About this file

This is a Request for Quote (RFQ) for a Metals Blanket Purchase Agreement (BPA) issued by the Department of the Air Force Test Center. The solicitation is a 100% small business set-aside seeking multiple vendors to supply nonferrous metals, with a NAICS code of 331491 and a small business size standard of 900 employees. The government intends to award up to five BPAs to vendors who are technically acceptable and provide the best value, based on two primary technical factors: metal availability and delivery capability within 60 days.

Vendors must submit quotes by 11 July 2025 at 10:00 a.m. MDT to brett.moore.6@us.af.mil, including an electronic quote, signed solicitation, completed Materials List, CAGE code, two-page capability statement, and optional past performance narrative. Evaluation will occur in stages: first assessing technical acceptability of metal availability and delivery, then reviewing relevant past performance. Individual purchases under the BPA will be limited to the Simplified Acquisition Threshold, with a five-year agreement duration. Vendors must be registered in the System for Award Management (SAM) and will be paid under NET 30 payment terms.

The North American Industry Classification System code (NAICS) is 331491, with a Small Business Size Standard of 900 employees, PSC: 9511. A firm-fixed price purchase order will be issued.

DESCRIPTION: See Atch 1 METALS BPA Requirements

SET-ASIDE: This acquisition is 100% small business set aside.

BASIS FOR AWARD: The Government will issue Blanket Purchase Agreement[s] resulting from this solicitation to the responsible vendors[s] whose quote conforms to the solicitation, purchase description, and will be most advantageous to the Government, technical and other factors considered. The vendor shall submit one (1) electronic copy of its quote. The vendor shall submit a signed copy of the solicitation. Vendor shall fill out the Appendix A Materials List (attachment to this solicitation) and state which metals are able to be provided by the Vendor and ability to deliver each of the metals within 60 days. Vendor’s CAGE code shall be provided with the proposal. The vendor shall describe its capabilities and experience relating to the below Technical Subfactors in a clear manner that excludes inconsistencies (2 pages max).

EVALUATION SEQUENCE AND PROGRESSION:

The Government intends to establish multiple BPAs with those vendors whose quotations provide the best value, considering non-price factors (price will be considered at the order level). Non-price factors include past performance and the vendor’s technical ability to support the Government’s ordering needs under a BPA structure.

The Government will first evaluate all quotes for technical acceptability using the two technical factors (Metal Availability and Delivery). Only quotes determined to be technically acceptable by meeting both technical factors will proceed to a past performance evaluation.

Quotes that fail to demonstrate technical acceptability in either or both technical factors will be deemed technically unacceptable and will not be evaluated further. No past performance evaluation will be conducted for technically unacceptable quotes.

TECHNICAL ACCEPTABILITY FACTORS

TECHNICAL FACTOR ONE – METAL AVAILABILITY

This Factor will be found acceptable if the vendor is able to demonstrate that they can supply some or all of the metals on the list.

TECHNICAL FACTOR TWO– DELIVERY

This Factor will be found acceptable if the vendor is able to demonstrate that they can deliver some or all of the metals within 60 days.

DETERMINATION OF TECHNICAL ACCEPTABILITY:

The Government will evaluate all quotes for technical acceptability based solely on the factors above. A quote will be determined technically acceptable only if it meets BOTH Technical Factor One (Metal Availability) AND Technical Factor Two (Delivery). Quotes failing to demonstrate capability in either factor will be deemed technically unacceptable and will not be considered for award. Technical acceptability will be determined based on the vendor's completed Appendix A Materials List and the vendor's capability statement (limited to 2 pages) demonstrating their ability to meet both technical factors.

PAST PERFORMANCE EVALUATION:

For quotes determined to be technically acceptable, the Government will then evaluate past performance as follows:

Relevancy Determination: Pieces of past performance will be first evaluated for relevancy. Past performance relevancy will be evaluated as either relevant or not relevant. Past performance will be considered relevant to the extent that it demonstrates:

• History of providing similar metals or materials as those listed in Appendix A

• History of supporting frequent purchases below the simplified acquisition threshold

•History of supporting purchases with similar delivery timeframes (within 60 days)

Quality Assessment: Only past performance determined to be relevant will then be evaluated for quality. The quality of past performance will be evaluated based on:

• Dependability as demonstrated by on-time delivery performance

• Accuracy of orders and compliance with specifications

• Responsiveness to Government requirements

• Quality of materials provided

Sources of past performance information may include, but are not limited to:

• Information provided in the vendor's capability statement

• Contractor Performance Assessment Reporting System (CPARS)

• Supplier Performance Risk System (SPRS)

• References from previous customers

• Other government databases

In accordance with FAR 13.303-2(b)(2), the Government will give preference to suppliers whose past performance has shown them to be dependable, who offer quality supplies at consistently lower prices, and who have provided numerous purchases at or below the simplified acquisition threshold.

Vendors without relevant past performance will be rated neither favorably nor unfavorably on this factor.

The Government will utilize the Supplier Performance Risk System (SPRS) and other relevant past performance databases to assess each vendor’s performance history. Vendors are encouraged to provide a Past Performance narrative (up to 1 page) highlighting these elements, along with up to two pieces of additional information (such as customer testimonials, performance recognition, or relevant contract information) if they believe their performance history is not fully reflected in

SPRS.

Blanket Purchase Agreements will be awarded up to five Vendors that are found technically acceptable and deemed to provide the best value to the government, based off of the vendor’s proposed technical acceptability and past performance as discussed above. At the Government’s discretion, the Government reserves the right to select five Vendors or less than five Vendors for the establishment of BPAs. BPA’s will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. All companies or individuals responding must be registered with the System for Award Management (SAM)

NOTE: Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Vendor that may address any aspect of the quote and may or may not be documented in real time.

The Government intends to make an award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the Vendors’ best terms.

However, the Government reserves the right to conduct interchanges, during the evaluation, if it is determined to be in the best interest of the Government. Vendor’s responses to interchanges will be considered in making the award selection decision. Interchanges may be conducted with one, some or all vendors as the Government is not required to conduct interchanges with any or all vendors responding to this combined synopsis solicitation.

I’m not sure why were talking about this again. There should be clear section with instructions and a clear section with evaluation criteria. This document is kinda bouncing back and forth without being percise on either one.
