15. PWS Section 5.4.2
What is meant by “Abbreviated monitoring report” for sites LF001 and FT002 (PWS Section 5.4.2)?
The term “abbreviated monitoring reports” has been removed from the PWS.
16. PWS Section 5.4.2
Can drummed investigative-derived waste (IDW) be temporarily staged in one centrally located accumulation point on Dobbins Air Reserve Base until pickup for offsite transport/disposal, or does the drummed IDW have to be temporarily stage at each site?
One centrally located accumulation point can be used unless the quantity of drums exceeds available space. The contractor will work with the on base personnel to determine the location of drums. If drums are not covered, they will need secondary containment. All drums generated must be disposed within 90 days of generation. If secondary containment is used, simple pallet-size secondary containment containers used with protective covering over the drums is sufficient.
17.
It is clear in the PWS that one annual GWS event will be completed. Are LUC inspections also limited to one annually, and if so, may the LUC inspections be completed concurrent with GWS?
Yes and yes
18.
1.0 Scope, 1.1 Introduction “Specifically, this PWS encompasses the full range of methods, technologies, and supporting activities necessary to perform: 1) long-term management of LUCs and groundwater monitoring wells, including performance of annual LUC inspections and repairs, well inspections, well repair, well redevelopment, well characterization, well abandonment.” The PWS is clear on the GWS activities, but not on the LUC inspections. Please provide an estimated number of wells that would need repaired, redeveloped, abandoned. Also, please provide additional information to allow for accurate costing of landfill CAP repair and signage repair/replacement.
Unknown since the Government has yet to receive the FY18 LTM Report. However, it is not anticipated that any signs are in need of repair, or any wells need redevelopment/repair. However, the contractor shall assume 1 sign will need to be replaced. The winning bidder will be informed of what sign needs to be replaced during the project kick-off meeting.
19.
Section 4.1 Post Award Meeting/Teleconference: Must the contractor be present at Dobbins for the kickoff meeting or will a remote teleconference be acceptable?
Teleconference is acceptable
20.
Section 4.2 Progress Meetings: If only 1 annual LUC inspection/GWS event is required, is there a need for 6 progress meetings?
Dobbins ARB would prefer monthly progress meetings be performed until the onsite work is completed. Progress meetings may be performed via teleconference. Therefore, the number of progress meetings proposed shall be based on the completion of field activities. The Contractor shall assume each progress meeting will be no longer than 30 minutes in length.

The PWS has been revised

21.
Section 4.7 CPSMR: If only 1 annual LUC inspection/GWS event is required, is there a need for 12 monthly CPSMRs?
The Period of Performance of this contract is 12 months. Therefore, preparation and submittal of monthly CPSMRs are required until the end of the project
22.
For past GWS events, was the IDW groundwater classified and disposed of as Non-Hazardous?
Analytical sampling of the IDW generated from past GWS events has resulted in IDW classification and disposal as NON HAZARDOUS WASTE. However, all IDW must be properly sampled and characterized prior to disposal.

Could we please be provided with the most recent five Annual Long-Term Management Reports, so that we have access to the following:

1. Site locations

2. Monitoring well locations

3. Recent levels of effort for well redevelopment requirements

4. Identification of well characterization data gaps

5. Typical low-flow purging parameters and lengths of time to stabilize

6. Identification of any monitoring wells that often have poor yield or run dry

7. Recent levels of effort for signage, fencing, and monitoring well repairs 2017 LTM Report is on the Air Force AR, as are other prior reports. The 2018 LTM report has not been provided to the GOV yet.

The Contractor is expected to develop and determine all information on their own using historical documents, and additional data that may become available to the GOV.

A well location map is provided in the appendices of the Second Five-Year Review Report available on the Air Force Administrative Record (AR#0201) Parts 1 and 2 of The Final 2017 LTM Report and the 2012 LTM Report are available on the Air Force Administrative Record (AR# 0211 and 099)

75. PWS Section 4.10
Have all current well construction and analytical results for each site been uploaded to ERPIMS?
No. Older wells cannot be verified as existing in ERPIMS; newest wells are in ERPIMS.
76. PWS Section 4.4
Are there any site-specific trainings required to work on this project or access the sites?
No not at this time
77. PWS Sections 1.1 and 5.4.1
Is required repair work limited to only signage, fencing, and well damage that occurs during the contract period of performance?
YES.
78. PWS Section 5.4.2
Please confirm that bidders must assume that the liquid IDW from each site must be directly sampled for waste characterization. Many waste transportation and disposal subcontractors do not require additional waste characterization beyond the groundwater sampling results for purge water and decontamination water IDW.
IDW must be directly sampled for waste characterization prior to disposal.
79. PWS Section 5.4.2
If the liquid IDW from each site must be sampled directly for waste characterization, are there any contract requirements for what parameters the IDW samples must be analyzed for?
RCRA characterization standards.
80. PWS Sections 1.1 and 4.9
Section 1.1 mentions multiple LUC reports. Please confirm that there will only be one LUC report (as suggested in Section 4.9) which will include the results of the LUC inspections conducted at all nine sites.
Confirmed
81. PWS Sections 1.1 and 3.6.3
Please confirm that well abandonment is to be performed under this contract. If so, please provide the circumstances under which well abandonment will be required.
Well abandonment is not likely required. However, this is unknown since the Government has yet to receive the 2018 LTM Report. For purposes of this acquisition, the contractor shall assume well abandonment activities will not be required.
82. PWS Section 3.6.6
What permits are anticipated to be required for this project.
Yes (see answer to question 86). It is not anticipated that any additional permits will be required to perform this effort but if one is needed the contractor shall be responsible for coordinating and obtaining the permit.
83. PWS Section 4.3
Please confirm that the Contractor is only required to provide digital copies of all slides for the meetings, as opposed to paper copies mentioned in Section 4.3, given that all meetings will be conducted via teleconference.
Confirmed. The PWS has been revised
84. PWS Section 5.4.1
Please confirm that the required well survey need only include latitude and longitude locations and not top-of-casing elevations.
Well survey will be a single comprehensive list of all historical wells existing (not formally abandoned); if TOC elevations are missing from data, then contractor needs to determine the TOC elevation
85. PWS Section 5.4.1
Must well survey information be collected by a Georgia-licensed land surveyor?
Yes.
86. PWS Sections 3.6.6 and 6.1
Is a photography permit required to conduct photo documentation of site activities?
Yes – limited, and a base permit must be obtained.
87. PWS Section 5.4.2
If there is a specific location where drums of IDW must be staged, please provide its location.
YES.
88. PWS Section 5.4.2
Will the contract awardee be provided with all available GIS shapefiles applicable to generate the figures (e.g., site maps, etc.) required for project documents?
A GIS file showing location of the sites is available.
89. PWS Section 5.4.2
Are purge, development, and decontamination water IDW the only anticipated media that will require containerization, characterization, and off-site disposal; or would other waste, such as disposable PPE and/or disposable sampling equipment also require these measures?
All waste generated as a result of work under this contract shall be drummed, characterized and disposed of off-site.

One centrally located accumulation point can be used unless the quantity of drums exceeds available space. The contractor will work with the on base personnel to determine the location of drums. If drums are not covered, they will need secondary containment. All drums generated must be disposed within 90 days of generation.
