Offeror’s Questions Air Force Response to

Questions

1.

6.1.1

What is the total number of wells to be installed?

Section 6.1.1 indicates 7, the 3 rd bullet in that section indicates 3 wells and Table

1 on page describes 4 of the wells as new. Can we assume the 3 rd bullet in

Section 6.1.1 includes the specifications for all wells that need to be installed?

PWS will be revised to provide clarity. The number of wells to install is estimated to be six (6).

These are clustered wells as indicated by the acronym SW

(shallow well) and DW (deep well).

Well information is available in the ERPIMs database (attached).

Specification shall follow the

NYSDEC and the recent specs for the recent wells attached (LTM

Report).

2.

6.1.1 1

Obviously, the newly installed wells will require surveying. The first paragraph of this section indicates all wells in Table 1 are to be surveyed. However, the bottom of page 13 indicates surveying of water supply wells JC-2 and JC-3.

Please clarify the number of wells to be surveyed.

Newly installed wells will require surveying with locations entered in the database. After the site is raised (3-5 feet), it will cover the current wells; therefore, those wells decommissioned as a result of the site topography will be replaced with new wells. Exact number of wells or the raised height is unknown at this time.

This is the reason why the offeror shall proposed unit pricing at options to be exercised at later dated. The total number of well is estimated to be six (6) wells.

3.

The last paragraph on page 14 of 19 indicates that semi-annual sampling should be performed at

URS-2D and URS-3D.

Table 1 has been adjusted and

Table 1.1 On-site and Off-site well locations

This is added to provide clarity.

Table 1 shows these wells being sampled annually.

Which is correct?

4.

LTM/LTO

and

Maintenance

How many wells are to be abandoned? The 2 nd bullet of

Section 6.1.1 indicates one 2-inch diameter well with an assumed depth of 90-feet bgs.

The 5 th bullet on page 14 of 19 states “abandonment of wells”, indicating more than one well to be abandoned, but well designations are not provided. Also, is sampling going to be performed at the wells scoped for abandonment? This bullet indicates that sampling will be conducted

PWS calls for six wells. However, until the developer submits plans the exact number of wells is uncertain (please use 6 as a the estimate based on the available information). Offeror is asked to proposed unit cost for well decommissioning and installation.

For every well decommissioned one will be installed in proximity to any decommissioned well to ensure the number of LTM wells stays the same. Sampling is to be performed on the wells scoped for abandonment. The site is going to be raised by about 3-5ft at some point in the future, hence the abandonment and installation of new wells.

Documents

This section provides the link to the latest 2017 LTM

Work Plan, including the

SAP. be provided?

Record

6.

Part A - Scope

The PWS states that the developer will raise the site by

3-5 feet; therefore, abandonment and installation of wells will occur after the site is raised. What is the time frame

The base LTM contract period is

12 months with yearly options of the LTM contract each year for three years. This is subject to the satisfactory performance of work in each contract year. Except the

for the developer’s work and will it occur within this POP?

Are there existing wells located in the area to be raised and if so, how will this be handled?

regulator allows for a change in sampling frequency, LTM

(number of samples and number of wells and type of test) will stay the same from one year to another. However, if the developer raised the site during the base year, the Air Force will modify the contract to include the pre-negotiated unit price of well abandonment and well installation.

7.

Part A – Scope

Option Year

Requirements

Please confirm that this SOW is for the 12-month POP only.

The PWS is for 12 months for the base year starting with the period of performance in September

2018. There will be three yearly options of the LTM requirements after the base year.

Attachment 1

PWS Section

6.1.1

Section references the scope to

“install seven new groundwater monitoring wells to replace previously abandoned wells” which includes SW-DW-3, SW-4, SW-7 and SW-DW-9.

The section further states to

“install three new monitoring wells to replace abandoned wells” which includes SW-

DW-3, SW-4RE, and SW-7RE.

Since SW-DW-3 is included in both lists, it is unclear as to the total number of wells to be installed. Can you please clarify?

Clarify: SW-DW-3 (shallow and deep wells #3) and SW-DW-9

(shallow and deep wells #9) are clustered wells and should be counted as four. SW-4RE and

SW-7RE are counted as 2 wells.

The PWS is revised accordingly to reflect 6 wells.

For every well abandoned another replacement well must be installed. For example, if SW-

DW-3 is abandoned because the site was raised by X feet. Another corresponding SW-DW-3 must be installed so that total number of monitoring well with the LTM stays the same.

1, Section 2, Scope

When is the site redevelopment expected to occur? Is well abandonment, installation, and site survey expected to occur in the option year

(i.e., 2019-20)? What is the period of performance for the well abandonment and replacement?

Decision document (DD) process required by the New York regulators is just starting. DD will not be completed until next year; Air Force is not privy to the developer’s timeline for construction.

15. What is the proposed schedule for construction at the site?

Air Force is not privy to the developer’s schedule.

16. Please confirm the timing of well abandonment. Section 1 of the PWS states this will happen after construction.

When the plans to raise the site is known to the government, the information is passed unto the contracting officer to modify the contract to exercise the well abandonment and installation options.

17. The RFP states the POP to be

12 months; however, the PWS discusses option years. Please confirm the period of performance for this task and whether there are option years that need to be priced.

Please see response number six and seven.

18. Could you please provide the name of the incumbent contractor performing LTM at each Landfill?

The current LTM contractor is
