Sheet1 MRDSS Questions on RFP NOTE: Follow-on questions related to this response may be requested and are due NLT 26 Sep 2017 at 2:00 p.m. Central Daylight Time.
This does not open up a new round for questions.
| Question Number | DOC REF | PARA | QUESTION | RESPONSE |
| 1 | MRDSS - General Question | What is the number of FTE’s supporting this opportunity? | On the prior contracts the number of FTE's totaled 14. |
2 MRDSS - General Question Who is the current contractor or contractors for the opportunity and are they working under an extension if so how long is the extension? Certified Technical Experts, Inc. and Enterprise Resource Planning International, LLC. Current contracts are scheduled to end 1 Feb 2017.
3 MRDSS - General Question One of our employees has significant experience with the MRDSS system when he was employed by the Government. His MRDSS experience is largely functional and business process related. Can we use his past experience to support and improve our past performances, since our past performances are mostly with large systems similar to MRDSS but in other functional domains? Past performance is related to what the company has or is doing. Past performance is not an individuals performance.
4 MRDSS - General Question Can all 3 past performances be from subcontractors? In accordance with (IAW) Section L, paragraph L-III, sub-paragraph 3, of the RFP, "The offeror may provide no more than three (3) relevant and recent past performance references for up to two (2) subcontractors". It is the contractor's decision on whether they provide past performance on themselves and/or any subcontractors.
5 MRDSS - General Question What is the total number of subcontractor past performances that each prime may present… (3 per subcontractor OR 3 total for up to 2 subcontractors or 3 total for up)? IAW Section L, paragraph L-III, sub-paragraph 3, of the RFP, "The offeror may provide no more than three (3) relevant and recent past performance references for up to two (2) subcontractors". Each subcontractor can provide up to three (3) references. The limit of subcontractors you can use is two (2).
6 MRDSS - General Question How many total pages of subcontractor past performances can each prime include… (2 pages per subcontractor OR 2 pages total for all subcontractors)? Reference pages 74 and 76 of ConWrite_MRDSS_1_Sep_2016.pdf… MRDSS Instruction to Offerers:
Page 74, As Applicable (exclusive of the 5 page limitation for the prime contractor): Sub-contractor (1): 2 pages total Sub-contractor (2): 2 pages total (Word Format) Page 76, para 3 states: The offeror may provide no more than three (3) relevant and recent past performance references for up to two (2) subcontractors. IAW Section L, paragraph L-II, subparagraph 9 Table, Volume 3, each subcontractor past performance narrative is limited to two (2) pages. For the math: You can have up to two (2) subcontractors, they can provide narratives for up to three (3) contracts, but the page limit is two (2) pages per subcontractor (2 subs X 2 pages per sub = 4 pages).
7 MRDSS - General Question For Volume 2 - Technical Proposal, can offerors add attachments to their narratives without having them account against the twelve page limit? Example attachments might be 1) Process Diagram / Flow Chart and/or 2) Contractor Teaming Organization & Task Chart. No. Any charts you wish to provide must be contained in the 12 pages for the technical volume. Only the cover page and the table of contents of the volume will not be counted. IAW Section L, paragraph L-II, sub-paragraph 9, "For tables, charts, graphs, and figures, the text shall be no smaller than 8 point". Additionally, all other instructions on page size, font, font size, margins etc. apply.
8 MRDSS - General Question For Volume 3 - Past Performance, can the offeror (Prime contractor) attach copies of their 1) CPARS and/or 2) testimonial letters without having this count against five-page limit? Can each subcontractor attach its relevant CPARS without having it count against its two-page limit? Do not attach CPARS documents; these will be obtained by the contracting office. Do not attach testimonial letters. The five (5) pages of your past performance is your company's narrative of the work that you are performing or have performed and will be used to determine relevancy. What you submit will count toward the page limit.
9 MRDSS - General Question For Volume 4 - Price Proposal, can offerors list assumptions that effect their bid prices? Will listing assumptions in Volume 4 be assuming to "qualify" the offer and make it unresponsive? Yes. If an offeror chooses to use an assumption to explain its bid price, the offeror may do so. The Government will evaluate a proposal IAW Sections L and M. Because the Government may award without disucssions, the offeror should be clear as to its offer.
10 MRDSS - General Question Can you provide the current workload history for the contract? See response to Q1.
11 MRDSS - General Question Is a Secret facility clearance required at the time of submission or award? No.
12 MRDSS - General Question Can a secret facility clearance be sponsored by the government if an offeror/potential awardee does not possess a secret facility clearance? No. See PWS paragraph 16.1.
13 MRDSS - General Question The PWS states that it is desirable, but MRDSS knowledge is the first sub-factor for Technical evaluations. Is MRDSS experience and knowledge a Go versus No Go Factor or can similar Air Force or other agency experience be evaluated as well? MRDSS experience and knowledge is NOT a Go versus No Go Factor. Similar Air Force or other agency experience will be evaluated IAW Section M.
14 MRDSS - General Question The Past Performance instructions read: “The offeror may provide no more than three (3) relevant and recent past performance references. The offeror may provide no more than three (3) relevant and recent past performance references for up to two (2) subcontractors.” Does this mean that a total of 6 past performances (3 for the prime contract and 3 for subcontractors) can be submitted? Prime: up to 3 references + subcontractor one may submit up to 3 references + subcontractor two may submit up to 3 references This would mean that you would have no more than 9 past performance narratives. /////break///// Pages: the Prime has no more than 5 pages + subcontractor one no more than 2 pages + subcontractor two no more than 2 pages This would mean that you would have no more than 9 pages total.
15 MRDSS - General Question Is there an estimated level of effort (LOE) for this requirement? No.
16 MRDSS - General Question Are there any key personnel labor categories? No.
17 MRDSS - General Question Is there an estimated labor category mix for this requirement? No.
