This procurement action will provide for the purchase of one (1) 4 inch Mark VIII, Flowserve/Valtek, 900 CL, flow control valve for the multiple Outbleed Flow Control and Measurement Systems.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to the way in which AEDC engine test cells are frequently reconfigured for test customer needs, commonality of mechanical, electrical, and control interfaces is critical for a safe operating environment. Because of the limited space inside the test cell and the government's test customers needs, the valves need to be capable of passing high flows with a relatively small valve. Past experience has shown that a wye-pattern globe valve is the only style valve to acceptably meet this need. One of these valves, in particular, is limited by being placed under the C1 Test Cell floating platform. These valves are also procured with non-typical grayloc-style hubs instead of ANSI flanged ends as a requirement for quick configuration changes. Due to the extreme operating conditions and varying customer requirements, at times additional force is needed to drive the valves into position. The pneumatic cylinder actuator used allows muscle gas pressure up to 150 psig to be used. The more typical industrial diaphragm actuators are limited to 30 psig and become excessively large at these conditions.
As a summary, the following are the key technical requirements for these valve:
* Suitable for operation at extreme temperature and high pressure
* Accurate modulation / control
* High flow capacity in smaller valve size
* Very low leakage rates while maintaining operability with thermal cycling
* Compact size
* Sufficient actuator force in a compact space
* End connections able to be provided as hub-style
An added benefit would be commonality for maintenance, spare parts, installation, etc.
The valves now being sourced have won competitive bids repeatedly at AEDC. Two of the three valves are interchangeable with valve procured previously for J1, SL2 ,and SL3.
