Attachment L-1 Personnel Qualifications
1. Personnel Qualification Requirements: The following list of qualifications reflects minimum personnel requirements associated with the environmental services in this contract. In addition to the qualifications below, the Offeror shall ensure personnel have the necessary registration, certification and/or license required for the work to be performed.
1.1. Personnel Qualification:
(a) Program Manager (Key Personnel, Primary Discipline): The Offeror’s Program Manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point-of-contact for overall contractual issues. He/she shall be responsible for ensuring that practical and effective management systems are developed to meet the objectives of the action. The Program Manager shall also ensure that quality work is completed on schedule and within the allocated budget. The Program Manager shall have, as a minimum, the following qualifications:
(1) Bachelor’s degree from an accredited school in a technical field such as: engineering, environmental engineering, architecture, physical science, or other related field.
(2) A minimum of three (3) years’ experience as a Program Manager.
(3) A minimum of ten (10) years’ experience as a Project Manager, with a minimum of five (5) years’ experience managing environmental projects at the field operational level. A minimum of three (3) years Federal Government environmental experience.
(4) Working knowledge of applicable federal, state, and local laws, regulations, standards, codes, and guidance.
(b) Project Manager: The project manager shall be responsible for implementing specific task orders issued under this contract. He or she shall evaluate the requirements of a task order and shall develop and implement a plan to meet those requirements. The project manager shall be the primary point-of-contact for an individual task order. The project manager shall have, as a minimum the following qualifications:
(1) Bachelor’s degree from an accredited school in a technically related field such as: architecture, engineering, environmental science, geology, hydrology, chemistry, industrial hygiene or other related field.
(2) A minimum of five (5) years’ experience as a Project Manager, with a minimum of three (3) years’ experience managing environmental projects at the field operational level.
(3) Working knowledge of applicable federal, state, and local laws, regulations and guidance.
(c) Program QC Manager (Primary Discipline): The Program QC Manager shall be responsible for developing, maintaining, and ensuring implementation of the Offeror’s quality program. This responsibility includes oversight of activities, periodic reviews of the processes being implemented, evaluation of any recommendations made by the project team over the course of the program regarding use of these processes, and continuous improvement evaluations of the quality program. He or she is also responsible for providing support to the project team in ensuring that the quality of products and services provided to the client is in accordance with the specifications described in the contract, project plans, drawings, specifications, scope of work, contract, subcontracts, and other project directives. The Program QC Manager shall have, as a minimum, the following qualifications:
(1) Bachelor’s degree such as: Environmental Engineering, Civil Engineering or related field.
(2) A minimum of five (5) years’ experience managing quality assurance or quality control.
(d) Program Health and Safety Officer or Manager (Primary Discipline): The Program Health and Safety Officer or Manager shall be responsible for the overall health and safety programs and shall develop, maintain, and insure implementation of the Offeror’s health and safety systems. This responsibility includes oversight, review, reporting, training, and control of employee health and safety processes. The Program Health and Safety Officer or Manager shall provide oversight and guidance to Site Health and Safety Officers or Managers and ensure those managers review and approve all health and safety related plans for specific task orders. The Program Health and Safety Manager shall have, as a minimum, the following qualifications:
(1) Bachelor’s degree in a relevant field.
(2) A minimum of seven (7) years of environmental experience with at least three (3) years managing health and safety programs.
(e) Program Chemist (Primary Discipline): The Program Chemist shall be responsible for developing, maintaining, and ensuring implementation of the quality assurance program as it pertains to sampling and chemical analyses. This responsibility includes oversight of field sampling and laboratory analyses, periodic reviews of the processes being implemented, evaluation of any recommendations made by the project team over the course of the program regarding use of these processes, and continuous improvement evaluations of the chemistry program. He or she is also responsible for providing support to the project team in ensuring that the quality of products and services provided to the client is in accordance with the specifications described in the contract, project plans, scopes of work, contract, laboratory subcontracts, and other project directives. The Program Chemist shall have, as a minimum, the following qualifications:
(1) Master’s degree in Chemistry
(2) A minimum of five (5) years of chemistry laboratory experience, including organic and inorganic chemistry, field sampling procedures and laboratory analyses
(3) A Minimum of three (3) years’ experience managing and/or overseeing chemistry laboratories (may include subcontract laboratories), including performing quality assurance or quality control and troubleshooting. May be included in the five (5) years’ experience described above.
OR
(1) Bachelor’s degree in Chemistry. For this position, experience MAY NOT be substituted for the Bachelor’s degree.
(2) A minimum of ten (10) years of chemistry laboratory experience, including organic and inorganic chemistry, field sampling procedures and laboratory analyses.
(3) A minimum of three (3) years’ experience managing and/or overseeing chemistry laboratories (may include subcontract laboratories), including performing quality assurance or quality control and troubleshooting. May be included in the ten (10) years’ experience described above.
(f) Professional Labor - Engineering: Depending on the nature of the task order, the contractor will need a variety of professional labor personnel specialized in environmental technical activities as specified in the basic contract Performance Work Statement (PWS). The program manager and project manager shall be responsible for assigning qualified personnel to individual task orders. The professional labor engineering disciplines are divided into three (3) categories: senior, mid-level, and junior. The minimum qualifications for each category and the types of professional labor that may be required for the performance of this contract are provided below:
(1) Junior Engineers: Must possess a Bachelor’s degree from an accredited school in an environmentally or traditional related technical field consistent with the required duties of the position. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.
(2) Middle Engineers: Must possess a Bachelor’s degree from an accredited school in an environmentally or traditional related technical field consistent with the required duties of the position and a minimum five (5)years of directly applicable environmental or traditional experience since receiving degree is required. Mid-level personnel perform technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a design or report under the direction of a senior professional.
(3) Senior Engineers: Must possess a Bachelor’s degree from an accredited school in an environmentally or traditional related technical field consistent with the required duties of the position and a minimum ten (10) years of directly applicable environmental or traditional experience since receiving degree is required. In addition, professional registration consistent with the duties of the position is required. Senior level professionals are responsible for performing complex or non-routine technical tasks or for supervision and oversight of a small group working on technical issues or specific elements of a project.
(g) Professional Labor - Scientist: Depending on the nature of the task order, the contractor will need a variety of professional labor personnel specialized in environmental technical activities as specified in the basic contract Performance Work Statement (PWS). The program manager and project manager shall be responsible for assigning qualified personnel to individual task orders. The professional labor scientist disciplines are divided into three (3) categories: senior, mid-level, and junior. The minimum qualifications for each category and the types of professional labor that may be required for the performance of this contract are provided below:
(1) Juniors: Must possess a Bachelor’s degree from an accredited school in an environmentally or traditional related technical field consistent with the required duties of the position. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.
(2) Middle: Must possess a Bachelor’s degree from an accredited school in an environmentally or traditional related technical field consistent with the required duties of the position and a minimum five (5) years of directly applicable environmental or traditional experience since receiving degree is required. (4) The following are examples:
i. Toxicologist
ii. Ecologist/Biologist
iii. Chemist
iv. Geologist
v. Hydrogeologist
(h) Contract Manager (Primary Discipline): Provides contract administration services, including budgeting, cost/price estimating, cost/price proposal preparation, contract negotiation, subcontracting, purchasing, project accounting, financial analysis and reporting, contract compliance, project audits, project property management and any other business related support required.
(1) Bachelor’s degree and minimum of 10 years of directly applicable experience. Multiple bachelor’s and higher education (i.e., masters, J.D.) can be substituted one for one for years’ experience.
(2) Performs as liaison between client, program or project staff and subcontractors
(3) Expert in the interpretation and application of the Federal Acquisition Regulations
(4) Responds to project or client directives and requests involving financial information, contract compliance, subcontracting, procurement, budgeting, cost/price proposals, project audit, project accounting, insurance, property and other administrative issues.
(5) Working knowledge of applicable federal, state, and local laws, regulations and guidance.
(j) Technical Labor: Depending on the nature of the TO, the Offeror will need a variety of technical labor personnel specialized in environmental or traditional technical activities as specified in the basic contract Performance Work Statement (PWS). Technical personnel perform in a support role in routine activities. The program manager and project manager shall be responsible for assigning qualified personnel to individual task orders. The technical labor disciplines are divided into three (3) categories: senior, mid-level, and junior. The minimum qualifications for each category and the types of technical labor that may be required for the performance of this contract are provided below:
(1) Senior Technician: Bachelor’s degree and one (1) or more years directly related field experience or High School Diploma with seven (7) or more years directly related field experience.
(2) Mid Technician: High School Diploma and three (3) or more years directly related experience.
(3) Junior Technician: High School Diploma and one (1) or more years direct related experience.
(4) Labor Categories: The following are examples:
i. Engineering Technician
ii. Environmental Protection Specialist
iii. Geotechnical Technician
iv. Site QA/QC Specialist
v. Site Manager/Supervisor
vi. Cost/Price Schedule Technician
vii. Estimator
