About this file

This document is an amendment to a solicitation for maintenance services for space situational awareness integrated capabilities. The amendment updates an attachment to include sustainment software licenses and provides a comment resolution matrix in response to bidder questions. The solicitation seeks proposals to provide sustainment and modification services for radar, geosynchronous Earth orbit space surveillance systems, space-based space surveillance systems, and other assets over an indefinite delivery/indefinite quantity contract period of performance. Services will be acquired using prime mission product units valued at an estimated average yearly unit cost with a total of 86 units over the life of the contract. A cost-plus-incentive-fee contract structure is proposed with a target fee of 8% and minimum and maximum fee percentages defined.

Descriptive Data:

CLINs 9000-9999 are reserved for discrete System Modifications to the Eglin radar, GEODSS, C-Band AUS, C-Band ASC, SST, DSC2-D, NSDC, Space Fence and EBR systems sustained under the MOSSAIC contract.

The System Modification efforts executed under this CLIN will use units of Prime Mission

Product (PMP) in accordance with Attachment 1, Performance Work Statement, paragraph 9.0. PMP System Modification projects may vary in size, complexity and dollar value. The individual RFPs issued will contain instructions that identify modification requirements and any unique execution changes (e.g. new or changed PWS tasks).

Each individual RFP will instruct the contractor to refer to the PMP BOE (Attachment 19) when preparing a proposal. The proposal shall focus on variances between the existing

PMP BOE (Attachment 19) and the specific PMP System Modification proposed BOE.

After negotiations, a supplemental agreement will be executed to establish a CLIN for each specific PMP System Modification project. In accordance with FAR 15.403-4 Class

Deviation 2018-O0015, Certified cost or pricing data will be required if burdened total proposed cost for labor, materials, ODCs, travel and subcontracts are $2M or greater.

The Contractor shall perform all services necessary to accomplish the tasks identified and described in the corresponding Statement of Work. Each established PMP CLIN will include all allowable costs to complete the work identified in the Sustainment PWS, including materials [materials include equipment and contractor acquired property (see

FAR 45.101 - Definitions)], Travel, Licenses, and ODCs. Travel, ODCs, Licenses and

Subscriptions are non-fee bearing.

The PMP Unit Cost (derived during initial proposal evaluations) and fee percentage are listed below for the MOSSAIC contract PoP. Total units of PMP for the MOSSAIC contract will be 86. PMP executed annually will be dependent upon system sustainment modification requirements. Total estimated cost for this CLIN will be computed by taking the average yearly PMP Unit Cost, multiplied by 86. The period of performance for this

CLIN is the life of the contract. Each separate PMP modification resulting from this CLIN will specify its own period of performance.
