BECSRC CENTRAL Q&As – 11 Feb 2016
1. Are the 350 CY of soil in Scope Item #2 “in place” CY or loose CY?
ANSWER: Assume the 350 CY of impacted soil is “in-place”.
2. Are the 500 CY of soil in Scope Item #3 “in place” CY or loose CY?
ANSWER: Assume the 500 CY of impacted soil is “in-place”.
3. What kind of a facility/operations is the OWS connected to and what contaminants are potentially in the system?
ANSWER: Assume the OWS facility is a former wash rack. Assume OWS system is empty of any contaminants.
4. Under Monitoring Well Installation (pages 18&19), the SOW requests samples collected from the top 20 feet at 10 foot intervals in each DPT boring, but the previous paragraph requires installing the wells using hollow-stem auger drilling. Are DPT borings required in addition to the well installations or can the soil samples be collected during the hollow-stem auger drilling?
ANSWER: Soil samples will be collected during hollow stem auger.
5. Under Monitoring Well Installation (page 19), the scope includes conducting one round of baseline sampling from two monitoring wells. However, the bullet below that paragraph requests 4 GW samples per well. Will these be 4 samples collected in quadruplicate during the one round of sampling? Or are we responsible for more than the one round of sampling requested?
ANSWER: Assume one round of sampling.
6. Can the contractors assume that the OWS was not connected to a hazardous waste process and that any waste generated from the removal would not be a listed hazardous waste?
ANSWER: Yes.
7. Page 21 of the SOW requests that the OWS RI Report include a description of remedial activities accomplished. Is it the government’s intention for the OWS Remedial Investigation Report to document both the investigation and the remediation activities? Or should the removal of the OWS be described only in the OWS Remedial Action Completion Report?
ANSWER: Contractor will submit an OWS RI Report and removal actions will be documented in the OWS Remedial Action Completion Report.
8. What is the source of the petroleum contamination at SWMU #4? By the name SWMU #4, should the contractor assume that the site is included in a RCRA permit? Or can the site potentially be regulated under state petroleum storage tank regulations instead?
ANSWER: Assume source is not relevant. Assume SWMU#4 is included in a RCRA permit and should follow RCRA processes.
9. Please indicate how far away the OWS is from Building #1.
ANSWER: Assume the OWS is approximately 20 feet from Building #1.
10. Can a drill rig access the inside of Building #1?
ANSWER: No.
11. To achieve site closeout will the Air Force expect all potentially contaminated soil under the Building # 1 be remediated as part of this sample task order?
ANSWER: Assume the soil contamination is limited to the OWS footprint.
12. Sample TO – Global question: Should it be assumed that reporting requirements will include submission of reports to the Texas Commission on Environmental Quality (TCEQ) Remediation Division?
ANSWER: Yes.
13. Sample TO – Global Question: Will assessments be performed and reported using the Texas Risk Reduction Program (TRRP) Protective Contaminant Limits (PCLs), as well as assessment and remediation reporting formats to conform to TRRP Requirements?
ANSWER: Yes.
14. Sample TO – Monitor well installation: Are the well completions at the surface flush mount or stick-up well boxes?
ANSWER: Assume the monitoring wells are installed using stack-up boxes.
15. Sample TO – 6.6.4, MW Installation: Are MNA parameters ORP, Oxygen (dissolved Oxygen), Conductivity, and pH required by laboratory analysis, as these parameters are typically gathered during purging and sampling activities with a field instrument?
ANSWER: MNA parameters that are typically performed in the field can be captured and documented using field instrumentation.
16. Sample TO – 6.16.2, OWS Removal: Is the 350 cubic yards of waste excavated from the OWS area considered hazardous or non-hazardous waste?
ANSWER: Assume the 350 cubic yards of waste excavated from the OWS will be classified as non-hazardous waste.
17. Sample TO – 6.16.2, OWS Removal: Does the sample TO assume that the resulting excavation is backfilled immediately after samples are collected from the walls and bottom of the excavation?
ANSWER: No. AF will allow contractor to determine when backfill of excavation activity is to be completed.
18. Sample TO – 6.16.2, OWS Removal: Can it be assumed that the concrete rubble from the removal of the OWS is disposed of as construction debris?
ANSWER: Yes.
19. Sample TO – 6.16.2, SWMU #4 Soil Removal: Does the sample TO assume that the resulting excavation is backfilled immediately after samples are collected from the walls and bottom of the excavation?
ANSWER: No. AF will allow contractor to determine when backfill of excavation activity is to be completed.
20. Sample TO – 6.16.2, Global question regarding soil volumes: Are soil volumes stated for excavation considered in-place yardage, or does this figure assume fluff after excavation?
ANSWER: Soil volumes stated for excavation are considered “in-place yardage”.
21. Sample TO, Global question regarding waste characterization: Is it assumed that analytical results from assessment are used for Waste Profile Completion, or should Contractor assume the collection of samples from IDW for analysis?
ANSWER: Assume soil sample collection from IDW is required for the Waste Profile.
22. Sample TO, Global question regarding waste: Should it be assumed that waste disposal and associated transportation costs are part of the sample TO?
ANSWER: Yes.
23. Section L, Clause 4.2, Factor 2, Past Performance: To clarify the instructions for PPQ submittal, please verify the following: the offeror will complete 5 PPQs and submit in Volume II (Past Performance Tab), and blank PPQs for the same projects will be sent out to client POCs to be completed by the POCs and sent directly to Ms. Rita Leal. Also, is there a due date for the PPQs to be sent to Ms. Leal by the client POCs?
ANSWER: Offerors shall comply with Section L, paragraph 4.2 FACTOR 2 PAST PERFORMANCE. The five PPQs are to be completed by the client and sent directly to Ms. Leal. The offeror shall submit in Volume II under the Past Performance tab, the 5 project descriptions that correspond to the 5 PPQs Ms. Leal will be receiving from the offeror’s client. The due date for the PPQs to be sent to Ms. Leal is no later than the RFP closing date.
24. Section L, Clause 5.1.1(e) – Do team subcontractors need to provide a compensation plan?
ANSWER: No, only the Prime.
25. Section L, Clause 5.1.1.(a) – Please clarify the “supporting payroll data” requirement. Would providing a payroll register be sufficient?
ANSWER: No, (see Section L paragraph 5.1.1 all sections) Base Labor Rates: Show base labor rates associated with each labor category and support data outlining the basis and rationale for all proposed base labor rates. Payroll register may be sufficient if base rates are provided in the register.
Labor rates can be supported by other means such as audit data and Salary.com.
- Offerors shall also provide documentation supporting Escalation and Indirect rates such as Labor Overhead, Fringe Benefits, General & Administrative (G&A), and Facilities Capital Cost of Money (FCCOM) as outlined in Section L paragraph 5.1.1. FPRA or approved provisional billing rates are the preferred support documents. Support data is required for Prime and all Teaming Partners.
26. Attachment L-2, FFP Labor Rate Table – Will qualification and experience factors be provided for what defines senior, mid, and junior levels? Also, are the qualifications of any particular technical category (e.g., architect, urban regional planner, toxicologist, hazardous waste specialist, etc.) based on college degree, professional certifications, project experience, or combination of factors such as these?
ANSWER: Labor Category Qualifications will be provided with the next amendment.
27. Attachment L-2, FFP Labor Rate Table – Will the indirect rates applicable to ODCs and subcontracts be considered ceiling rates? And will they apply to cost reimbursable task orders as well?
ANSWER: Yes, Indirect rates will be ceiling rates applicable to Firm Fixed Priced (FFP) task orders. No, Cost reimbursable rates will be negotiated at the task order level.
28. Attachment L-2, FFP Labor Rate Table – Will the profit rate proposed be considered a ceiling rate?
And will it apply to the cost reimbursable task orders as well?
ANSWER: Yes, The profit rate will be the ceiling profit rate applicable to Firm Fixed Priced (FFP) task orders. No, Cost reimbursable rates will be negotiated at the task order level.
29. FAR Clause 52.228-01 is incorporated by reference. Is a bid bond required? If so, where in the proposal should it be submitted?
ANSWER: Bid bonds will be required at the task order level and only for the applicable construction portion of the effort.
30. Per FAR Clause 52.222-41 SCA applies to this contract. Which SCA wage determination is applicable?
ANSWER: Applicable SCA Wage Determinations will be issued at the task order level. For the Sample Task Order, WD 2015-2521 (Rev.-2) would be applicable.
31. Will DBA labor rates be developed on an as-needed task order basis?
ANSWER: Applicable DBA Wage Determinations will be issued at the task order level.
32. FAR Clauses 52.222-43 and 52.222-44 are incorporated by reference. They do not allow escalation of SCA and DBA wage rates. Instead those labor categories are to be adjusted annually when new wage determinations are issued. While the labor categories on L-2 do not appear to include DBA labor, there are categories such as Word Processor that are SCA. Should we not escalate the SCA labor categories? If so, could you indicate which categories we should consider SCA.
ANSWER: SCA labor categories shall not be escalated in accordance with FAR 52.222-43.
The following categories are SCA applicable: Engineering Technician, UXO Technician, Draftsperson/Illustrator, CADD/GIS Operator, Systems Analyst, Computer Programmer, Technical Writer, Word Processor and Clerical.
33. Section K was not in the RFP. Could you provide?
ANSWER: Section K is included in the solicitation posted on FBO on 14 Jan 2016. It follows the last attachment in the solicitation (STO CDRLs).
34. Could you provide unlocked Forms L-2 so that we can make minor modifications? For instance our firm has different overhead rates depending on the labor category. We wanted to indicate this on the sheet but could not. Another issue, we could not expand a column that is too narrow to show the data (i.e. the column showing the total TEP is too narrow).
ANSWER: No, Unlocked forms will not be provided. Provide rationale and any unique rate information and application methodology in the supporting documentation. Columns in Attachment L-2 have been widened and the revised L-2 is provided.
35. Could you provide an unlocked RFP which would allow us to separate sections and delete Sections L & M that are not required for submittal (i.e. Sections A-J for proposal section 3.7 and Exhibits A, B, and C for proposal section 3.7.2.)? This will also allow us to input data more easily on the SF33.
ANSWER: The SF33 is a product of our Contract Writing system and is only available in pdf format.
36. Will the prime and each team member have their own labor rates (Attachment L-2) in the resulting contract? If the prime typically burdens subcontractor costs, should they apply their markup to the team subs rates on the subcontractors’ L-2?
ANSWER: Yes, Prime and each team member will have their own labor rates (Attachment L-2) in the resulting contract. Support documentation (see Section L Para 5.1.1) is required for the prime and all teaming partners. FFP Labor Rates provided for the Prime and all Teaming Partner will be ceiling rates for future task orders.
37. Please clarify the third paragraph of Section M, Section D Pricing (Factor 3). Is our understanding correct that all team subcontractor rates will be averaged (not totaled) together and weighted 50% and the prime rate is weighted 50% to arrive at a team rate that will be used for evaluation only?
ANSWER: Yes, Data entered into the Prime and TP worksheets (Pricing Model) will automatically calculate a Combined Average (Weighted 50% for the Prime and 50% for combined Teaming Partners) and populate the TEP worksheet. The (Pricing Model (weighted TEP)) will be used for Evaluation purposes only. FFP Labor Rate tables (Attachment L-2) for the Prime and each Teaming Partner will be integrated into the basic contract and will be ceiling rates for all task orders.
Sample Task Order (Questions 38-43)
38. Are CAC cards needed or will base entrance clearances be sufficient? Section 3.7.
ANSWER: Assume base entrance clearance will be sufficient.
39. Are there any access restrictions for getting equipment to the areas of well installation (fenced enclosures, air field)?
ANSWER: Assume no access restrictions.
40. Prior to offsite disposal is there a staging area available for any drums containing sediment from the well installation or decon/purge water from the sampling?
ANSWER: Assume there is a staging area.
41. Section 6.6.4 under monitoring well installation indicates that eight soil samples are to be submitted for COC analysis. Please clarify the specific COCs. Is this for VOCs only?
ANSWER: Submit the 8 soil samples for VOC analysis.
42. Section 6.6.4 under monitoring well installation indicates that 4 groundwater samples are to be analyzed per well (including QA/QC). Please confirm that this is a single sampling event. Additionally, please specify the QA/QC samples to be collected (e.g., MS, MSD, duplicate, equipment rinse, and trip blank) ANSWER: Assume one round of sampling. Assume duplicate for QA/QC.
43. Section 6.16 2 (OWS Investigation) assumes 350 cubic yards of soil removal. For pricing purposes are we to assume that this will be disposed of as special nonhazardous waste?
ANSWER: Yes.
44. Upon completion of Attachments L-2 and L-2.1 are we supposed to use the Combined Average rates in L-2.1 (column J on TEP Tab) to populate our cost estimate in the STO?
ANSWER: No, Attachment L-2 Labor Rates, will be used to populate the cost estimate in the STO.
Attachment L-2.1 is a Pricing Model used only for developing the FFP Labor Rate TEP.
