Amendment 01
Questions and Answers
Solicitation No. FA9101-11-B-0007 Construct AMSC Classified Storage Facility
1.
XXXX Corporation is expert at the design, delivery, and installation of modular vault panel systems and the appropriate vault doors. My question in reviewing this project is why there are no allowances in the design to secure the contents using the GSA approved Class 5 Vault Door/s? Is the level of classified information at a level below the use of GSA approved security equipment at the Class 5 or Class 6 level?
A: Our designer confirmed that the solicited pre-fabricated classified storage building requires a GSA-approved Class 5 vault door. He reviewed your brochure and agreed that XXXX Corporation can meet the GSA-approved secure vault door. He also emphasized that the building requires meeting the tornado loading of 300 mph.
2.
The GSA Class 5 Vault Door is available as either a single leaf or a double leaf design. The doors attach using an adjustable flange. Walls thicker than 12" would require a special sized flange.
Please note GSA Class 5 Vault Doors are not designed to be exposed to the elements. These are not standard 3'0" - 7'0 doors. The clear opening is 40" W X 78" H.
The GSA Class 5 Vault Door features an emergency escape device. Also doors with no exterior hardware can be used to serve and emergency exits.
Will the drawings and specifications be modified? XXXX Corporation is expert at the supply, delivery, and installation of the GSA Class 5 Vault Door and also the GSA Modular Vault Panel system, Federal Specification AA-V-2737, which might be an option to secure areas within the tornado proof building.
A: The Construction Specification for Construct AMSC Classified Storage Facility that was attached to the Invitation for Bids (IFB) FA9101-11-B-0007 identifies the Government's requirement for this effort. Offerors are required to submit a bid to meet those requirements by 2:00 PM on 20 September 2011. At this time, the Government has not identified any changes to the specification. If changes are identified, they will be posted on the Federal Business Opportunities website for all vendors to review.
3.
Please provide site utility drawings or info regarding source of water for fire protection. Need the existing water mains to tap and flow test information. Please provide specifications or notes detailing fire protection requirements (densities, system types, etc.)
A: There will not be a fire suppression system for the AMSC classified Storage.
4.
I am looking at floor plan P. C3; what does the 3/8" furring channel attach to, and are they 16" oc or 24" oc. It looks as if they attach to the 4" columns. The wall would have no support from column to column. It looks like a 1-5/8" metal stud wall would be better. Please clarify?
A: The 3/8” furring strips are for sheet rock. The walls of the tornado-proof room are minimum ¼” thick. It is a steel box. The furring strips have nothing to do with the integrity of the building, only for sheet rock. The furring strips can be glued to the steel.
5.
Can you provide pictures of the panel for the building adjacent to Bldg 939?
A: See Question 12 6.
Is this building tornado proof?
A: Yes, Bldg 940 shall be tornado proof. Bldg 940 is the one that offerors are supplying.
7.
Who certifies the building? Will there be a special certification?
A: The certification shall be provided by the building manufacturer. See Spec. Section 13 34 31. One-year warranty is required for system components and 25-year building design life.
8. Will the cabinets be emptied before the contractor moves them?
A:
Yes
9. Who will kill the power?
A:
Government personnel shall coordinate this activity.
10. Will utilities be located for the contractor?
A:
Government personnel shall locate and mark untilities.
11. Can electrical devices and conduit be surface mounted on walls and ceilings?
A:
Yes
12. Will a picture of electrical panel “P1” be provided?
A:
No picture required. Refer to Panel Schedule Sht E6 (Existing and Modified Panel Schedule)
13. What heights are the Lektrievers? Are they all the same? (They come in several heights and the taller ones take longer to move than the shorter ones.)
A:
Larger Lektrievers are approximately 12’ tall; others are about 5’ tall.
14. They show the mobile (sliding) cabinets are to be cut down - do you have the particulars on that? I need to know how much smaller they need to be.
A:
The Lektrievers will not be smaller, so no cutting will be done.
15. Mechanical Room Question: Do you have any door or insulation specs?
A:
(1) Door: Pair of 3’0” x 7’-0” Standard Steel doors and frames conforming to Steel Door Institute A250.8 (Amweld Doors/Frames, Curries Company, General Products Co. or Approved Equal). Frame is 14-gauge minimum base metal thickness, knock down style, hardware reinforcement plates welded in place with frame silencers, Steel galvanized to ASTM A653 with baked primer. Door and frame must meet UFC 4-010-01-03 including Change I 22 January 2007 DOD minimum Anti-Terriorism Standard for Buildings. Doors are non-rated, heavy-duty 1-¾” thick, full flush, hollow steel construction (SDI A250.8 Grade I, Model 1) Polystyrlene foam core, rust inhibiting primer. Paint doors and frames to match exterior trim color.
Door hardware to include 3 hinges, 3 silencers, 1 weatherstripping, 1 kickplate and 1 door stop per door. Provide one lockset.
(2) Insulation: The insulation value should match what is specified for the tornado proof building: 2-inch thick insulation with R-value of 7.14 per inch thick.
16.
Are we to bid/figure all the concrete footings and slabs how ATA’s engineers have designed them? The Building Manufacturer will not issue their footing requirements unless they are awarded the job.
A:
No, you are not to bid based on concrete footings and slabs shown on the drawings. The contractor shall coordinate the footing requirements with the Building Manufacturer. That is plainly stated on Note 3 on DWG TYT34488.C3.
17.
Are we supposed to repair the ceilings in building 940 when we move the Lektrievers? If so, can you provide the ceiling specs?
A: Yes, replacement ceilings will closely match the existing drop ceilings. It is not Bldg 940, but Bldg 939 that repairs shall be made. There are no dropped ceilings in Bldg 940.
18.
Broom finish at the interior is not common practice. Is there any special reason to have broom finish at the interior of the building?
A: Interior floor should be smooth finish.
19. The drawing specified broom finish floor. Is there any plan to provide steel floor on the top of the concrete floor to provide smooth finish? If answer is yes, can you provide the specification/requirement of steel floor provision?
A: No steel plate. Interior floor should be smooth finish.
20.
Is there any plan to use this building as a shelter during incumbent weather?
A: No, this building will not be used for a shelter.
21.
Who is the “manufacturer's certified installers” for relocating the Lektrievers and Mobile Shelving?
A: The Government does not routinely refer anyone to a distributor. We suggest you search the Internet for Kardex distributors.
