Performance Work Statement to Conduct Long Term Monitoring and Well Installation at

Site SS005

Air Force Plant 59, New York

PART A - GENERAL REQUIREMENTS

In carrying out work assignment(s) issued under this contract, the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary, and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of applicable environmental law and regulation.

1.0 Introduction

AFP 59 is a Government Owned Contractor Operated facility located in Johnson City New York.

Little Choconut Creek bound AFP 59 on the east and south. The facility and creek were separated by a system of levees, flood gates, and flood walls. The creek joins the Susquehanna

River approximately 1,000 feet west of the southwest corner of the facility. South of AFP 59 and beyond the creek is a large power plant owned by New York State Electric and Gas and a substation. To the west are residential neighborhoods with the Camden Street Well field, an important source of water for Johnson City, located two blocks away.

Site SS005 is a former Plating Building on the south side of AFP 59 that was active from 1942 to

1991. At one time, a monitoring well adjacent to the building had 1,200 µg/l of trichloroethene

(TCE). Currently, volatile organic compounds (VOCs) are near federally mandated Maximum

Concentration Levels (MCLs) in groundwater, and the building has been demolished. Depth to groundwater is 10-20 feet in wells completed at both shallow and deeper depths in the surficial glacial material. Utilities are not available; the facility is demolished. Generators and access to local fire hydrants must be coordinated if required. No on-site Air Force support is available;

coordination with any onsite contractors and the Broome County Industrial Development

Agency (owners of the property) will be required.

1.1 Scope

This Performance Work Statement (PWS) defines the scope of a full range of operations and services activities necessary to meet Air Force and other customer requirements. Specifically, this PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct environmental operations and services efforts in order to conduct the following: The following requirement are for the base year of the contract plus three (3) yearly options.

Annual Long Term Monitoring (Base year and yearly LTM option))

1) Analysis of groundwater conditions at the contamination plume near the former Plating

Building (Site SS005) at Air Force Plant (AFP) 59, New York (NY), in accordance with technical and regulatory requirements. Johnson City Municipal wells will require EPA

Method 522 for 1, 4-dioxane.

2) Abandonment of wells located on the site after the property is raised 3-5 feet to prevent migration of contaminant into the aquifers. Wells SW-1 and DW-1 should not be abandoned. Additional details of the scope of this project are provided in Section 6.

3) Contractor shall survey all newly installed wells.

4) Contractor shall perform minor well maintenance during the duration of the contract.

Options for the contract to abandon or install new wells will depend on when the site is raised.

The installation is expected to be in 2019. Contractor shall proposed unit cost to install the wells and unit cost abandon each well as separate options.

2.0 Policy and Requirement Statements

It is the policy of the Air Force to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects do not deplete resources, cause environmental degradation, or impact to human health and may reduce the burden of compliance for the Air Force. Mission requirements are met while also balancing cost and environmental responsibility. The Contractor shall incorporate pollution prevention and sustainability initiatives into all aspects of this contract.

The Contractor shall function as an integral team member in support of the Air Force Civil

Engineer Center (AFCEC) mission to include sharing of information with other AFCEC contractors, and cooperation with communities, regulators, and other government entities.

Requirements include efficient management of this contract including, but not limited to, the submission of accurate, on-time, quality contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution. The AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with federal, New York, and local statutes and regulations. Remedies shall conform to environmental permits, decision document requirements, and other legal requirements.

3.0 APPLICABLE DOCUMENTS

The Contractor shall identify and comply with all applicable federal, New York, and local statutes; Air Force/Military instructions, manuals, handbooks, regulations, guidance, and policy letters; and Executive Orders (EOs); including all changes and amendments in effect on the date of issuance of this contract. In addition, the Contractor shall refer to the current versions of the

Department of Defense (DOD) Policy and Guidelines for Acquisitions Involving Environmental

Sampling or Testing.
