are already provided, please confirm if there is a need to reproduce the drawings as per Section 1.3.A.

A2: Offeror must demonstrate ISO 9001 certification of offeror, subcontractor, or joint venture team member who will perform fabrication of the rotor blades. Please see technical evaluation factors in the Combo/Synopsis Solicitation. Demonstration of the ISO 9001 certification must be included along with submission of quote.

Q3: In regards to the RFQ requirements. It does not specifically say the blades must be machined from forgings, but it does mention testing of and experience with forgings.

We are experienced with forgings, but machine similar axial compressor blades, of similar size, from 403 bar material, on a daily basis.

In addition to that being industry standard practice, it has significant cost savings by not having to develop forge tooling (dies). Additionally with current forge lead times, the 11 months delivery using forgings may be tight.

Can you advise if blades machined from 403 stainless steel bar is acceptable?

If it is not, it will be difficult to solicit forging quotes from vendors within the allotted time, which also includes a holiday. Forge shops typically are slow responses.

Can the submittal date be pushed back? (suggest 2 weeks)

A3: Blades must be made from forgings. Please see SOW Section 1.2.1, 2.2.1, 3.2, 3.2.6. 403 stainless steel bar is not acceptable. See SOW Section 3.2 for material. Unfortunatly we do not have the time to push the due date by 2 weeks.
