In carrying out work assignment(s) issued under this contract, the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.

The Contractor’s project personnel shall have relevant previous experience on similar projects. The Contractor shall provide a list of key project personnel and a summary of their qualifications as part of the project proposal. The Contractor shall not make changes in project personnel without Government approval. The Contractor shall provide all materials, labor, equipment, and transportation necessary to accomplish the tasks outlined in this PWS.

1.0Scope
1.1Introduction

This Performance Work Statement (PWS) defines the scope of a full range of environmental activities necessary to meet Air Force and other customer requirements. Specifically, this PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct all activities associated with LUCs annual Land Use Control (LUC) inspection/reporting for Sites ST006, LF007, LF008, LF010, LF030, LF046, and DP051 and groundwater monitoring well maintenance/repair at Site ST025 at Little Rock Air Force Base (AFB), Arkansas.

Little Rock AFB is located in Jacksonville, AR, 17 miles northeast of Little Rock. The base was formed after conversion of the former Arkansas Ordnance Plant in 1953 for use as a medium jet bomber base. The Base presently comprises 6,128 acres operated by the 19th Airlift Wing/Air Mobility Command with a mission for worldwide training of C-130 aircrew as well as to support a variety of transient aircraft.

A brief description of each site requiring LUC inspection/reporting is provided below. Additional information is available in site-specific documents on the Air Force Administrative Record at http://afcec.publicadmin-record.us.af.mil/Search.aspx.

ST006 (SWMU NO. 8/Bulk Fuel Storage Tank Farm) is comprised of three large above ground storage tanks (ASTs) that were installed in 1954 and are currently operated by Little Rock AFB to store jet fuel. SWMU No. 8 was identified as a potentially contaminated site due to occasional spills during fuel handling operations that may have resulted, as well as approximately 500 gallons of sludge from tank cleaning activities that may have been spread within the containment areas surrounding each tank. Results from the RCRA Facility Investigation (RFI) supported a recommendation for IM by plugging and abandoning selected monitoring wells, followed by a No Further Action (NFA) determination. Site ST006 is an unpaved bermed/lined area and does not contain any vegetation.

LF007 (SWMU No.21/ Landfill No. 1) is located south of the former Strategic Air Command (SAC) alert area. This former landfill was active from 1955-1958 and is an estimated 18,520 cubic yards in size. Based on groundwater screening activities, observed constituent concentrations are no threat to human health or the environment. Site LF007 is heavily wooded.

LF008 (SWMU22/Landfill No.2) is located east of Marshall Road adjacent to Site WP019 (the EOD burial pits). Based upon groundwater, sediment and surface water screening activities, observed COPC concentrations at LF008 do not pose a threat to human health or the environment. Therefore, remedial actions are not warranted and P&A of wells followed by NFA with restrictions was recommended. Site LF008 is heavily wooded.

LF010 (SWMU 24/Landfill No. 4) is located west of Marshall Road. LF010 was identified as containing potentially contaminated media. However, after further investigation of site soils and groundwater, Little Rock AFB found no significant threat to human health or the environment. Little Rock AFB proposed an Interim Measure remedy consisting of plugging and abandonment of wells followed by NFA.

LF030 (AOC 30/Landfill EOD) is located in the east-central portion of the Base, northeast of the intersection of Marshall Avenue and North Lachmund Drive, and immediately east of WP019 (EOD Burial Pits Possible landfilling and trenching activities that encompassed approximately 10 acres was historically identified. Exploratory pits found bottles and other types of dated debris which suggests the landfill was probably used for disposal of family housing waste and waste from other Little Rock AFB activities through the mid-1960s. Since before 1998 through the present, the area has been used for explosive disposal and as a practice range operated by the Base EOD Squadron.

LF046 (AOC 46/Landfill Drum Burial Area) is located in the north central portion of the Base, south of First Street, in a wooded area east of Building 122. The site was identified based upon historical aerial photographs and by Little Rock AFB site personnel when partially buried drums where observed in a ravine. An RA Report concluded that soil sample concentrations were below allowable levels and recommended NFA. However, per direction of the ADEQ, TPH, diesel range organics (DRO) and gasoline range organics (GRO) required further evaluation. A RCRA Corrective Measures Study (CMS) was conducted, which recommended the abandonment of all monitoring wells onsite and the removal of soil with TPH concentrations exceeding 100 milligrams per kilogram (mg/kg). Following completion of the Interim Measures (IM) soil removal, NFA with restrictions was approved by ADEQ.

DP051 AOP Sludge Dump (DP051) is located south of the parking apron between Avenue B West and Avenue D West in the north-central portion of Little Rock AFB. A review of historical aerial photographs (1949) identified the site as containing potentially contaminated materials or sludge’s that were collected in sumps at various production lines. Building 250, which is 165,000 square feet, was constructed over the presumptive site of AOC No. 51 in 1954. A risk assessment identified that risks are less than the target cancer risk criteria (cumulative cancer risk of 10-4 and cumulative hazard index of 1). An evaluation of the migration from soil to groundwater pathway for a residential receptor also determined that there is little risk that constituents in subsurface soil will migrate to groundwater at concentrations that pose a risk to human health. Site DP051 is located on the flightline and is therefore paved.

The Contractor shall collect, prepare, publish and distribute deliverables in the quantities and types designated on the contract data requirements list (CDRLs). The Contractor shall prepare an inspection report and annual notice letter along with a work plan and health and safety plan and monthly status reports and meeting agendas and minutes. Deliverables shall be in accordance with the applicable CDRL. The Contractor shall submit all deliverables for the Air Force Civil Engineer Center (AFCEC) in a digital format via the AFCEC web site as highlighted in PWS Paragraph 8.2.
