About this file
This document contains questions and answers related to solicitation FA9101-21-Q-0013 for a 156-inch diameter steel flat-faced flanged butterfly valve assembly. The solicitation is seeking a replacement valve that will interface with the existing electric motor and gearbox actuator and controls. The current valve is manufactured by Henry Pratt Company and is made of carbon steel. Drawings have been provided of the existing valve and companion flanges. The delivery date for the new valve is flexible but no later than the end of April 2022. The existing gearbox is a GS-400 model and the mounting flange is an F16 size. Dimensions of the existing valve and required companion flanges are also provided. The federal agency involved is the Department of the Air Force Materiel Command Test Center for Arnold Engineering Development Complex.

Questions Answers
1 Who is the manufacturer of the current valve?
Henry Pratt Compnay was the original manufacturer of the current V71, designed in 1962.
2 Can you please provide Document 15571-20-001? In spec section 15571-20-0002 - 2.1.1., there is a reference to document 15571-21-001.
Document 15571-20-001 (SOW) has been provided by the AFPM and uploaded to solicitation attachments.

3 Can the OD dimension of the existing valve flange or mating flange be provided? Our drawings indicate that the current flanges have an OD of 172.5”
Spec. calls out AWWA C516 (Large AWWA butterfly standard), calls for carbon steel valve (no cast iron) - Assume the existing valve is carbon steel, but it is really low pressure - so not sure why they wouldn’t want to accept ductile iron - can you ask?
The vendor is correct that the existing valve is carbon steel. There are some reasons for this and why we are asking for it in the future installation. (1) Carbon steel allows welding directly to the valve if needed in the future. (2) Ductile iron tends to be more brittle. (3) Potential porosity issues exist with ductile iron
5 Do you know who the current brand is that you’re replacing ? The current brand we are replacing is Henry Pratt Company.
6 Checking back for details on the manufacturer (serial number as well) of the current valve.
Because of the age of the valve, we’re struggling to find a serial number because it is not documented on any of the Pratt drawings. Due to the confined space nature of this valve, it would be difficult to go into the pit and check the tag # which may not contain the serial number either. We have experience with Pratt (manufacturer) in the past and know they have lost most records of this sort as they have gone through multiple ownerships. Valves of this size are often custom-built so in order to be responsive we have provided the best information we have: "Pratt Order #": 3-2083 / Assembly No: 25- 10-30209
7 The delivery request is out 9 months……….is this a hard date or is there some flexibility in delivery ?
The delivery date is flexible by 2.5 - 3 months. The new valve would need to be delivered to AEDC by the end of Apr 2022.
Likely sources for this size valves would be substantially Chinese. Is that allowed?
Would have to consult with our Legal Team

Is the existing Gear Box GS-400 or GS-500? Per the spec – Section 3.4.1 and Appendix A, the Gear Box is GS-400
Please clarify whether the Mounting Flange is F14 or F16 Per the spec – Appendix C (AUMA cut sheet), the Mounting flange is F16
Please provide dimensions and details of the existing valve flanges and required companion flanges.
Existing flanges are custom flanges with O.D. of 157.25 in – we are asking the potential vendor to supply us with standard AWWA flanges.
Request a copy of dimensional drawing of existing valve. Having this information will help to develop the most competitive offering – without having to assume certain dimensions (Face to Face length, Flange Thickness, # of Bolt Holes, etc.), and adding costs for unknowns
Drawings have been supplied and are incuded in the attachments.
