52.212 9
Reference: In RFP Section C. Proposal Preparation Instructions, 3. Proposal Content, (a) Volume I – Contract Documentation, iii. TAB C, the RFP states, “In addition, Offerors shall complete and submit the required evidence per Federal Acquisition Regulation 52.204-7 System for Award Management and 52.204-13 System for Award Management Maintenance.”
Question: FAR 52.204-7 and 52.204-13 do not contain language concerning “required evidence”. What evidence shall Offerors complete and submit with their proposals to meet this requirement? Is a screenshot of the Offeror’s “Entity Overview” in SAM acceptable? Please clarify what evidence shall be completed and submitted with proposals.
Please reference FAR 52.212-03 in the Model Contract.

TRD 3 TRD 7
Reference: Attachment 2, [TRD-7]. It seems that the imposed uplink EIRP of 130 dBW for the transponder protection is very excessive and accordingly raises the cost to design the satellite communication payload. For example, even with a very large 30-m antenna (that has a maximum gain of about 70 dBi) and a state of the art HPA (Klystron) RF power of 4000 W or 36 dBW, we can only obtain a maximum EIRP of only about 106 dBW.
Question: Could the EIRP be relaxed, say by 20 or 30 dB?
The dBW requirement will not be modified. This number aligns with the objectives for Pathfinder #2 and is supported by Market Research.
3 SOW 12-13 3.5/3.7
Reference: Understanding of SOW 3.7 Security for Government Financing & SOW 3.5 Guarantee of Capability.
Question: Does the requirement in SOW 3.7 Security for Government Financing end after IOT is achieved, or does this requirement remain in place throughout the additional 15 year lifecycle of the spacecraft post-IOT?
The Commercial Interim Payments will be complete after IOT. The Contractor's failure to meet the requirement for the entire period of performance would be a violation of the contract terms and conditions. The Government reserves the right, based on the individual circumstances of the event, to seek

Addenda to 52.212-1 Instructions to Offerors—Commercial Items, Page 6, Section C.2 (b) & Table 2
Section C.2 (b) states that “offerors shall submit an original and two (2) hard copies of their proposal” […] however, the third column of table 2 (number & type of copies required) states that two (2) hard copies are required.
We believe that three (3) copies of each volume are required—1 original and 2 copies.
Question:
Will the Government please confirm the number of hard copies of each volume that are required?
Three (3) hard copies are required;
addenda to 52.212-1 has been updated.

Question: We request a 2 week extension to the due date for the Pathfinder 2 proposal submission. We believe we bring a very viable and advantageous solution for Pathfinder 2.
At this time, the Government will not extend the proposal due date.
