The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.
1.1 Introduction
This Performance Work Statement (PWS) defines the scope of environmental operations and services activities necessary to meet Air Force Civil Engineer Center (AFCEC), and other customer requirements. This Call is performance-based to the maximum extent practicable in accordance with (IAW) Federal Acquisition Regulations (FAR) Subpart 37.6. Services to be provided support the AF Environmental Quality (EQ) program.
This PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct environmental operations and services.
The Contractor shall provide environmental services to support one or more of the following environmental compliance programs at Joint Base Andrews, MD; JBLE-Fort Eustis, VA; and JBLE-Langley, VA: wastewater and storm water, and other environmental compliance programs, as needed/regulated by state or region. Where tasks apply to individual installations, they are so noted within this PWS.
1.2 Policy and Requirement Statements
It is AF policy to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects may reduce the burden of compliance for the AF but are intended to not deplete resources, degrade the environment, nor impact human health. The Contractor shall incorporate pollution prevention (P2) and sustainability initiatives into all aspects of this Call. The Contractor shall operate in a manner that promotes energy management to include energy efficiency, use of renewable energy, and water conservation. The Contractor shall comply with the previously mentioned installation’s EMS. The Contractor shall also participate in installation’s Environmental Compliance Assessment Program (ECAMP) (formerly known as Environmental, Safety, and Occupational Health Compliance Assessment and Management Program [ESOHCAMP]), as required.
The Contractor shall function as an integral team member in support of AFCEC and the AF mission to include sharing of information with other AFCEC Contractors and in cooperation with communities, regulators, and other Government entities.
Requirements include efficient management of this Call including, but not limited to, the submission of accurate, on-time, quality deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution. The AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this Call.
The Contractor shall perform all work in accordance with applicable federal, state, and local statutes and regulations, Executive Orders (EOs), DoD/AF policies and instructions, and installation specific requirements. The Contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this Call.
1.3 Continuation of Essential DoD Contractor Services During Crisis The performance of these services is not expected to be mission essential during time of crisis (e.g., FPCON level is elevated to a point where installation access becomes limited). Should a crisis be declared, the CO or his/her representative will verbally advise the Contractor of the revised requirements, followed by written directions.

This notwithstanding, in the event that any regulatory representative approaches the Contractor with a stated intent to inspect the activities of the Contractor without the previous direction of the CO, the Contractor shall respectfully inform the regulatory representative that the inspection must be delayed until the CO is properly notified and a duly appointed AFCEC COR is present or other direction is issued by the CO. If this is not possible, due to project constraints, the Contractor shall notify the CO, AFCEC COR, and installation POC at the earliest possible time following the inspection.
2.1.3 Document Preparation
