PROPOSAL PREPARATION INSTRUCTIONS

LOW PRICE TECHNICALLY ACCEPTABLE

1. Technical Proposal:

(a) The Contractor shall submit a drawing or cut sheet of the proposed valves that includes nominal size, pressure rating, and materials used for fabrication.

(b) The Contractor shall indicate the valves are fabricated per the AWWA standard governing the size of the valve being supplied. (AWWA C504-15 for the 72 inch valve and AWWA C516-10 for the 78 inch valve).

(c) The Contractor shall indicate that a matching AWWA pipe flange and hardware is included and the material of construction of the flange.

(d) The Contractor shall include a detail of the valve seat with enough detail to demonstrate the valve seat is made of a synthetic compound, without retaining bolt penetrations, mechanically retained in the valve body with one-piece metal seat ring retainer and fully field adjustable, while in-line, without special tools.

EVALUATION FACTORS FOR AWARD

2. Technical Acceptability:

(a) The Government will evaluate the drawing or cut sheet to ensure that the nominal valve size, pressure rating, and materials are acceptable per the specification.

(b) The Government will evaluate the proposal to ensure the valves are fabricated per the appropriate AWWA standard (AWWA C504-15 for the 72 inch valve and AWWA C516-10 for the 78 inch valve).

(c) The Government will evaluate the proposal to ensure that a single mating flange is included with the proposal.

(d) The Government will evaluate the supplied detail of the seat to verify that it is made of a synthetic compound, without retaining bolt penetrations, mechanically retained in the valve body with one-piece metal seat ring retainer and fully field adjustable, while in-line, without special tools.
