FA9101-21-Q-0049, Axial Flow Compressor Blades RFQ

This is a Request for Quote (RFQ) and the solicitation number for this requirement is FA9101-21-

Q-0049.

This is a combined synopsis/solicitation for the purchase of commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotes are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2020-06 effective 05 Jun 2020, Defense Federal Acquisition Regulation

Supplement DPN 2020065 effective 05 Jun 2020, and Air Force Federal Acquisition Regulation

Supplement AFAC 2019-1001 effective 1 October 2019.

The following provisions are applicable to this solicitation:

RERESENTATIONS AND CERTIFICATIONS: Quoters are to include a completed copy of the

FAR provision 52.212-3, Offeror Representations and Certifications, with the quote, or confirmation that they are current and complete via the SAM website. Also, Quoters are required to include a completed copy of FAR 52.204-24, Representation Regarding Certain Telecommunications and

Video Surveillance Services or Equipment with their quote. Quotes that are not accompanied by the completed representation at FAR 52.204-24 may not be elgible for award. To complete the representation at FAR 52.204-24, please complete the attachment titled “FAR 52.204-24

Representation” by checking the applicable boxes, and signing at the bottom in the white area.

The North American Industry Classification System code (NAICS) is 333912 Air and Gas

Compressor Manufacturing, with a Small Business Size Standard of 1000 employees. The

Product Service Code (PSC) is 4310, Compressors and Vacuum Pumps.

DESCRIPTION: The Contractor shall supply all equipment, labor, materials, and transportation nessecary to fabricate, machine, clean, inspect, and deliver one (1) complete set of rotor blades including nuts, washers, etc in accordance with (IAW) the attached statement of work (SOW).

The set consists of (419) rotor blades, (419) rotor blade nuts, and (1,676) rotor blade washers.

Final acceptance testing will be by the Government at AEDC.

SET-ASIDE: This acquisition will utilize full and open competition.

DELIVERY DATE: The products in the SOW shall be delivered to AEDC Arnold AFB, TN no later than eleven (11) months after receipt of order (MARO).

BASIS FOR AWARD: The Government will award a single firm-fixed-priced (FFP) contract resulting from this request. The award will go to the responsible quoter, whose quote conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

FAR 52.212-2 Evaluation-Commercial Items shall apply to this solicitation.

The following factors shall be used to evaluate quotes: Price and Technical acceptability; these factors will be utilized in a Lowest Price Technically Acceptable (LPTA) selection process.

Among those quoters who are determined to be technically acceptable, award will be made to the quoter having the lowest price. Quoters are reminded that the Government will only evaluate one quote from each quoter. Award will be made to the responsible quoter whose quote is technically acceptable, conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and provides the best value to the Government based on the results of the evaluation described in this attachment. The Government intends to make the award without discussions.

Quoters shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Oct

2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows:

(a) The Government will award a purchase order contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate quotes: price and technical acceptability.

Award will be made to the lowest price technically acceptable (LPTA) quote meeting or exceeding the acceptability standards identified below. The Government will evaluate quotes for award purposes based on the total quoted price for all contract line item numbers (CLINS). The lowest price quote will be evaluated first for technical acceptability. If the lowest price quote is found technically acceptable, evaluations stop and award is made to that quoter. If the lowest price quote is found to be technically unacceptable, the next lowest price quote is evaluated for technical acceptability. This process is followed until a quoter is found technically acceptable. The lowest priced quoter who is also technically acceptable is considered to be the best value to the

Government. Quotes not meeting the below standards may make the quote technically unacceptable and may not be eligible for further evaluation or award. Technical acceptability will be determined by a review, accomplished by the end-user, of the quoted items to ensure each item meets the requirements identified in the attached Statement of Work (SOW).

Technical Acceptability will be evaluated based on the following Technical Factors:

1) Offeror must demonstrate ISO 9001 certification of offeror, subcontractor, or joint venture team member who will perform fabrication of the rotor blades;

2) Offeror must demonstrate that personnel performing non-destructive testing have level II

NDT certification;

3) Offeror must provide a viable submittal schedule

4) Offeror must demonstrate past experince that is both relevant and recent. Relevant experenince is defined as experince that demonstrates fabrication, inspection, and testing of rotor blades, nuts, and washers; as well as experince in forging blades and performing non-destructive testing. Recent experince is defined as experience within the past ten

(10) years from date of this solicitation, and, or current on going experince.

DELIVERY LOCATION: Items will be FOB Destination to Arnold Engineering Development

Complex (AEDC) Arnold AFB, TN.

DEADLINES:

Questions and Answers: All questions are due, in writing, no later than 01 July 2021 at 12:00 PM

CST. They may be sent to the Contracting Specialist via email only. The Government will not respond to questions received after this date and time. The Government will post answers to the

FBO website within three (3) business days following receipt of questions.

Receipt of Quotes: Quotes are due 07 July 2021 at 12:00 PM CST. Quotes may be emailed to

Quotes received after this date and time may not be reviewed.

The quote must contain a single total price for all deliverables, that will become CLIN 0001 of the purchase order contract, if an award is made.

SAM/DUNS/WAWF: All quotes must list the DUNS number, CAGE code, and Federal TIN with

Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an quoter ineligible for award. Vendor must also be registered in Wide Area

Workflow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

By submission of an quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award

Management. If the Quoter does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Quoter. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Quoters who are not registered should consider applying for registration immediately upon receipt of this solicitation.

By submitting this quote, the quoter acknowledges receipt of all attachments, amendments, and changes for this RFP.
