About this file
This document is a Contract Data Requirements List (CDRL) that establishes the minimum requirements for the data to be delivered by the contractor under an indefinite delivery, indefinite quantity (IDIQ) multiple award contract for the Acquisition and Management of Supply Contract.
The CDRL identifies four key data items to be delivered: 1) Contract Funds Status Report, 2) Program Protection Implementation Plan, 3) Data Accession List, and 4) Program Management Review. It specifies the frequency, distribution, and government acceptance criteria for each data item. The CDRL also includes definitions for various terms and an index of the CDRL items. The overall contract is for a 24/7 Network Operations Center to be acquired under the One Acquisition Solution for Integrated Services (OASIS+) Total Small Business contract vehicle, with the Department of the Air Force as the procuring agency.

Scope This instruction establishes the minimum requirements for the data to be delivered by the contractor in performance of this task order and the process for the submittal, distribution, inspection, approval, and acceptance of all the contract data requirements list items contained within Exhibit A.
Data Rights The Contractor shall grant the Government Purpose Rights in all technical data, deliverables and supply performed under this contract, including rights to use, duplicate, modify, release, perform, display, or disclose technical data for this supply within the Government. This includes any supply or deliverable that is produced, procured or manufactured as a result of this contract. The Government requires these rights to fulfill its mission and to ensure that the work performed under this contract is available for use by other Government agencies or contractors, as well as for public release as applicable.
General Data Item Descriptions referenced in Block 4 of the contract data requirement list are listed in the Acquisition Streamlining and Standardization Information System, which can be accessed via the following website: http://quicksearch.dla.mil/qsSearch.aspx. Only unique Data Item Descriptions or attachments will be included in Exhibit A.
Distribution Statement The designation "D" in Block 9 of the Contract Data Requirements List indicates that the following distribution statement shall be annotated on each data item in accordance with DoDD 5230.24.
Unclassified Distribution Statement D: Distribution authorized to DoD and US DoD contractors: due to the sensitive information (as defined in DoD 5230.24) associated with this effort.
Other requests for this document shall be referred to the Contracting Officer's Representative. Unclassified deliverables may be destroyed by any method that will prevent disclosure of contents or reconstruction of material.
Classified Distribution Statement D: Distribution authorized to DoD and US DoD contractors only, due to the sensitive information (as defined in DoD 5200.1-R) associated with the One Acquisition Solution for Integrated Services effort. Other requests for this document shall be referred to the Contracting Officer's Representative. For destroying Classified Deliverables follow the procedure identified in DoD 5200.1-R, Information Security Program (ISP) or DoD 5220.22-M, National Industrial Security Program Operating Manual (NJSPOM). Additionally, the following notice will be used on all classified deliverables documents:
WARNING
INFORMATION SUBJECT TO EXPORT CONTROL LAWS
This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. 2571 et seq.) or Executive Order 12470. Violators of these export laws are subject to severe criminal penalties. Dissemination of this document is controlled under DoD Directive 5230.24.
Contract Data Requirements List Items Letters of Transmittal (Block 7) - Delivery of contract data requirements list items shall be a physical hard copy and electronic format to the Contracting Officer's Representative. The Contractor shall provide notification to the applicable government counterpart and the Contracting Officer's Representative. A separate transmittal letter shall be included for each Contract Data Requirements List item and shall include (at a minimum) contract number, Contract Data Requirements List sequence number, document title/subtitle, and identification of approval required. Each letter shall be assigned a contractor program unique number.
All data delivered with the Letter of Transmittal shall be collectively accounted for under the Material Inspection and Receiving Report (DD Form 250). The period of performance shall reflect the duration of the task order. The DD Form 250 shall be prepared and submitted by the Contractor to the Government Contracting Officer's Representative within 30 calendar days after the end of the based period and each option period of performance unless otherwise stated in the contract.
The DD Form 250 shall list and account for all data delivered to the Government during contractual period of performance. Do not list Data items that were not previously accepted by the Contracting Officer's Representative during the period of performance.
The DD Form 250 list shall identify Contract Data Requirements List sequence number, document title, document number, contractor transmittal letter number, date of delivery, acceptance method and disposition for each delivery item. The Contractor's computerized printout may be used in lieu of a DD Form 250 if the deliverable is in a government usable format. The Contracting Officer's Representative will determine what is acceptable and may change the format of delivery at will.
The contractor shall immediately notify the Government Contracting Officer of any request that the contractor feels increases the contract price and will not comply with the request until directed by the contracting officer.
Government Acceptance Deliverable acceptance is at the discretion of the Contracting Officer's Representative. Acceptance indicates agreement or concurrence with the contractor's furnished data only and shall not be construed as changing any of the terms or conditions of the subject contract.
Only when an "A" is indicated in Block 8 of the Contract Data Requirements List form is formal acceptance required. Unless indicated otherwise in the specific Contract Data Requirements List item, the contractor should anticipate a cycle time of approximately 30 days.
Accepted - No further action required.
Accepted with comments - The contractor shall revise the deliverable in accordance with Contracting Officer's Representative input(s) and resubmit. Reference the Services Summary of the Performance Work Statement for timeliness standards.
All data shall be delivered/deposited no later than 1730 at the end of the business day for specified due date. The contractor is considered delinquent when a Letter of Transmittal is not received by the Contracting Officer's Representative before the dates specified in blocks 12, 13, and/or 16 of the Contract Data Requirements List Form. If the due date falls on a weekend or government holiday, then the delivery date becomes the first government business day following the weekend and/or holiday.
Management, administrative and product descriptive data shall be developed in a Government usable format. The contractor may not construe acceptance of a document by the Government as relief from contractual requirements should the document not meet those requirements. The Government does not assume responsibility for errors contained in contractor submitted documents and resubmission may be required at no additional costs to the Government.
Updates and/or Changes to data items may require a complete reissuance of the data items in entirety, or change pages, when the use of the change pages does not affect the readability and understanding of the data item. Change pages shall have the revised information identified and shall be accompanied by a remove and replace listing of the affected pages.

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.
a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.
Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.
b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
