A39: For all the information provided for the GPC, see also in the RFP, L-1 Proposal Preparation Instructions, E, Part III – Price Proposal, paragraph 5(a), clause 52.232-36 and clause G-1. This method of payment will be per work order as written by the Qualified Assurance Personel (QAP) and identified on the work order as payment by GPC versus submitting invoices into WAWF. There is no cap for the overall pricing of the contract only per work order and the funding limitation will be monitored by the base as per requirement identified and as funds are available for the GPC program.

Q40: Are there unions established in the area and for Laughlin AFB?

A40: The only unions on the base affecting labor is the one established for Government personnel. There are no unions in presence for any contractor employees presently at Laughlin. The O&M contract has not had any situations involving labor unions or disputs with the labor categories to date. This does not mean that the situation cannot change in the future but at this time the Government does not have any evidence of a possible union involvement with this contract.

Q41: How are third party installs handled on Laughlin AFB?

A41: Vendors need to review paragraphs in the PWS under 1.3.12.6 and 1.4. Also, review under the pricing table the descriptions for CLIN X008.

Q42: Number 4325, on the pricing table, is a fiber patch cord. Typically there is an individual cable footage associated ( 3ft or 1 meter) with these items. Could you provide a per cord footage for this item?

A42: This item, #4325, was removed from the pricing table.

Q43: It appears that there is a formula error on the summary page in the Option to Extend Section Columns (W,X,Y,Z). The unit price column Y pulls the total price from option period 4 in column V instead of the unit price in column U. Then the total price column Z multiplies that 12 month total from option period four by 6 greatly inflating the total. From what I understand we are not suppose to change or correct the formulas that are pre loaded in the Schedule B so I wanted to bring this to your attention.

A43: The formulas have been corrected to calculate from the unit price in Column U.
